\u00ab\u00a0Je ne crois pas que les derniers \u00e9v\u00e9nements, aussi tragiques soient-ils, puissent avoir un effet sur l’\u00e9laboration des politiques europ\u00e9ennes en mati\u00e8re d’immigration\u00a0\u00bb, a d\u00e9clar\u00e9 M. Houliston \u00e0 l’occasion d’un s\u00e9minaire sur les mouvements migratoires entre la Tunisie et l’Europe.<\/p>\n
Ce s\u00e9minaire a commenc\u00e9 mercredi avec la participation de quatre pays membres de l’Union europ\u00e9enne: Belgique, Espagne, France et Italie, \u00e0 l’initiative de l’Organisation internationale pour les migrations (OIM) et du gouvernement italien.<\/p>\n

With the announcement of the attacks at the World Trade Centre in New <\/font>York, the international media, particularly the Israeli one, hurried to <\/font>take advantage of the incident and started mourning 4000 Israelis who work <\/font>at the two towers. Then suddenly, no one ever mentioned anything about <\/font>those Israelis and later it became clear that they remarkably did not show <\/font>up in their jobs the day the incident took place. No one talked about any <\/font>Israeli being killed or wounded in the attacks. Arab diplomatic sources <\/font>revealed to the Jordanian al-Watan newspaper that those Israelis remained <\/font>absent that day based on hints from the Israeli General Security <\/font>Apparatus, the Shabak, the fact which evoked unannounced suspicions on <\/font>American officials who wanted to know how the Israeli government learned <\/font>about the incident before it occurred, and the reasons why it refrained <\/font>from informing the U.S authorities of the information it had. Suspicions <\/font>had increased further after Israeli newspaper Yadiot Ahranot revealed that <\/font>the Shabak prevented Israeli premier Ariel Sharon from travelling to New <\/font>York and particularly to the city\u2019s eastern coast to participate in <\/font>a festival organized by the Zionist organizations in support of the <\/font>\u00ab\u00a0Israel\u00a0\u00bb. Aharon Bernie, the commentator at the newspaper, brought up the <\/font>issue and came up with a negative conclusion, saying no answer. He then <\/font>asked about the clue behind the Shabaks position in preventing Sharons <\/font>participation, and again without giving an answer. Bernie added that <\/font>Sharon, who was delighted for having his speech on top of the festival <\/font>agenda, asked the head of the organization to mediate and convince the <\/font>Shabak to change its position, but his attempts were in vein. The next day <\/font>after Sharons secretary officially announced that Sharon would not <\/font>participate the incident took place. For its part, the Israeli Haaretz <\/font>newspaper revealed that the FBI arrested five Israelis four hours after <\/font>the attack on the Twin Towers while filming the smoking skyline from the <\/font>roof of their companies building. The FBI had arrested the five for <\/font>puzzling behaviour. They are said to have been caught videotaping the <\/font>disaster in what was interpreted as cries of joy and mockery<\/font>. <\/div>\n

The images that caught my attention the most were those of Palestinians celebrating the attack in the streets, eating sweets and making funny faces at the camera.
Well, THOSE IMAGES are from 1991!!! They are images of Palestinians who were celebrating the Kuwait invasion! It is simply unacceptable for CNN to use these images that do not correspond with reality, while they inform of a serious problem. My professor, here in Brazil, has videos recorded in 1991, with the same images; he has sent emails to CNN, O’Globo (the largest TELEVISION company in Brazil) and to the newspapers, denouncing this, which he qualified as a crime against public opinion.
Now, think for one moment the impact of such images.<\/p>\n
This transmission has a high probability of creating waves of anger and rage against Palestinians. It is an absolute irresponsibility to show these images.<\/p>\n
To whom it may concern, Forget about all what the media is saying and let’s think rationally together. Let’s first agree that the attack on NY and DC was very well planned and organized by SMART people who knew how and where to hit in order to hurt! Then, let’s follow the FBI investigation. Do you think that those SMART people who planned the attack are SO STUPID to use their real names in booking the flight tickets and renting cars, Etc. (and all 18 names turn out to be of Muslims with Arabic origin)? Obviously, the answer is NO. Guerre il y a et nous en sommes, nous Europ\u00e9ens, partie prenante, car la barbarie n’a jamais rien port\u00e9 d’autre qu’elle-m\u00eame. L’Histoire le dit. Les hommes capables de vouloir mettre la plan\u00e8te \u00e0 feu et \u00e0 sang n’incarnent jamais le progr\u00e8s. Partout o\u00f9 ils ont triomph\u00e9, en tout si\u00e8cle et sur tout continent, ils n’ont apport\u00e9 que la mort, plus de mis\u00e8re et de sang, ils ont ouvert le goulag sur les d\u00e9bris du tsarisme, invent\u00e9 Auschwitz pour venger Versailles, tent\u00e9 de pr\u00e9cipiter, maintenant, un choc frontal entre l’islam et l’Occident.<\/p>\n

Avant Manhattan, il y avait eu Durban. C’\u00e9tait en Afrique du Sud, au d\u00e9but du mois. A cette Conf\u00e9rence contre le racisme organis\u00e9e par l’ONU, tous les ressentiments de l’h\u00e9misph\u00e8re pauvre s’\u00e9taient coalis\u00e9s dans une haine de l’Occident, de l’Am\u00e9rique, de l’Europe et d’Isra\u00ebl. Le racisme, ce d\u00e9ni d’humanit\u00e9, n’y \u00e9tait plus le rejet de l’autre pour sa couleur, sa caste ou sa religion.<\/p>\n
C’\u00e9tait, tout \u00e0 la fois, la fracture sociale entre Nord et Sud, l’esclavage et ses plaies purulentes, la puissance europ\u00e9enne et l’hyperpuissance am\u00e9ricaine, les diktats de la Banque mondiale et du FMI. L’Afrique exigeait r\u00e9paration pour ses g\u00e9n\u00e9rations perdues. Les Palestiniens poussaient leur cause. Les Africains s’identifiaient \u00e0 elle. Les gouvernements arabes attisaient le feu pour faire oublier leurs in\u00e9galit\u00e9s, leur corruption, l’ab\u00eeme entre les Etats p\u00e9troliers et les autres.<\/p>\n
Une rage aveuglait cette conf\u00e9rence, mais, si fous et odieux qu’aient \u00e9t\u00e9 ses d\u00e9lires, ils avaient des causes. Du Nord, nous imposons au Sud des recettes \u00e9conomiques que nous aurions refus\u00e9es quand il s’agissait de nous reconstruire, quand nous recourions pour cela, non pas \u00e0 tort mais \u00e0 raison, au dirigisme, aux d\u00e9ficits budg\u00e9taires et \u00e0 l’inflation. Au Nord, l’assurance-maladie rembourse des traitements qui co\u00fbteraient, au Sud, plusieurs vies de travail. Nous avons, au Nord, dignit\u00e9 et libert\u00e9 quand le Sud ne les conna\u00eet pas.<\/p>\n
Le Nord n’en est pas seul responsable. Loin de l\u00e0. Quoi qu’on en ait dit \u00e0 Durban, quoi que veuillent faire accroire les commanditaires de Manhattan, le Nord n’est pas le mal, le Sud n’est pas le bien. L’Histoire et chacun des deux h\u00e9misph\u00e8res ont leur part \u00e0 cette injustice, mais, quand bien m\u00eame n’y aurait-il rien \u00e0 reprocher au Nord, une telle in\u00e9galit\u00e9 n’est plus tenable.<\/p>\n
Elle ne sera plus tol\u00e9r\u00e9e, ne peut plus l’\u00eatre, dans un monde dont la r\u00e9duction des distances a fait un village transparent, gueux et nantis m\u00eal\u00e9s par les \u00e9changes et la t\u00e9l\u00e9vision. Cette \u00e9quit\u00e9 sociale qui a mis tant de temps \u00e0 progresser au Nord, le monde globalis\u00e9 ne peut plus longtemps l’attendre sans risquer une guerre de cent ans.<\/font><\/p>\n
Rien n’oblige \u00e0 un choc entre l’islam et la chr\u00e9tient\u00e9. Rien, sauf si l’Occident restait sourd \u00e0 l’injustice de ce monde<\/font><\/p>\n
Rien n’oblige \u00e0 un affrontement entre le Nord et le Sud, \u00e0 une guerre entre l’islam et la chr\u00e9tient\u00e9 – \u00e0 ce qui serait la victoire de ces trop r\u00e9els Docteur No. Rien n’y oblige, sauf si nous ne savions pas voir le monde tel qu’il est, sauf si la raison nous abandonnait et que nous proclamions, comme ces barbares, le combat \u00abdu bien contre le mal\u00bb.<\/p>\n
Vendredi 14 septembre, George Bush s’y est laiss\u00e9 aller. Pis encore, il a parl\u00e9 de \u00abcroisade\u00bb. Ce fut la fausse note de ces jours de deuil, une seule fausse note mais grave, inqui\u00e9tante, car le champ de bataille appelle cette facilit\u00e9. Attention! Ces terroristes sont le mal mais sommes-nous le bien?<\/p>\n
Poser la question, c’est y r\u00e9pondre. C\u00e9der au manich\u00e9isme, c’est susciter ce qu’il faut \u00e9viter, ce \u00abchoc des civilisations\u00bb qui les engloutirait toutes et nous tous avec, chr\u00e9tiens, juifs et musulmans. Si l’Occident ne veut pas devenir une forteresse assi\u00e9g\u00e9e, il ne doit plus confondre l’exigence d\u00e9mocratique et les potions lib\u00e9rales. S’il ne veut pas devoir, militarisation oblige, r\u00e9pudier la d\u00e9mocratie qui fait sa force, il doit se souvenir que l’harmonie sociale est le premier facteur de croissance, \u00e0 l’\u00e9chelle mondiale comme \u00e0 celle des nations, comparer les prix de la guerre et du d\u00e9veloppement, investir dans la paix pour ne pas se ruiner en obus. $\"H\"$ istorien marxiste dont l’\u0153uvre immense tourne autour de la mise en perspective de la r\u00e9volution industrielle et des utopies et barbaries qui en ont \u00e9t\u00e9 le fruit, Eric Hobsbawn, 84 ans, a toujours \u00e9t\u00e9 attentif aux soubresauts qui traversent et donnent sens aux grands \u00e9v\u00e9nements. Dans \u00abl’Age des extr\u00eames: histoire du court XXe si\u00e8cle\u00bb, son dernier livre paru – tardivement – en fran\u00e7ais aux Editions Complexe, il soulignait l’instabilit\u00e9 des \u00abarrangements mondiaux\u00bb dix ans apr\u00e8s la chute du communisme. Il s’exprime ici dans une interview parue dans le quotidien italien \u00abLa Repubblica\u00bb le 18 septembre. <\/p>\n
La d\u00e9vastation de New York sonne-t-elle le vrai d\u00e9but du nouveau si\u00e8cle – ou mieux, \u00abla premi\u00e8re guerre du nouveau si\u00e8cle\u00bb, pour reprendre la formule de Bush? <\/b><\/p>\n
La d\u00e9vastation de New York signe peut-\u00eatre le d\u00e9but du XXIe si\u00e8cle en ce sens qu’elle en constitue le premier \u00e9v\u00e9nement \u00e0 caract\u00e8re vraiment mondial<\/i>, port\u00e9 \u00e0 la une des journaux de la terre enti\u00e8re. Mais, en l’\u00e9tat actuel des choses, il ne s’agit pas d’une guerre. C’est un attentat terrible, r\u00e9solument moderne, qui inaugure une phase d’instabilit\u00e9, assez comparable \u00e0 celle qui a secou\u00e9 l’Europe lors de la s\u00e9rie d’attentats contre les souverains de la fin du XIXe si\u00e8cle. C’est la r\u00e9action des Etats-Unis qui d\u00e9cidera s’il s’agit ou non d’une guerre. Mais une guerre contre qui? Voil\u00e0 le vrai probl\u00e8me. De toute \u00e9vidence, ces faits m\u00e9ritent une riposte. Et elle aura lieu, le contraire serait proprement absurde. Je crains cependant qu’il n’existe aucune solution militaire au probl\u00e8me du terrorisme, ou alors inefficace, sauf aux yeux de l’opinion publique. L’ennemi tentaculaire qui a frapp\u00e9 New York implique des centaines d’hommes, lesquels, dans certains cas, vivaient au Canada ou en Am\u00e9rique depuis de longues ann\u00e9es. L’ennemi est donc au c\u0153ur de la cit\u00e9. Je pense qu’une op\u00e9ration polici\u00e8re d’envergure internationale, un \u00abconsortium d’intelligences\u00bb, qui puiserait notamment ses sources dans les archives des services secrets fran\u00e7ais et russes, aurait plus de chances d’\u00eatre op\u00e9rant. Oui, il faut une riposte collective de tous les Etats plac\u00e9s sous l’emprise de la menace. Cela concerne autant les Chinois que les Russes. Et m\u00eame Fidel Castro a de quoi trembler face \u00e0 ce terrorisme anarchiste. <\/p>\n
Quel est d’apr\u00e8s vous l’objectif politique vis\u00e9 par ces actes? <\/b><\/p>\n
<\/b>Toute la question est l\u00e0. Personnellement, je ne crois pas que les terroristes entretiennent l’illusion de pouvoir r\u00e9duire la puissance am\u00e9ricaine \u00e0 n\u00e9ant. En revanche, ils se savent capables de d\u00e9stabiliser une situation politique plus vaste et d\u00e9j\u00e0 tendue. A mon sens, leur v\u00e9ritable objectif est de renverser les gouvernements mod\u00e9r\u00e9s du Golfe, l’Arabie Saoudite et les Emirats en premier lieu. Les terroristes constituent une classe dirigeante de rechange qui se propose de conqu\u00e9rir le pouvoir dans la zone p\u00e9troli\u00e8re. Dans cette perspective, leur action peut \u00eatre consid\u00e9r\u00e9e comme une anticipation des guerres du XXIe si\u00e8cle. Au Moyen-Orient, et particuli\u00e8rement dans cette frange des pays arabes o\u00f9 les gouvernements ne b\u00e9n\u00e9ficient d’aucun soutien populaire – \u00e0 l’exception peut-\u00eatre de l’Iran -, r\u00e9volutions et coups d’Etat sont \u00e0 craindre, et ne peuvent qu’\u00eatre encourag\u00e9s par les \u00e9v\u00e9nements. Je pense notamment que l’\u00e9picentre le plus dangereux de cette crise se situe au Pakistan: si les \u00c9tats-Unis font trop pression pour obtenir l’aide d’Islamabad, un coup d’Etat militaire de l’aile int\u00e9griste pakistanaise, ralli\u00e9e par un mouvement de masse, n’est pas \u00e0 exclure. Voil\u00e0 qui peut r\u00e9ellement d\u00e9clencher la guerre. <\/p>\n
Qu’est-ce qui vous a le plus impressionn\u00e9, le plus inqui\u00e9t\u00e9, ce mardi 11 septembre? <\/b><\/p>\n
<\/b>Mise \u00e0 part l’angoisse li\u00e9e au sort de tous ces pauvres innocents, ce qui m’a le plus frapp\u00e9, c’est la vuln\u00e9rabilit\u00e9 de la superpuissance am\u00e9ricaine. Soyons clairs: pendant quelques longues heures, les Etats-Unis ont totalement perdu le contr\u00f4le. C’est un des effets de la mondialisation. La structure m\u00eame et la cadence de la production capitaliste d\u00e9pendent pleinement du flux ininterrompu des communications et des transports. J’ai bien peur que la fermeture, trois jours durant, de l’espace a\u00e9rien am\u00e9ricain, affecte l’\u00e9conomie mondiale d’une mani\u00e8re qui d\u00e9passe largement les d\u00e9g\u00e2ts observ\u00e9s \u00e0 New York. <\/p>\n
Cette affaire suppose-t-elle un changement dans le r\u00f4le jou\u00e9 par les Etats-Unis dans le monde? <\/b><\/p>\n
<\/b>En ce qui me concerne, il \u00e9tait d\u00e9j\u00e0 clair que le XXIe si\u00e8cle serait caract\u00e9ris\u00e9 par deux nouveaut\u00e9s. Primo, la superpuissance am\u00e9ricaine, la seule vraie <\/i>puissance, n’est pas en mesure de gouverner le monde. Secundo, les guerres du XXIe si\u00e8cle n’opposeront plus seulement les Etats<\/i>, mais verront \u00e9galement s’affronter les Etats et les organisations non gouvernementales, suffisamment riches et puissantes pour les combattre. Une arm\u00e9e telle que l’IRA s’est montr\u00e9e capable de tenir en \u00e9chec le pouvoir britannique pendant pr\u00e8s de trente ans: certes, l’IRA n’a pas eu le dessus, mais elle n’a pas \u00e9t\u00e9 vaincue pour autant. Les organisations mafieuses qui g\u00e8rent \u00e0 l’\u00e9chelle internationale le trafic de drogue sont d\u00e9finitivement en position de tenir t\u00eate aux Etats qui les combattent. Idem pour cette nouvelle forme de terrorisme. <\/p>\n
Etes-vous convaincu par la th\u00e8se qui veut que le terrorisme soit enfant de la pauvret\u00e9, de l’injustice? <\/b><\/p>\n
<\/b>A n’en pas douter, la destruction des symboles de richesse et de toute-puissance qu’incarnent les Etats-unis peut \u00eatre per\u00e7ue par les plus d\u00e9munis de ce monde comme une revanche sur les nantis. Mais les groupes qui agissent<\/i>, eux, sont tout sauf le fruit de la pauvret\u00e9 et, en aucun cas, ne sont manipul\u00e9s par elle. Les terroristes sont au contraire issus de milieux plut\u00f4t favoris\u00e9s: il s’agit souvent d’\u00e9tudiants \u00e0 l’universit\u00e9, n’oublions pas qu’ils poss\u00e8dent des brevets de pilote. Ils sont eux-m\u00eames fils<\/i> de la mondialisation, \u00e0 la faveur de laquelle ils se d\u00e9placent sans encombre du Y\u00e9men \u00e0 la Floride. Ce qui fait d’eux des adversaires encore plus redoutables et nous rend d’autant plus sceptiques sur notre capacit\u00e9 \u00e0 les arr\u00eater. <\/p>\n
