Le Conseil a enregistr\u00e9 depuis le d\u00e9but des affrontements entre les forces     de la police, de la garde nationale et de l\u2019arm\u00e9e nationale d\u2019une part, et     du groupe arm\u00e9 pris en chasse d\u2019autre part, de nombreux cas d\u2019arrestations     et de disparitions dans plusieurs villes tunisiennes (dont plus de cinquante     \u00e0 Sidi Bouzid, tous des jeunes) o\u00f9 la brigade de la S\u00fbret\u00e9 de l\u2019Etat est     impliqu\u00e9e, notamment :<\/div>\n<div align=\"justify\">         \u00a0* <strong><font>Mohammed Amine Jaziri<\/font><\/strong> (27     ans) disparu dimanche 24 d\u00e9cembre 2006 alors qu\u2019il se rendait de Sidi     Bouzid, son lieu de r\u00e9sidence, \u00e0 Tunis, pour un concours organis\u00e9 par le     minist\u00e8re de la Justice. Il \u00e9tait \u00e0 bord d\u2019un v\u00e9hicule priv\u00e9, une Citro\u00ebn     Berlingo, immatricul\u00e9e 2666 Tunisie 114, qui n\u2019a pas \u00e9t\u00e9 retrouv\u00e9 depuis     lors. Une escouade de fonctionnaires du minist\u00e8re de l\u2019Int\u00e9rieur a     perquisitionn\u00e9 son domicile en l\u2019absence de son \u00e9pouse et des membres de sa     famille, en ouvrant les portes au moyen de ses cl\u00e9s \u00e0 lui.     \u00a0* <strong><font>Ghassan Siliane<\/font><\/strong> (19 ans),     \u00e9tudiant de Sidi Bouzid, arr\u00eat\u00e9 \u00e0 l\u2019a\u00e9roport de Tunis Carthage le 28     d\u00e9cembre 2007 \u00e0 quatre heures du matin alors qu\u2019il s\u2019appr\u00eatait \u00e0 se rendre \u00e0     l\u2019\u00e9tranger pour \u00e9tudier ; sa famille ignore ce qu\u2019il est advenu de lui.     \u00a0* <strong><font>Oua\u2019\u00efl Amami et Nejmeddine Bargougui<\/font><\/strong>     arr\u00eat\u00e9s avec d\u2019autres jeunes de Sidi Bouzid et de Sidi Ali Ben Aoun. Leurs     familles ignorent leur lieu de d\u00e9tention.     \u00a0* Jawhar Kassar (28 ans), arr\u00eat\u00e9 au domicile de sa famille \u00e0 la Cit\u00e9 El     Manar \u00e0 Tunis le 26 d\u00e9cembre 2006. On ignore toujours ce qu\u2019il est advenu de     lui.     \u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Et il y a vingt quatre jours qu\u2019a disparu <strong> <font>Oualid Layouni<\/font><\/strong> (28 ans) qui s\u2019est     pr\u00e9sent\u00e9 le 11 d\u00e9cembre \u00e0 la brigade de la S\u00fbret\u00e9 de l\u2019Etat, au minist\u00e8re de     l\u2019Int\u00e9rieur. Les agents de la brigade de la S\u00fbret\u00e9 venus \u00e0 son domicile deux     jours apr\u00e8s l\u2019avoir convoqu\u00e9 ont ni\u00e9 le d\u00e9tenir dans leurs locaux. Les tunisiens ont appris depuis longtemps d\u00e9j\u00e0 \u00e0\u00a0 faire et \u00e0 \u00a0vivre     avec. Aussi la version officielle qui leur a \u00e9t\u00e9 donn\u00e9e au sujet des     affrontements arm\u00e9s qui ont secou\u00e9 le pays, dix jours durant,\u00a0 du 23     d\u00e9cembre au 4 janvier, a \u00e9t\u00e9 naturellement trait\u00e9e\u00a0 par la d\u00e9rision et les     moqueries. Sur les dix millions de tunisiens, il ne peut y avoir un seul qui     ait pu croire un instant qu\u2019il s\u2019est agi d\u2019un accrochage entre des     trafiquants de drogue et leur arm\u00e9e. Ils savent que les autorit\u00e9s de leur     pays mentent et que les m\u00e9dias sont oblig\u00e9s de mentir. <\/span><\/p>\n<p> <span lang=\"FR\">Passons et     d\u00e9passons.<\/span><\/p>\n<p> <span lang=\"FR\">\u00a0<\/span><\/p>\n<p> <span lang=\"FR\">De quoi s\u2019est-il     agi\u00a0?<\/span><\/p>\n<p> <span lang=\"FR\">Pour bien     comprendre l\u2019\u00e9v\u00e9nement, ses tenants et aboutissants, il importe de le     contextuer. La n\u00e9buleuse terroriste plan\u00e9taire du nom d\u2019 \u00abEl Qa\u00efda\u00a0\u00bb a     \u00e9tabli, comme on le sait, \u00e0 travers le globe, des sortes de succursales aux     fins de frapper les centres vitaux d\u2019un occident tyrannique pour faire m\u00fbrir     les conditions favorables \u00e0 l\u2019\u00e9mergence d\u2019un ordre islamique pur et dur qui     se serait r\u00e9concili\u00e9 avec l\u2019esprit originel des \u00ab\u00a0salafs\u00a0\u00bb, les premiers     saints b\u00e2tisseurs du premier embryon de l\u2019Etat islamique. D\u2019o\u00f9 leur     appellation de \u00ab\u00a0salafistes\u00a0\u00bb. Son fondateur, inspirateur et, aussi,     bailleur de fond, le multimilliardaire Mr Oussama Ben Laden a r\u00e9cemment     d\u00e9cid\u00e9 de \u00ab\u00a0s\u2019occuper\u00a0\u00bb du Maghreb et principalement du bastion du     modernisme arabomusulman, cette Tunisie\u00a0 qui ne veut toujours pas se     d\u00e9barrasser de l\u2019h\u00e9ritage id\u00e9ologique du \u00ab\u00a0m\u00e9cr\u00e9ant et ennemi de l\u2019Islam\u00a0\u00bb\u00a0:     Bourguiba. Le coran est y de nos jours, de surcro\u00eet, \u00a0foul\u00e9 aux pieds et les     musulmanes y sont pers\u00e9cut\u00e9es en raison de leur port du voile. Il a d\u00e9cid\u00e9     de passer \u00e0 l\u2019action apr\u00e8s l\u2019acte d\u2019all\u00e9geance \u00e0 sa personne et \u00e0 ses     desseins de Mr Abou Mossaab Abdelwadoud, chef de l\u2019aile militaire     irr\u00e9ductible du \u00ab\u00a0Groupe Salafiste de la Pr\u00e9dication et du Combat\u00a0\u00bb. Un des     groupes arm\u00e9s qui ont mis l\u2019Alg\u00e9rie \u00e0 feu et \u00e0 sang durant les ann\u00e9es 90 et     qui continue de s\u00e9vir dans les vastes contr\u00e9es\u00a0 alg\u00e9riennes. Un apport de     premi\u00e8re importance tant\u00a0 est \u00e9tablie le savoir faire de ce groupe en     mati\u00e8re de techniques de recrutement, de capacit\u00e9 de mouvement et     d\u2019infiltration, de puissance de feu et de culte de la mort. Son intelligence     strat\u00e9gique &#8211; qui explique sa dur\u00e9e &#8211;\u00a0 r\u00e9side dans l\u2019\u00e9tablissement de bases\u00a0     non pas fixes mais nomades \u00a0o\u00f9 ils forment les recrues des autres pays. Il     leur fait \u00a0subir un endoctrinement et une ma\u00eetrise acc\u00e9l\u00e9r\u00e9e\u00a0 des techniques     de gu\u00e9rilla urbaine avant de les renvoyer dans leur pays d\u2019origine pour y     accomplir\u00a0 toutes sortes d\u2019actes terroristes. Parmi les recrues\u00a0: des     dizaines de jeunes tunisiens, probablement parmi les dizaines de milliers     des dipl\u00f4m\u00e9s ch\u00f4meurs et dont les convictions islamistes les pr\u00e9disposent \u00e0     la martyrologie. Parmi les faits corroborant ces v\u00e9rit\u00e9s l\u2019arrestation,     r\u00e9v\u00e9l\u00e9e par le tr\u00e8s cr\u00e9dible quotidien alg\u00e9rien \u00ab\u00a0Al Khabar\u00a0\u00bb du 1<sup>er<\/sup>     janvier 2007, par les autorit\u00e9s alg\u00e9riennes, de Mr Abou Al Mouthanna ,     charg\u00e9 des liaisons avec la cellule tunisienne d\u2019 \u00ab\u00a0Al Qa\u00efda \u00bb. Son     arrestation a permis de r\u00e9v\u00e9ler la remise d\u2019importantes quantit\u00e9s de     kalachnikovs et de pistolets automatiques\u00a0 aux tunisiens par Mr Abou Ammar,     un conseiller du groupe terroriste alg\u00e9rien. A cela\u00a0 il faut\u00a0 ajouter     l\u2019arrestation, \u00e0 la fin de l\u2019ann\u00e9e 2006, de 10 autres jeunes tunisiens\u00a0 par     la police des fronti\u00e8res\u00a0: leur interrogatoire a r\u00e9v\u00e9l\u00e9 qu\u2019ils     s\u2019appr\u00eataient\u00a0 \u00e0 rejoindre\u00a0 une des bases de formation du groupe alg\u00e9rien.<\/span><\/p>\n<p> <span lang=\"FR\">Le dessin est on     ne peut plus clair. Il parle de lui-m\u00eame.<\/span><\/p>\n<p> <span lang=\"FR\">Mr Ben Ali a     laiss\u00e9 dire qu\u2019il s\u2019agit de trafiquants de drogue. Malheureusement pour lui,     personne ne l\u2019a cru. Parce que c\u2019est ridicule.<\/span><\/p>\n<p> <span lang=\"FR\">\u00a0<\/span><\/p>\n<p> <span lang=\"FR\">A mon humble     avis, ce qui vient de se produire en Tunisie et qui risque de se reproduire     dans ce m\u00eame registre, n\u2019est pas inqui\u00e9tant. Je vais peut \u00eatre surprendre     plus d\u2019un, mais je ne m\u2019\u00e9tais senti \u00e0 aucun moment, durant ces derniers     jours, saisi\u00a0 d\u2019inqui\u00e9tude, \u00e0 fortiori de panique. Contre ce type de dangers     exog\u00e8nes, notre pays est d\u00e9fendu par d\u2019invincibles arm\u00e9es qui ont pour nom     de guerre\u00a0: le Code du Statut Personnel, la culture du planning familial,     l\u2019option moderniste de notre enseignement &#8211; ind\u00e9pendamment de son actuelle     d\u00e9sastreuse baisse de qualit\u00e9 &#8211; la g\u00e9n\u00e9tique propension des tunisiens \u00e0 la     non violence et, surtout, l\u2019authenticit\u00e9 du fait tunisien. Notre pays     n\u2019\u00e9tant pas un \u00e9chafaudage confessionnel artificiel\u00a0 dessin\u00e9 par les compas     et les \u00e9querres des strat\u00e8ges du condominium franco-britannique. La Tunisie     a construit sa solidit\u00e9 et son homog\u00e9n\u00e9it\u00e9 sur plus de trois mille ans et\u00a0 a     tours \u00e9t\u00e9 sculpt\u00e9 par le souffle de la reforme.<\/span><\/p>\n<p> <span lang=\"FR\">Mr Ben Laden     s\u2019est tromp\u00e9 de cible\u00a0: la Tunisie n\u2019est pas l\u2019Irak. S\u2019il pense que le     retour notable des tunisiens aux mosqu\u00e9es et celui, tout autant notable,     d\u2019une partie des tunisiennes au voile, est un appel implicite\u00a0 \u00e0     l\u2019\u00e9tablissement d\u2019un ordre Salafiste,\u00a0 mieux vaut pour lui de d\u00e9chanter. Ces tunisiens qui remplissent les mosqu\u00e9es et ces tunisiennes     qui ont remis leur voile seront les premiers sur le front pour d\u00e9fendre     leurs acquis modernistes\u00a0!!! (JPEG) Si les       autorit\u00e9s tunisiennes ne veulent pas donner des indications sur la nature       des \u201ccriminels\u201d, de nombreux observateurs y compris des organes de presse       locaux voient en ces \u201ccriminels\u201d des terroristes apparent\u00e9s \u00e0 des       salafistes ayant des liens avec Al-Qa\u00efda. M\u00eame si le r\u00e9seau a \u00e9t\u00e9, selon       la presse tunisienne, an\u00e9anti en deux temps, il n\u2019en demeure pas moins que       le nombre des \u00e9l\u00e9ments composant ce \u201cfoyer\u201d \u00e9valu\u00e9 \u00e0 une trentaine       d\u2019hommes sugg\u00e8re une tentative des groupes arm\u00e9s li\u00e9s \u00e0 Al-Qa\u00efda de       constituer des bases en Tunisie. Il faut savoir que le groupe de criminels       a \u00e9t\u00e9 d\u00e9log\u00e9 avec le concours de l\u2019arm\u00e9e.              Par ailleurs, l\u2019op\u00e9ration d\u2019an\u00e9antissement de ce groupe intervient une       semaine seulement apr\u00e8s l\u2019arrestation, \u00e0 Meftah, pr\u00e8s d\u2019Alger, de deux       terroristes tunisiens appartenant \u00e0 Al-Qa\u00efda qui s\u2019appr\u00eataient \u00e0 rejoindre       les maquis du GSPC. Les deux terroristes venaient de Libye o\u00f9 ils \u00e9taient       en contact avec d\u2019autres organisations terroristes comme le GICL (Groupe       islamique combattant libyen). Au Maroc, c\u2019est le Groupe islamique marocain       combattant (GIMC) qui serait derri\u00e8re les op\u00e9rations de recrutement pour       l\u2019Irak. M\u00eame si plusieurs de ses chefs ont \u00e9t\u00e9 emprisonn\u00e9s en 2005,       d\u2019autres \u00e9l\u00e9ments auraient repris le flambeau et ont continu\u00e9 \u00e0 mener dans       la discr\u00e9tion des activit\u00e9s subversives. Ce sont eux qui sont aujourd\u2019hui       point\u00e9s du doigt dans cette nouvelle affaire li\u00e9e au recrutement de       volontaires pour l\u2019Irak.              Le Maroc a d\u2019ailleurs d\u00e9sign\u00e9 les membres de la cellule que ses services       de s\u00e9curit\u00e9 viennent d\u2019arr\u00eater comme appartenant \u00e0 Al-Qa\u00efda et d\u2019\u00eatre en       relation avec le GSPC alg\u00e9rien. On sait qu\u2019\u00e0 El-Oued, dans le Sud       alg\u00e9rien, un r\u00e9seau sp\u00e9cialis\u00e9 dans le recrutement de volontaires pour       l\u2019Irak a \u00e9t\u00e9 d\u00e9mantel\u00e9. Quelques jours plus tard, ce sont d\u2019autres membres       de r\u00e9seaux vers\u00e9s dans la m\u00eame activit\u00e9 qui seront arr\u00eat\u00e9s dans la       capitale. Pour la n\u00e9buleuse islamiste, l\u2019installation d\u2019une filiale dans       cette partie de l\u2019Afrique a un double objectif : atteindre facilement       l\u2019Europe, actuellement difficile d\u2019acc\u00e8s, et surtout l\u2019utilisation de       groupes salafistes maghr\u00e9bins pour mener les attentats dans le Vieux       continent.              Le GSPC, qui a ralli\u00e9 Al-Qa\u00efda depuis plus de quatre mois est, aux yeux       d\u2019Al-Zawahiri, le seul groupe qui puisse coordonner ces activit\u00e9s qui       visent, dans un premier lieu, \u00e0 structurer la filiale Al-Qa\u00efda pour le       Maghreb et le Sahel. L\u2019attentat de Bouchaoui contre une entreprise       am\u00e9ricaine s\u2019inscrit, \u00e0 juste titre, dans cette strat\u00e9gie. L\u2019impact       recherch\u00e9 par cet attentat n\u2019est pas seulement m\u00e9diatique, mais il est       aussi mobilisateur dans le sens o\u00f9 il veut donner une autre dimension aux       activit\u00e9s du GSPC. La guerre des Am\u00e9ricains en Irak, l\u2019agression contre le       Liban et l\u2019embargo impos\u00e9 aux Palestiniens sont les principaux ingr\u00e9dients       qui poussent ces jeunes \u00e0 se porter volontaires pour l\u2019Irak.              Al-Qa\u00efda, qui se charge de ces exp\u00e9ditions, n\u2019h\u00e9site pas \u00e0 d\u00e9tourner       parfois ces jeunes de leurs aspirations initiales en les orientant vers       les maquis de leurs pays respectifs. The state was quick to play down the news by giving the clashes criminal         nature; however, alarm rings rang in the heads of analysts, who warned         that the domino effect of the US-led invasion of Iraq reached Tunisia,         mixed with social woes like towering unemployment rates and a tremendous         sense of youth alienation due to state oppression of religious aspects         in the secular country.          \u00ab\u00a0The Salafist-Jihadist trend could be traced back to the US invasion of         Iraq in 2003, the date of the country&rsquo;s first trial of a man belonging         to the group,\u00a0\u00bb Abdel-Raouf Al-Ayyadi, the lawyer of several         Salafist-Jihadists in Tunisia, told IslamOnline.net Saturday, January 6.         \u00ab\u00a0When it came to being in Tunisia, the trend had nothing to do with any         other group, like Algeria&rsquo;s Salafist Group for Preaching and Combat         (SGPC), which were preoccupied with jihad missions abroad in Palestine         and Iraq,\u00a0\u00bb he added.         Samir Bin Omar, another lawyer, agreed.         \u00ab\u00a0Besides the plethora of satellite channels, regional developments after         the 9\/11 attacks and the Iraq invasion have given impetus to the         Salafist-Jihadist trend in Tunisia,\u00a0\u00bb he said, adding that the country         did not know such groups before 2000.         \u00ab\u00a0This group was at the very beginning focusing on jihad in Palestine and         Iraq before shifting their attention to the mainland in 2005,\u00a0\u00bb he noted.         The Tunisian government said Thursday, January 4, that 12 \u00ab\u00a0dangerous         criminals\u00a0\u00bb had been killed in a shoot out with security forces south of         Tunis.         A further 15 people were arrested on Wednesday, according to a statement         by the Interior Ministry.         Wednesday&rsquo;s gun battle followed clashes between security forces and         gunmen on December 23, in which two gunmen were killed and two policemen         wounded.         But few newspapers challenged the state version of the incident and         started reporting about the rise of the Salafist-Jihadist trend in         Tunisia.         The \u00ab\u00a0leaked\u00a0\u00bb reports linked the clashes to what they said \u00ab\u00a0a gang that         sought to take up arms against the homeland to spark off sedition and         create tension\u00a0\u00bb.         A Tunisian editor-in chief was bold enough to describe the gang involved         in the clashes as \u00ab\u00a0suicidal\u00a0\u00bb and linked the incidents to \u00ab\u00a0the current         criminal attacks threatening all world countries,\u00a0\u00bb in a veiled reference         to terrorism.         \u00ab\u00a0Extremism will find no place in Tunisia,\u00a0\u00bb wrote Saleh Al-Hajjah,         editor-in-chief of the Sareih daily.         Restricted Freedoms         The pundits spared some blame for restricted freedoms in Tunisia and the         crackdown on Islamists and religiosity         Human rights watchdogs have repeatedly denounced unfair trials of         Islamist prisoners in Tunisia, many of whom have been sentenced to over         15 years in prison.         Amnesty International has warned that hundreds of government opponents         remained behind bars as the harassment of their families and rights         campaigners continued.         \u00ab\u00a0Tunisia is the only country in the Arab Maghreb region in which Muslim         youths have no parties or groups through which they can express their         views,\u00a0\u00bb said Bin Omar.         \u00ab\u00a0The official crackdown on religiosity aspects in Tunisia has also         sparked anger among many Tunisians.\u00a0\u00bb         The government has launched a wide-scale campaign against imams during         the holy month of Ramadan, replacing popular preachers with others who         toe the state line. Despite lack of statistics about the Salafist trend in Tunisia,         estimates say that youths make the bulk of the trend in the country. la Tunisie a engrang\u00e9s pour le bien de ses femmes, de ses   hommes, de ses enfants et de ses citoyens les plus vuln\u00e9rables et \u00e0 besoins   sp\u00e9cifiques.<\/span><\/p>\n<p> <span lang=\"FR\">\u00a0<\/span><\/p>\n<p> <span lang=\"FR\">Etat   s\u00e9culaire, pays de r\u00e9forme et d\u2019ouverture, la Tunisie peut se pr\u00e9valoir, dans   un contexte mondial de grande turbulence, d\u2019institutions solides, d\u2019une   stabilit\u00e9 qui offre aux citoyens, aux r\u00e9sidents, aux visiteurs et aux   investisseurs \u00e9trangers, toutes les conditions d\u2019une vie sereine, dans une   atmosph\u00e8re de qui\u00e9tude et de grands espoirs pour un avenir meilleur pour tous.<\/span><\/p>\n<p> <span lang=\"FR\">\u00a0<\/span><\/p>\n<p> <span lang=\"FR\">Les   Tunisiens qui mesurent, \u00e0 leur juste valeur, les progr\u00e8s qu\u2019ont pu r\u00e9aliser,   gr\u00e2ce aux diff\u00e9rentes r\u00e9formes entreprises au niveau de l\u2019Etat et de la   soci\u00e9t\u00e9 et aux vertus de l\u2019autonomie de la d\u00e9cision nationale, cinquante ans   apr\u00e8s l\u2019ind\u00e9pendance, sont plus que jamais d\u00e9termin\u00e9s, \u00e0 travers leur Plus important encore, cette politique va brutalement \u00e0 l\u2019encontre de la   politique officielle, mille fois proclam\u00e9e par le pr\u00e9sident Bush et ses   conseillers, celle de favoriser la r\u00e9conciliation entre les diff\u00e9rentes   communaut\u00e9s irakiennes, et d\u2019accro\u00eetre la cr\u00e9dibilit\u00e9 d\u2019un gouvernent irakien,   qu\u2019on tendait plut\u00f4t \u00e0 qualifier de fantoche.<\/font><\/span><\/p>\n<p> <span lang=\"FR-CH\"> <font>\u00a0<\/font><\/span><\/p>\n<p> <span lang=\"FR-CH\"> <font>Parmi les nombreuses hypoth\u00e8ses qu\u2019on peut avancer, il   en est d\u2019assez futiles que l\u2019on peut \u00e9carter, comme celle, \u00e9voqu\u00e9e par   certains commentateurs, d\u2019une \u00ab b\u00e9vue \u00bb, d\u2019une \u00ab colossale stupidit\u00e9 \u00bb, ou   comme celle d\u2019une manifestation ultime de vengeance personnelle. Passons sur   ces images traduisant, sans aucun doute, une volont\u00e9 r\u00e9elle d\u2019humiliation et   exprimant un message de haine \u00e0 peine voil\u00e9 ; en quelque sorte une remise en   honneur de l\u2019antique \u00ab malheur au vaincu \u00bb qui par del\u00e0 le condamn\u00e9, devait   s\u2019adresser \u00e0 l\u2019ensemble de sa communaut\u00e9. Mais faut-il ne voir dans cette   affaire que des satisfactions d\u2019ordre bassement \u00e9motionnel ou celles d\u2019une   pr\u00e9tendue exigence de morale et de justice ?<\/font><\/span><\/p>\n<p> <span lang=\"FR-CH\"> <font>\u00a0<\/font><\/span><\/p>\n<p> <span lang=\"FR-CH\"> <font>Selon des instances encore bien en cour \u00e0 Washington,   l\u2019id\u00e9e &#8211; machiav\u00e9lique ou pas &#8211; d\u2019imprimer un \u00ab coup de fouet \u00bb \u00e0 la guerre   civile inter-irakienne, ne va pas obligatoirement, \u00e0 bien y r\u00e9fl\u00e9chir, \u00e0   l\u2019encontre des int\u00e9r\u00eats am\u00e9ricains et m\u00e9rite d\u2019\u00eatre s\u00e9rieusement envisag\u00e9e.   Aucun scrupule, en tout cas, ne semble avoir effleur\u00e9, \u00e0 ce sujet, les t\u00eates   pensantes des N\u00e9oconservateurs. <\/font><\/span><\/p>\n<p> <span lang=\"FR-CH\"> <font>\u00a0<\/font><\/span><\/p>\n<p> <span lang=\"FR-CH\"> <font>A partir du moment o\u00f9 l\u2019on pourra s\u2019arranger pour mettre   th\u00e9oriquement \u00e0 l\u2019\u00e9cart, \u00e0 l\u2019abri ou comme \u00ab arbitres \u00bb les troupes   am\u00e9ricaines, on peut laisser les fractions rivales s\u2019entretuer \u00e0 leur guise,   et les groupes Chiites \u00e9liminer les groupes Sunnites qui sont le c\u0153ur de la   r\u00e9bellion. Elles ach\u00e8veront ainsi le travail que les G I\u2019s n\u2019ont pu r\u00e9aliser   jusque-l\u00e0. Cette strat\u00e9gie aura pour premi\u00e8re cons\u00e9quence la mise au placard   du plan Baker pour longtemps, et aboutira ensuite, selon ses protagonistes, \u00e0   l\u2019\u00e9limination d\u00e9finitive de toute r\u00e9sistance irakienne, des cadres et des   structures r\u00e9siduelles de la soci\u00e9t\u00e9 civile. It was an easy equation. Who could be more deserving of   that last walk to the scaffold &#8211; that crack of the neck at the end of a rope &#8211;   than the Beast of Baghdad, the Hitler of the Tigris, the man who murdered   untold hundreds of thousands of innocent Iraqis while spraying chemical   weapons over his enemies? Our masters will tell us in a few hours that it is a   \u00ab\u00a0great day\u00a0\u00bb for Iraqis and will hope that the Muslim world will forget that   his death sentence was signed &#8211; by the Iraqi \u00ab\u00a0government\u00a0\u00bb, but on behalf of   the Americans &#8211; on the very eve of the Eid al-Adha, the Feast of the Sacrifice,   the moment of greatest forgiveness in the Arab world.      But history will record that the Arabs and other Muslims and, indeed, many   millions in the West, will ask another question this weekend, a question that   will not be posed in other Western newspapers because it is not the narrative   laid down for us by our presidents and prime ministers &#8211; what about the other   guilty men?      No, Tony Blair is not Saddam. We don&rsquo;t gas our enemies. George W Bush is not   Saddam. He didn&rsquo;t invade Iran or Kuwait. He only invaded Iraq. But hundreds of   thousands of Iraqi civilians are dead &#8211; and thousands of Western troops are   dead &#8211; because Messrs Bush and Blair and the Spanish Prime Minister and the   Italian Prime Minister and the Australian Prime Minister went to war in 2003   on a potage of lies and mendacity and, given the weapons we used, with great   brutality.      In the aftermath of the international crimes against humanity of 2001 we have   tortured, we have murdered, we have brutalised and killed the innocent &#8211; we   have even added our shame at Abu Ghraib to Saddam&rsquo;s shame at Abu Ghraib &#8211; and   yet we are supposed to forget these terrible crimes as we applaud the swinging   corpse of the dictator we created.      Who encouraged Saddam to invade Iran in 1980, which was the greatest war crime   he has committed for it led to the deaths of a million and a half souls? And   who sold him the components for the chemical weapons with which he drenched   Iran and the Kurds? We did. No wonder the Americans, who controlled Saddam&rsquo;s   weird trial, forbad any mention of this, his most obscene atrocity, in the   charges against him. Could he not have been handed over to the Iranians for   sentencing for this massive war crime? Of course not. Because that would also   expose our culpability.      And the mass killings we perpetrated in 2003 with our depleted uranium shells   and our \u00ab\u00a0bunker buster\u00a0\u00bb bombs and our phosphorous, the murderous post-invasion   sieges of Fallujah and Najaf, the hell-disaster of anarchy we unleashed on the   Iraqi population in the aftermath of our \u00ab\u00a0victory\u00a0\u00bb &#8211; our \u00ab\u00a0mission accomplished\u00a0\u00bb   &#8211; who will be found guilty of this? Such expiation as we might expect will   come, no doubt, in the self-serving memoirs of Blair and Bush, written in   comfortable and wealthy retirement.      Hours before Saddam&rsquo;s death sentence, his family &#8211; his first wife, Sajida, and   Saddam&rsquo;s daughter and their other relatives &#8211; had given up hope.      \u00ab\u00a0Whatever could be done has been done &#8211; we can only wait for time to take its   course,\u00a0\u00bb one of them said last night. But Saddam knew, and had already   announced his own \u00ab\u00a0martyrdom\u00a0\u00bb: he was still the president of Iraq and he would   die for Iraq. All condemned men face a decision: to die with a last,   grovelling plea for mercy or to die with whatever dignity they can wrap around   themselves in their last hours on earth. His last trial appearance &#8211; that wan   smile that spread over the mass-murderer&rsquo;s face &#8211; showed us which path Saddam   intended to walk to the noose.      I have catalogued his monstrous crimes over the years. I have talked to the   Kurdish survivors of Halabja and the Shia who rose up against the dictator at   our request in 1991 and who were betrayed by us &#8211; and whose comrades, in their   tens of thousands, along with their wives, were hanged like thrushes by   Saddam&rsquo;s executioners.      I have walked round the execution chamber of Abu Ghraib &#8211; only months, it   later transpired, after we had been using the same prison for a few tortures   and killings of our own &#8211; and I have watched Iraqis pull thousands of their   dead relatives from the mass graves of Hilla. One of them has a newly-inserted   artificial hip and a medical identification number on his arm. He had been   taken directly from hospital to his place of execution. Like Donald Rumsfeld,   I have even shaken the dictator&rsquo;s soft, damp hand. Yet the old war criminal   finished his days in power writing romantic novels.      It was my colleague, Tom Friedman &#8211; now a messianic columnist for The New York   Times &#8211; who perfectly caught Saddam&rsquo;s character just before the 2003 invasion:   Saddam was, he wrote, \u00ab\u00a0part Don Corleone, part Donald Duck\u00a0\u00bb. And, in this   unique definition, Friedman caught the horror of all dictators; their sadistic   attraction and the grotesque, unbelievable nature of their barbarity.      But that is not how the Arab world will see him. At first, those who suffered   from Saddam&rsquo;s cruelty will welcome his execution. Hundreds wanted to pull the   hangman&rsquo;s lever. So will many other Kurds and Shia outside Iraq welcome his   end. But they &#8211; and millions of other Muslims &#8211; will remember how he was   informed of his death sentence at the dawn of the Eid al-Adha feast, which   recalls the would-be sacrifice by Abraham, of his son, a commemoration which   even the ghastly Saddam cynically used to celebrate by releasing prisoners   from his jails. \u00ab\u00a0Handed over to the Iraqi authorities,\u00a0\u00bb he may have been   before his death. But his execution will go down &#8211; correctly &#8211; as an American   affair and time will add its false but lasting gloss to all this &#8211; that the   West destroyed an Arab leader who no longer obeyed his orders from Washington,   that, for all his wrongdoing (and this will be the terrible get-out for Arab   historians, this shaving away of his crimes) Saddam died a \u00ab\u00a0martyr\u00a0\u00bb to the   will of the new \u00ab\u00a0Crusaders\u00a0\u00bb.      When he was captured in November of 2003, the insurgency against American   troops increased in ferocity. After his death, it will redouble in intensity   again. Freed from the remotest possibility of Saddam&rsquo;s return by his execution,   the West&rsquo;s enemies in Iraq have no reason to fear the return of his Baathist   regime. Osama bin Laden will certainly rejoice, along with Bush and Blair. And   there&rsquo;s a thought. So many crimes avenged. Our   complicity dies with him<\/font><\/h3>\n<p><\/strong><\/div>\n<div align=\"justify\"> <strong>How the West armed Saddam, fed him intelligence on his &lsquo;enemies&rsquo;,   equipped him for atrocities &#8211; and then made sure he wouldn&rsquo;t squeal   <\/strong>   We&rsquo;ve shut him up. The moment Saddam&rsquo;s hooded executioner pulled the lever of   the trapdoor in Baghdad yesterday morning, Washington&rsquo;s secrets were safe. The   shameless, outrageous, covert military support which the United States &#8211; and   Britain &#8211; gave to Saddam for more than a decade remains the one terrible story   which our presidents and prime ministers do not want the world to remember.   And now Saddam, who knew the full extent of that Western support &#8211; given to   him while he was perpetrating some of the worst atrocities since the Second   World War &#8211; is dead.      Gone is the man who personally received the CIA&rsquo;s help in destroying the Iraqi   communist party. After Saddam seized power, US intelligence gave his minions   the home addresses of communists in Baghdad and other cities in an effort to   destroy the Soviet Union&rsquo;s influence in Iraq. Saddam&rsquo;s mukhabarat visited   every home, arrested the occupants and their families, and butchered the lot.   Public hanging was for plotters; the communists, their wives and children,   were given special treatment &#8211; extreme torture before execution at Abu Ghraib.      There is growing evidence across the Arab world that Saddam held a series of   meetings with senior American officials prior to his invasion of Iran in 1980   &#8211; both he and the US administration believed that the Islamic Republic would   collapse if Saddam sent his legions across the border &#8211; and the Pentagon was   instructed to assist Iraq&rsquo;s military machine by providing intelligence on the   Iranian order of battle. One frosty day in 1987, not far from Cologne, I met   the German arms dealer who initiated those first direct contacts between   Washington and Baghdad &#8211; at America&rsquo;s request.      \u00ab\u00a0Mr Fisk&#8230; at the very beginning of the war, in September of 1980, I was   invited to go to the Pentagon,\u00a0\u00bb he said. \u00ab\u00a0There I was handed the very latest   US satellite photographs of the Iranian front lines. You could see everything   on the pictures. There were the Iranian gun emplacements in Abadan and behind   Khorramshahr, the lines of trenches on the eastern side of the Karun river,   the tank revetments &#8211; thousands of them &#8211; all the way up the Iranian side of   the border towards Kurdistan. No army could want more than this. And I   travelled with these maps from Washington by air to Frankfurt and from   Frankfurt on Iraqi Airways straight to Baghdad. The Iraqis were very, very   grateful!\u00a0\u00bb      I was with Saddam&rsquo;s forward commandos at the time, under Iranian shellfire,   noting how the Iraqi forces aligned their artillery positions far back from   the battle front with detailed maps of the Iranian lines. Their shelling   against Iran outside Basra allowed the first Iraqi tanks to cross the Karun   within a week. The commander of that tank unit cheerfully refused to tell me   how he had managed to choose the one river crossing undefended by Iranian   armour. Two years ago, we met again, in Amman and his junior officers called   him \u00ab\u00a0General\u00a0\u00bb &#8211; the rank awarded him by Saddam after that tank attack east of   Basra, courtesy of Washington&rsquo;s intelligence information.      Iran&rsquo;s official history of the eight-year war with Iraq states that Saddam   first used chemical weapons against it on 13 January 1981. AP&rsquo;s correspondent   in Baghdad, Mohamed Salaam, was taken to see the scene of an Iraqi military   victory east of Basra. \u00ab\u00a0We started counting &#8211; we walked miles and miles in   this fucking desert, just counting,\u00a0\u00bb he said. \u00ab\u00a0We got to 700 and got muddled   and had to start counting again &#8230; The Iraqis had used, for the first time, a   combination &#8211; the nerve gas would paralyse their bodies &#8230; the mustard gas   would drown them in their own lungs. That&rsquo;s why they spat blood.\u00a0\u00bb      At the time, the Iranians claimed that this terrible cocktail had been given   to Saddam by the US. Washington denied this. But the Iranians were right. The   lengthy negotiations which led to America&rsquo;s complicity in this atrocity remain   secret &#8211; Donald Rumsfeld was one of President Ronald Reagan&rsquo;s point-men at   this period &#8211; although Saddam undoubtedly knew every detail. But a largely   unreported document, \u00ab\u00a0United States Chemical and Biological Warfare-related   Dual-use exports to Iraq and their possible impact on the Health Consequences   of the Persian Gulf War\u00a0\u00bb, stated that prior to 1985 and afterwards, US   companies had sent government-approved shipments of biological agents to Iraq.   These included Bacillus anthracis, which produces anthrax, andEscherichia coli   (E. coli). That Senate report concluded that: \u00ab\u00a0The United States provided the   Government of Iraq with &lsquo;dual use&rsquo; licensed materials which assisted in the   development of Iraqi chemical, biological and missile-systems programs,   including &#8230; chemical warfare agent production facility plant and technical   drawings, chemical warfare filling equipment.\u00a0\u00bb      Nor was the Pentagon unaware of the extent of Iraqi use of chemical weapons.   In 1988, for example, Saddam gave his personal permission for Lt-Col Rick   Francona, a US defence intelligence officer &#8211; one of 60 American officers who   were secretly providing members of the Iraqi general staff with detailed   information on Iranian deployments, tactical planning and bomb damage   assessments &#8211; to visit the Fao peninsula after Iraqi forces had recaptured the   town from the Iranians. He reported back to Washington that the Iraqis had   used chemical weapons to achieve their victory. The senior defence   intelligence officer at the time, Col Walter Lang, later said that the use of   gas on the battlefield by the Iraqis \u00ab\u00a0was not a matter of deep strategic   concern\u00a0\u00bb.      I saw the results, however. On a long military hospital train back to Tehran   from the battle front, I found hundreds of Iranian soldiers coughing blood and   mucus from their lungs &#8211; the very carriages stank so much of gas that I had to   open the windows &#8211; and their arms and faces were covered with boils. Later,   new bubbles of skin appeared on top of their original boils. Many were   fearfully burnt. These same gases were later used on the Kurds of Halabja. No   wonder that Saddam was primarily tried in Baghdad for the slaughter of Shia   villagers, not for his war crimes against Iran.      We still don&rsquo;t know &#8211; and with Saddam&rsquo;s execution we will probably never know   &#8211; the extent of US credits to Iraq, which began in 1982. The initial tranche,   the sum of which was spent on the purchase of American weapons from Jordan and   Kuwait, came to $300m. By 1987, Saddam was being promised $1bn in credit. By   1990, just before Saddam&rsquo;s invasion of Kuwait, annual trade between Iraq and   the US had grown to $3.5bn a year. Pressed by Saddam&rsquo;s foreign minister, Tariq   Aziz, to continue US credits, James Baker then Secretary of State, but the   same James Baker who has just produced a report intended to drag George Bush   from the catastrophe of present- day Iraq &#8211; pushed for new guarantees worth   $1bn from the US.      In 1989, Britain, which had been giving its own covert military assistance to   Saddam guaranteed \u00a3250m to Iraq shortly after the arrest of Observer   journalist Farzad Bazoft in Baghdad. Bazoft, who had been investigating an   explosion at a factory at Hilla which was using the very chemical components   sent by the US, was later hanged. Within a month of Bazoft&rsquo;s arrest William   Waldegrave, then a Foreign Office minister, said: \u00ab\u00a0I doubt if there is any   future market of such a scale anywhere where the UK is potentially so   well-placed if we play our diplomatic hand correctly&#8230; A few more Bazofts or   another bout of internal oppression would make it more difficult.\u00a0\u00bb      Even more repulsive were the remarks of the then Deputy Prime Minister,   Geoffrey Howe, on relaxing controls on British arms sales to Iraq. He kept   this secret, he wrote, because \u00ab\u00a0it would look very cynical if, so soon after   expressing outrage about the treatment of the Kurds, we adopt a more flexible   approach to arms sales\u00a0\u00bb.      Saddam knew, too, the secrets of the attack on the USS Stark when, on 17 May   1987, an Iraqi jet launched a missile attack on the American frigate, killing   more than a sixth of the crew and almost sinking the vessel. The US accepted   Saddam&rsquo;s excuse that the ship was mistaken for an Iranian vessel and allowed   Saddam to refuse their request to interview the Iraqi pilot.      The whole truth died with Saddam Hussein in the Baghdad execution chamber   yesterday.
