    \u00a0\u00a0 TUNIS, March 9 (Reuters) – The Tunisian government’s efforts to project an image abroad of stability are being undermined by alleged curbs on civil rights, diplomats and political analysts
    said on Friday.
    \u00a0\u00a0 \u00ab\u00a0There is obviously a clampdown on freedoms. It’s all the more paradoxical since the government sent signals of political detente,\u00a0\u00bb said Mustapha Ben Jafar, head of a banned moderate
    opposition group, the Democratic Forum for Labour and Freedoms.
    \u00a0\u00a0 Last week plainclothes policemen barred about 20 rights activists from attending a meeting of the banned National Council for Liberty in Tunisia (CNLT).
    \u00a0\u00a0 The activists said they were beaten and abused by police.
    \u00a0\u00a0 Last month a court ordered the dissolution of the leadership of the Tunisian Human Rights League, the country’s only independent human rights group. It ruled it had broken its own
    regulations when electing its leaders last October.
    \u00a0\u00a0 Many human rights activists in the North African country now recall with nostalgia lsat year’s \u00ab\u00a0spring of freedom\u00a0\u00bb when they were allowed to gather and speak their minds with relative ease. <\/p>\n

    \u00a0\u00a0 POSSIBLE REFERENDUM
    \u00a0\u00a0 Government officials have dismissed reports of a crackdown as attempts to gain foreign media attention. They argue the few dissidents known abroad are deliberately breaking the law.
    \u00a0\u00a0 But diplomats said President Zine al-Abidine Ben Ali was seeking to suppress any credible opposition ahead of a possible referendum this year that would give him a fourth term. Under
    the current arrangements, his mandate ends in 2004.
    \u00a0\u00a0 The diplomats also pointed to a broader picture with opponents growing bolder amid a general yearning for more democracy and a pluralistic political system.
    \u00a0\u00a0 \u00ab\u00a0Tunisia is ready for true democracy. People are mature and responsible,\u00a0\u00bb a Western diplomat said.
    \u00a0\u00a0 Despite the government’s pledges that \u00ab\u00a0democracy is an irreversible choice\u00a0\u00bb, an opposition leader, who requested anonymity, said: \u00ab\u00a0They don’t want to accept independent groups
    … What’s new now is that the regime is cracking down on legal political groups, and the human rights league is one of them.\u00a0\u00bb
    \u00a0 The Progressive Socialist Rally, one of six legal political parties, had its newspaper, El Mawquif (The Stance), seized in January.
    \u00a0\u00a0 One diplomat traced the changes to the death on April 6 last year at age 97 of former President Habib Bourguiba, the architect of modern Tunisia.
    \u00a0\u00a0 Ben Ali, 63, was Bourguiba’s prime minister in 1987 when he arranged for a team of doctors to declare the veteran leader senile and unfit to rule, before taking over.
    \u00a0\u00a0 \u00ab\u00a0The Bourguiba funeral was badly handled by the government. All was done with insensitivity, without allowing people to express their feelings,\u00a0\u00bb the diplomat said, recalling a deployment of security forces that prevented the crowds from attending the funeral in Bourguiba’s home town of Monastir.
    \u00a0\u00a0 \u00ab\u00a0From that moment, the feeling of frustration became evident, people started criticising things in general. It was historic, a watershed,\u00a0\u00bb he added. <\/p>\n

    \u00a0\u00a0 SMALL MINORITY
    \u00a0\u00a0 The U.S State Department in its human rights report on Tunisia for 2000 said \u00ab\u00a0members of the security forces tortured and physically abused prisoners and detainees.
    \u00a0\u00a0 \u00ab\u00a0The government asserts that police officials who commit the abuses are disciplined, but there have been no documented cases in which security officials were disciplined for such cases,\u00a0\u00bb it added.
    \u00a0\u00a0 Government officials argue that sustained economic development requires political stability and that the country has to move towards democracy at its own pace, not to please a small minority clamouring for absolute democracy right now.
    \u00a0\u00a0 But diplomats said Ben Ali might have no other options than to speed up political reforms.
    \u00a0\u00a0 \u00ab\u00a0Democracy needs a political infrastructure and it seems it’s not the case now. It’s impossible to establish democracy while stunting opposition,\u00a0\u00bb one diplomat said.
    \u00a0\u00a0 Ben Ali won re-election in October 1999 with 99.44 percent of the vote — a figure that raised eyebrows abroad — in the first multi-candidate presidential race in the country’s
    history.
    \u00a0\u00a0 The vote reaffirmed the dominance of his ruling Constitutional Democratic Rally (RCD) party, a fact the U.S. State Department highlighted in its report. \u00ab\u00a0The ruling RCD party is firmly intertwined with government institutions throughout the country, making it extremely difficult for opposition parties to compete on a level playing

Habib Ben Yahia, a rencontr\u00e9 jeudi notamment son\u00a0homologue tch\u00e8que Jan Kavan, le Premier ministre Milos Zeman et le\u00a0 ministre de la D\u00e9fense, Vladimir Vetchy, avec qui il a \u00e9voqu\u00e9 les\u00a0 \u00e9changes commerciaux tch\u00e9co-tunisiens, a annonc\u00e9 l’agence de presse\u00a0 tch\u00e8que CTK.

    \u00a0 MANAMA, Bahrain (AP) — A leading Shiite Muslim cleric associated with the opposition returned to a hero’s welcome in Bahrain on Thursday after years of self-imposed exile.

    \u00a0 Looking weary, Qassim, who is believed to be in his 60s, was whisked through the airport, where security was especially tight, and taken to a waiting minibus.
    \u00a0 Members of the crowd clapped and shouted \u00ab\u00a0Victory for Islam\u00a0\u00bb as Qassim boarded the minibus to be driven to his home in Diraz, a village southwest of the capital Manama.
    \u00a0 Scores of honking vehicles, moving bumper to bumper, followed the sheik’s vehicle as it slowly made its way along the 10-kilometer (6-mile) route. The cars carried pictures of Qassim
    and Bahrain’s emir Sheik Hamad bin Isa Al Khalifa.
    \u00a0 Qassim did not speak to the media, but his son-in-law, Ali Jassem, said the sheik believed he had returned at an important time for Bahrain because of the constitutional reforms under way.
    \u00a0 \u00ab\u00a0He is very calm and wants to shoulder the responsibility of developing the country by peaceful means,\u00a0\u00bb said Ali Jassem, Qassim’s son-in-law.
    \u00a0 Last month, Bahrainis voted by an overwhelming majority for a national charter that provides for an elected parliament and equal rights for all citizens. Ten days earlier, the emir pardoned 108 exiles and 289 other people who had been accused, detained or convicted on security charges.
    \u00a0 Bahrain experienced a violent campaign for political reform during the mid-1990s, led by Shiites who demanded the restoration\u00a0 of the parliament that was dissolved in 1975. Shiites, who form the majority of the population, felt they did not enjoy economic and social parity with the Sunni Muslims, to which the ruling family belongs. More than 40 people died in the unrest and hundreds were imprisoned.
    Qassim had been an active member of the dissolved parliament and is a close associate of Bahrain’s most prominent internal dissident, Sheik Abdul Ameer al-Jamri. Al-Jamri spent 3 1\/2 years in detention on charges of espionage and inciting unrest. He was pardoned in July 1999, a day after he was convicted of the offenses and sentenced to 10 years in jail and a massive fine.
    \u00a0 Qassim left Bahrain to study theology in the Iranian holy city of Qom before the unrest began in December 1994. He is believed to have remained abroad for fear of being detained on his return.
    \u00a0 Diraz, where Qassim used to lead daily prayers at the island’s largest Shiite mosque, was a hotbed of anti-government activity during the unrest. And Qom, where Qassim lived in Iran, hosted many Bahraini dissidents.
    \u00a0 In an interview with Bahrain’s Gulf Daily News, published Thursday, Qassim welcomed the reforms of the Western-educated emir, who succeeded his father in 1999.

    Salah Hamzaoui \u00ab S’il y avait, aujourd’hui, un jeu politique libre, les islamistes auraient plus de\u00a0 chances de remporter des \u00e9lections. Il y a plusieurs raisons \u00e0 cela. D’abord, leurs id\u00e9aux religieux\u00a0 sont profond\u00e9ment enracin\u00e9s dans la soci\u00e9t\u00e9. D’autre part, leur terrain est d\u00e9j\u00e0 pr\u00e9par\u00e9.     Cette phrase nous a rappel\u00e9 malheureusement ce qu’avait dit le leader du RCD alg\u00e9rien Said SAADI lors d’un d\u00e9bat t\u00e9l\u00e9vis\u00e9 avec Cheikh Abbassi Madani en 1991. Il lui avait dit en direct devant un public \u00e9bahi: \u00a0\u00bb Vous n’arriverez pas au pouvoir\u00a0\u00bb! CE QUI A ETE FAIT EFFECTIVEMENT APRES.     <\/font>L<\/font><\/b>es musulmans du monde entier ont f\u00eat\u00e9 lundi dernier l’A\u00efd el Idha, f\u00eate du sacrifice et du recueillement. Comme c’est le cas dans de pareilles occasions, et hors des quelques manifestations sociales qui en d\u00e9naturent la signification et la port\u00e9e, cette f\u00eate est une opportunit\u00e9 pour r\u00e9fl\u00e9chir \u00e0 la situation du monde musulman. Cette situation est loin d’\u00eatre reluisante.<\/p>\n

    Sur le plan politique, le monde musulman vit encore de grands probl\u00e8mes. Le premier, central s’il en est, celui de la Palestine, a connu au cours des derniers mois une \u00e9volution dramatique marqu\u00e9e par la guerre de massacre que livre l’arm\u00e9e isra\u00e9lienne au peuple palestinien et \u00e0 sa R\u00e9sistance. Les musulmans subissent des agressions dans d’autres r\u00e9gions du monde, notamment en Tch\u00e9tch\u00e9nie. <\/p>\n

    Tout cela se passe sans que les pays musulmans prennent des positions claires et courageuses pour apporter leur soutien \u00e0 leurs fr\u00e8res en lutte contre le colonialisme et le racisme. Le dernier sommet de Doha a certes laiss\u00e9 entrevoir des signes d’espoir quant \u00e0 une r\u00e9action commune des pays musulmans face \u00e0 l’agression isra\u00e9lienne contre le peuple palestinien mais, jusqu’\u00e0 pr\u00e9sent, les actes concrets se font attendre et, \u00e0 part les initiatives prises par quelques pays, les peuples musulmans sentent que leurs espoirs risquent d’\u00eatre d\u00e9\u00e7us.<\/p>\n

    Sur le plan \u00e9conomique, le monde musulman est potentiellement riche en ressources naturelles et humaines. A titre d’exemple, les principaux pays producteurs de p\u00e9trole et de gaz appartiennent au monde musulman, et pourtant, la plupart des pays qui le composent sont pauvres, sous-d\u00e9velopp\u00e9s, analphab\u00e8tes et malades et ceux d’entre eux qui ont r\u00e9ussi leur d\u00e9collage \u00e9conomique se comptent sur le bout des doigts d’une seule main.<\/p>\n

    Sur un plan plus g\u00e9n\u00e9ral, culturel, la situation n’est pas meilleure. Le monde musulman est encore travers\u00e9 par des courants int\u00e9gristes et r\u00e9actionnaires qui, bien qu’en r\u00e9gression dans certains pays, n’en constituent pas moins une menace pour l’Islam lui-m\u00eame et contribuent \u00e0 en donner une image n\u00e9gative qui ne correspond nullement \u00e0 l’esprit et \u00e0 la vocation de l’Islam.<\/p>\n

    Face \u00e0 cette situation, une action d’envergure s’impose.
    D’abord sur le plan politique, par une r\u00e9forme profonde des structures des pays musulmans dans le sens d’une plus grande d\u00e9mocratie, une ouverture et une adaptation au monde moderne. Il s’agit l\u00e0 d’une action prioritaire qui conditionne tout le reste.<\/p>\n

    \u00a0\u00bb\u00a0 Tunisia <\/p>\n

    For decades Tunisia has been valued by the United States and Europe as an oasis of moderation in the Maghreb and the Middle East. Since the end of the Cold War and the collapse of the Soviet Union, the country has been viewed as a useful ally on NATO’s southern flank, a firm supporter of the Middle East process, a militant opponent of Islamic fundamentalism, and an important collaborator in regional security arrangements intended to suppress illegal immigration, terrorism, and drug trafficking. In other words, Tunis has received grades of A+ on each of the six \u00ab\u00a0stops.\u00a0\u00bb <\/p>\n

    Washington has been particularly supportive of President Ben Ali’s economic reform policies which it sees as the ones most likely to increase Tunisia’s prosperity thereby minimizing the appeal of Islamist political parties. For Europe, market-oriented reforms have served to expand economic opportunities for the European Union while limiting Tunisian immigration into Europe. <\/p>\n

    This functionalist approach towards the region now serves as the guiding light to America’s continuing and future behavior as was illustrated by the remarks made by Deputy Secretary of the Treasury Stuart E. Eizenstat at the second annual ministerial meeting of the U.S.-North Africa Economic Partnership held in Washington, D.C. on April 18, 2000. Human rights, democracy, justice, and freedom were never once uttered as Eizenstat lauded expanded economic ties with Tunisia, Morocco, and Algeria. As he described it, America’s goal in the region is \u00ab\u00a0to enhance the bilateral relationship between the U.S. and the three member countries [and] to break down the barriers to intra-regional trade and maximize the growth potential that private sector-led development will help to achieve.\u00a0\u00bb <\/p>\n

    To be sure, both the United States and Europe would prefer the authoritarian government of President Ben Ali to be less repressive and more democratic but neither has applied serious pressure–such as threats to cut aid, trade, or economic ties–to get Tunisia to mend its ways. Neither Ben Ali’s reelection to the Tunisian presidency in October 1999 by the ludicrous margin of 99 percent nor his stifling of all forms of political dissent, the complete elimination of press freedoms, and consistent violations of basic human rights have sufficiently aroused the ire of Washington, although for its part the EU has begun to react to the regime’s more extreme human rights abuses. <\/p>\n

    To be sure, the annual State Department report on the status of human rights worldwide identifies Tunisia as an egregious violator of those rights. Similarly, Harold Koh, the U.S. Assistant Secretary of State for Democracy and Human Rights and Labor in the Clinton Administration, has urged Tunisian authorities to ensure the respect of human rights and freedom of speech and set up transparent political and judicial systems, most recently in his forty-eight hour visit to the country on June 12-13, 2000. While encouraging, these efforts remain modest and little noticed footnotes operating within pro forma Congressional mandates although Koh’s more blunt talk to his Tunisian hosts represented a refreshing break from past American timidity on these issues. <\/p>\n

    Probably no country in the region best serves to illustrate the primacy of the \u00ab\u00a0Islam-Israel\u00a0\u00bb paradigm as does contemporary Tunisia. As currently constituted, there is no degree of political or human rights violation committed by Tunis that can serve to override US backing for the country as long as it remains determined to combat Islamism and provide support for the Middle East peace process. Yet these latter policies are little more than manipulative tactics and opportunistic efforts intended to buy Western support while Tunis keeps a stranglehold on civil society. Indeed, an inverse correlation can be observed between the level of domestic oppression and the degree of contact with Israel. <\/p>\n

    Since the revival of the Middle East peace process with the coming to power of Ehud Barak in Israel in 1999, there has been an improvement in Tunisian-Israeli relations. For example, the Israeli interests office in Tunis which had been shut down since July 1998 was reopened at the start of October 1999, with the arrival of an Israeli representative, Tarik Azouz. In the first example of direct cooperation between Tunis and Tel Aviv, an Israeli government representative was invited to a metrology conference in the Tunisian capital. More significantly, in February 2000, a senior diplomat from Tunis, Secretary of State for Foreign Affairs Tahar Sioud, met with Israeli Foreign Minister David Levy in the first visit to Israel by a high-ranking Tunisian since the two countries established diplomatic (sub-ambassadorial) relations in 1994. Mr. Sioud said he and Mr. Levy, a native of Morocco who has stressed improving ties to North Africa, \u00ab\u00a0discussed peace, and we are here for peace.\u00a0\u00bb (The New York Times, 8 February 2000). <\/p>\n

    One cannot underestimate the importance of the Israeli factor in U.S. foreign policy calculations. In the campaigning leading up to the American presidential elections in November 2000, for example, there is absolutely no difference in the positions of the Republican and Democratic parties on the question of Israel. Indeed, \u00ab\u00a0[s]upport for Israel is now so ingrained into American political discourse that the old debate about whether a [presidential] candidate is more or less positive towards Israel is almost redundant\u00a0\u00bb (Middle East Economic Digest, 31 March 2000, p. 8). Even impoverished and politically marginal Mauritania received the hearty congratulations of the Clinton administration when it established full diplomatic relations with Israel in October 1999 prompted primarily by the desire for American financial and diplomatic support under conditions of state-society decline. <\/p>\n

    The Tunisian leadership, ever alert to expanding its circle of powerful friends abroad as its own popularity at home diminishes, has accelerated its ties with the United States. This has come at a time when relations with French civil society have almost reached rock bottom in the face of wide media exposure to Tunisian human rights abuses reported on French television, radio, newspapers, and in books like that of Notre Ami Ben Ali (Paris: La D\u00e9couverte, 1999) which presents a scathing attack of Ben Ali’s dictatorial rule by two highly respected French journalists. In just the first three months of 2000, for example, Tunisia has hosted visits by two deputy secretaries (Robert Malley from the Department of Trade, and Edward Walker, responsible for the Middle East and North Africa at the State Department), as well as three delegations two of whom from the Senate (including one led by Senator Ted Stevens from the powerful Senate Appropriations Committee) and one from the House of Representatives. <\/p>\n

    On the Tunisian side, defense minister Mohamed Jegham visited the U.S. in January 2000 for one of the twice-yearly meetings of the Tunisian-U.S. military committee. Each year the United States trains nearly 100 Tunisian officers while gifts, loans, and other transfers of equipment to the Tunisian army have grown strongly in recent years. Tunisia is also one of a select group of nations benefiting from the foreign military financing program which provides financing for the purchase of military equipment from American arms manufacturers. <\/p>\n

    What is particularly disturbing if not tragic in these military exchanges is the degree to which they are being used to further ensconce what is rapidly becoming a full-fledged police state. Clearly no amount of arms build-up could match the overwhelming military might of Algeria and Libya, Tunisia’s immediate neighbors who could potentially constitute military threats. Ben Ali’s predecessor, Habib Bourguiba, understood this reality quite well and made certain to keep his army small in size, modest in strength, and apolitical. With the help of the U.S., Tunisia under Ben Ali has now been transformed into another praetorian security state on the model of so many others in the Middle East and North Africa. <\/p>\n

    Ironically, these functionalist ties do not ensure a long term or harmonious relationship between the U.S. and Tunisia as recent history has shown. Tunisians distrust American foreign policy designs in the region based on its irregular behavior over the years. They are quick to recall, for example, that it was the United States, encouraged by the pro-American Wassila Bourguiba acting as her husband’s political surrogate, that \u00ab\u00a0forced\u00a0\u00bb Tunisia to accept the PLO in the country in 1983 following the Israeli invasion of Lebanon in 1982. Also galling to many Tunisians was America’s unwillingness to condemn Israel’s air attack of PLO headquarters outside Tunis in October 1985 which caused the deaths of many people including innocent Tunisian civilians. This \u00ab\u00a0insensitive\u00a0\u00bb pattern is cited when recalling the Israeli assassination of PLO leader Abou Jihad in Sidi Bou Said in April 1988, the U.S. destruction of Libyan jets in January 1989, the termination of the PLO-USA dialogue in Tunis in 1990 following an aborted Palestinian commando attack in Israel, and, most seriously, the American-led allied coalition that annihilated Iraqi forces in a war in which the overwhelming majority of Tunisians favored Saddam Hussein. For its part, the Ben Ali regime exploited populist anti-American sentiment to further advance its weakened political credibility in the aftermath of repeated instances of democratic promises left unfulfilled. <\/p>\n

    From a cynical perspective, it could be argued that both sides exploit eachother for their own narrow political purposes as elites in the two countries reject democratic solutions to Tunisia’s developmental problems. While the strategic outcome of such a short-sighted policy in the post-Cold War era has limited significance for American national interests, the same cannot be said for Tunisia. A militarized, anti-democratic state cannot but lead to political retardation however impressive short-term economic performance may appear. For a country with such an impressive history of social development and economic accomplishment, ordinary Tunisians are deserving of a much more promising and progressive future. <\/p>\n

    Soccer-Tunisia name German Krautzen as new coach<\/strong><\/font><\/h4>\n

    \u00a0\u00a0 TUNIS, March 9 (Reuters) – A club versus country dilemma has ended with Tunisia losing out on their first choice as new national team coach.
    \u00a0\u00a0 The Tunisian Football Federation announced on Friday that German Eckhard Krautzen had been appointed to the job.
    \u00a0\u00a0 Officials said their first choice had been Rene Exbrayat, the French coach of Tunis side Club African. But Exbrayat was reluctant to quit his present job.
    \u00a0\u00a0 \u00ab\u00a0The federation has to reconcile the interests of the national squad and those of Club African. So at the end they voted for Krautzen as national coach,\u00a0\u00bb an official said.
    \u00a0\u00a0 The previous coach, Italian Francesco Scoglio, quit earlier this month.
    \u00a0\u00a0 He left when refused permission to accept a coaching job at Italian Serie B side Genoa while retaining his post as Tunisian coach.
    \u00a0\u00a0 Scoglio joined Tunisia after their poor showing at the 1998 World Cup, replacing Pole Henri Kasperczak.
    \u00a0 Tunis newspaper Le Temps said on Friday the length of Krautzen’s contract would depend on the team’s performance during the next six months.
    \u00a0\u00a0 Tunisia’s next fixture is away to Morocco on March 25 in the African Nations Cup qualifying competition.
    \u00a0\u00a0 Tunisia are second in their four-strong group after losing 1-0 at home to Morocco in January. <\/p>\n
