D\u00e8s le d\u00e9but je savais que le chemin serait long et ardu, au regard de ma sant\u00e9 critique et compte tenu du m\u00e9pris du pouvoir en place qui g\u00e8re tous les probl\u00e8mes sociaux d\u2019un point de vue s\u00e9curitaire et policier sous\u00a0 couvert \u00ab civil \u00bb mensonger portant sur les \u00ab droits de l\u2019homme \u00bb, la \u00ab d\u00e9mocratie \u00bb et la \u00ab libert\u00e9 de l\u2019information \u00bb. Mon corps malade a commenc\u00e9 la gr\u00e8ve derri\u00e8re les barreaux et chaque jour qui passe, ma fatigue s\u2019accro\u00eet et l\u2019alt\u00e9ration pourrait atteindre des limites que je ne souhaite pas. En parall\u00e8le, chaque jour, ma d\u00e9termination se renforce ainsi que ma volont\u00e9 de poursuivre ma d\u00e9marche jusqu\u2019\u00e0 ce que soit partiellement lev\u00e9e l\u2019immense injustice qui me frappe. Il est notoire que les crit\u00e8res minima d\u2019un proc\u00e8s \u00e9quitable n\u2019ont pas \u00e9t\u00e9 respect\u00e9s lors de mon proc\u00e8s et on conna\u00eet les attendus honteux qui m\u2019ont balanc\u00e9 dans l\u2019affaire de \u00ab l\u2019entente criminelle du bassin minier \u00bb. Apr\u00e8s tout cela, il y a eu encore des mercenaires pour r\u00e9futer ma qualit\u00e9 de journaliste et nier le caract\u00e8re inique de ma condamnation. Le pr\u00e9sident de l\u2019Etat, comme \u00e0 son habitude, lors de son allocution du 7 novembre dernier a ni\u00e9 l\u2019existence d\u2019un seul prisonnier d\u2019opinion ou d\u2019un opposant en prison ! Mon premier mois de gr\u00e8ve de la faim est termin\u00e9 et d\u2019apr\u00e8s ce que je sais, des \u00eatres libres se sont lev\u00e9s en Tunisie et \u00e0 l\u2019\u00e9tranger pour d\u00e9fendre mon droit \u00e0 la vie et \u00e0 la libert\u00e9. Mais le pouvoir est toujours sourd et indiff\u00e9rent \u00e0 mon calvaire, \u00e0 celui de mon camarade Hassen Ben Abdallah et \u00e0 celui des jeunes prisonniers de Mdhilla et d\u2019Oum Ksab \u00e0 Oum Larayess. C\u2019est ce qui me pousse \u00e0 continuer, malgr\u00e9 les risques, \u00e0 poursuivre ma route, et si le pire survenait, je n\u2019aurais pas \u00e9t\u00e9 mieux que les martyrs du mouvement du bassin minier, Hichem Ben Jeddou, Hafnaoui Maghzaoui ou Abdelkhalek Ama\u00efdi. Mon choix d\u2019une information libre et ind\u00e9pendante ne tol\u00e8re pas le chantage et si j\u2019ai pris le parti des probl\u00e8mes du peuple, ce n\u2019est pas pour pol\u00e9miquer. En conclusion, merci \u00e0 tous ceux qui m\u2019ont soutenu. J\u2019appelle \u00e0 d\u00e9velopper les formes de soutien, particuli\u00e8rement envers ceux qui ont \u00e9t\u00e9 lib\u00e9r\u00e9s dans l\u2019affaire de l\u2019 \u00bbentente \u00bb qui ont fait l\u2019exp\u00e9rience du vice du pouvoir que ce soit dans les n\u00e9gociations et les passerelles fictives, ou que ce soit dans la tr\u00eave min\u00e9e qui a d\u00e9bouch\u00e9 sur le massacre odieux du 5 juin 2008.  <strong><font>Fahem Boukaddous <\/font><\/strong><\/div>\n<div align=\"justify\">\u00a0<\/div>\n<div align=\"justify\">\n<hr\/>\n<\/div>\n<div align=\"justify\">\n<div align=\"center\">\n<h2 style=\"color: red;\"><font face=\"Arial\" size=\"3\"><strong>Taoufik Ayachi, journaliste, a \u00e9t\u00e9 agress\u00e9 violemment dans la banlieue de M\u00e9grine<\/strong><\/font><\/h2>\n<\/div>\n<div align=\"center\">\n<hr\/>\n<\/div>\n<div align=\"justify\"> <strong><font>Assabilonline, Tunis <\/font><\/strong>Des sources concordantes ont fait \u00e9tat de l\u2019agression extr\u00eamement violente du journaliste Taoufik Ayachi, hier 10 novembre 2010, qui lui a laiss\u00e9 des traces sur le visage, dans la r\u00e9gion de M\u00e9grine, banlieue de Tunis. Ces sources indiquent qu\u2019Ayachi est journaliste \u00e0 Attarik Aljadid, d\u2019opposition, qu\u2019il a \u00e9t\u00e9 frapp\u00e9 et rou\u00e9 de coups par quatre personnes inconnues. [\u2026] <font>\u00a0(traduction d\u2019extraits ni revue ni corrig\u00e9e par les auteurs de la version en arabe, LT)<\/font><\/div>\n<hr\/>\n<\/div>\n<p><\/font><\/font><\/span><\/p>\n<div>\n<div align=\"center\"><strong><\/p>\n<h2 style=\"color: red;\"><font size=\"3\">TUNIS\/DOHA : UNE AFFAIRE \u00c9PINEUSE<\/font><\/h2>\n<p><\/strong><\/div>\n<div align=\"justify\">\n<hr\/>\n<p> Les observateurs s\u2019interrogent sur les intentions de la cha\u00eene qatarie Al-Jazeera, apr\u00e8s la diffusion, en ao\u00fbt dernier, d\u2019une s\u00e9rie d&rsquo;entretiens de douze heures avec l&rsquo;ancien secr\u00e9taire d&rsquo;Etat tunisien \u00e0 l&rsquo;Int\u00e9rieur, Ahmed Bennour, dans le cadre de l\u2019\u00e9mission \u201cT\u00e9moin de son \u00e9poque\u201d. La filature du journaliste de la cha\u00eene Ahmed Mansour et une tentative de vol de cassettes dans ses affaires personnelles ayant \u00e9chou\u00e9, le pr\u00e9sident Ben Ali s&rsquo;est empar\u00e9 lui-m\u00eame du dossier, devenu une affaire d&rsquo;Etat (voir TTU n\u00b0 662). Exil\u00e9 \u00e0 Paris depuis 1986, Bennour fait l&rsquo;objet d&rsquo;attaques r\u00e9guli\u00e8res dans la presse tunisienne. Ben Ali redoute que cet ancien secr\u00e9taire d\u2019Etat \u00e0 la d\u00e9fense puis \u00e0 l\u2019Int\u00e9rieur n&rsquo;ait divulgu\u00e9, au cours de ses entretiens, des informations ultra-sensibles concernant les relations entre les services de renseignements tunisiens et ceux de certains pays \u00e9trangers, notamment le Mossad. Informations qui pourraient en g\u00eaner plus d\u2019un au Palais de Carthage, \u00e0 commencer par le Pr\u00e9sident. C\u2019est en tout cas l\u2019argument qu\u2019a mis en avant Ben Ali lors de son entretien avec l&rsquo;\u00e9mir du Qatar, en visite \u00e0 Tunis le mois dernier, pour le convaincre de faire interdire le programme en question. Il aurait m\u00eame laiss\u00e9 entendre \u00e0 l&rsquo;\u00e9mir que les r\u00e9v\u00e9lations de Bennour pourraient faire du tort aux autorit\u00e9s de Doha, compte tenu des relations qu\u2019entretient le Qatar avec Isra\u00ebl. Surtout si l\u2019on apprenait que le fils d\u2019un haut responsable qatari r\u00e9side \u00e0 Tel-Aviv. Le tribunal pr\u00e9sid\u00e9 par le juge Chokri Bessadok a proc\u00e9d\u00e9 \u00e0 l\u2019audition du journaliste et d\u00e9cid\u00e9 de reporter l\u2019audience au 24 novembre courant \u00e0 la demande de la partie civile. \u00a0Rappelons que le tribunal cantonal s\u2019\u00e9tait d\u00e9clar\u00e9 incomp\u00e9tent, le 6 octobre approuvant une demande de requalification des faits d\u00e9pos\u00e9e par la partie civile. \u00a0Les 22 avocats de la d\u00e9fense s\u2019\u00e9taient, alors, retir\u00e9s de l\u2019affaire, d\u00e9non\u00e7ant \u00ab une mascarade judiciaire \u00bb, suite au refus de la cour de consid\u00e9rer les \u00e9l\u00e9ments \u00e0 d\u00e9charge, de proc\u00e9der \u00e0 la confrontation avec les t\u00e9moins anonymes du plaignant et d\u2019ouvrir une enqu\u00eate sur les faits av\u00e9r\u00e9s d\u2019agression subie par Mouldi Zouabi de la part de ce m\u00eame plaignant et d\u2019entendre ses t\u00e9moins. \u00a0Reporters sans fronti\u00e8re avait de son c\u00f4t\u00e9 stigmatis\u00e9 un proc\u00e8s \u00ab Mont\u00e9 de toute pi\u00e8ce, [qui] d\u00e9montre une nouvelle fois la volont\u00e9 du gouvernement tunisien de b\u00e2illonner la presse et de r\u00e9duire les journalistes au silence \u00bb. \u00a0Les faits remontent au 1er avril 2010 lorsque le journaliste avait \u00e9t\u00e9 agress\u00e9 devant le poste de police central de Jendouba par un membre notoire des milices du RCD, Khalil Maaroufi. Sergio D&rsquo;Antoni (membre de l&rsquo;Assembl\u00e9e parlementaire euro-m\u00e9diterran\u00e9en) et Giacomo Filibeck (responsable de l&rsquo;Afrique et le Moyen-Orient du PD).  La d\u00e9l\u00e9gation \u00e9tait compos\u00e9e de Kamel Jendoubi Pr\u00e9sident REMDH (R\u00e9seau euro-m\u00e9diterran\u00e9en pour les droits de l&rsquo;homme), Sihem Bensedrine (porte-parole du Conseil National pour les Libert\u00e9s en Tunisie, le CNLT), Mohamed Abbou (avocat et membre du CNLT) Omeyya Essediq (membre de la F\u00e9d\u00e9ration tunisienne des citoyens des deux rives , FTCR) La r\u00e9union a port\u00e9 sur la question des droits de l&rsquo;homme en Tunisie et le r\u00f4le important que l&rsquo;Italie peut et doit jouer dans la promotion des droits de l&rsquo;homme dans la zone euro-m\u00e9diterran\u00e9enne. L\u2019association cr\u00e9e, en 2010, par le gendre du pr\u00e9sident Ben Ali, Sakhr Almateri, est une association qui regroupe des chefs d\u2019entreprises priv\u00e9s et des responsables de certains instituts. \u00a0D\u2019autre part, des sources bien inform\u00e9es ont fait \u00e9tat d\u2019une concurrence accrue entre des proches de Ben Ali pour une meilleure visibilit\u00e9 m\u00e9diatique, avec des activit\u00e9s associatives et du b\u00e9n\u00e9volat. Le g\u00e9rant de la soci\u00e9t\u00e9, l&rsquo;homme d&rsquo;affaires fortun\u00e9 Farid Abbas, n&rsquo;a pu \u00eatre joint vendredi \u00e0 Tunis.  Le bateau a \u00e9t\u00e9 captur\u00e9 jeudi par des pirates dans l&rsquo;oc\u00e9an Indien alors qu&rsquo;il faisait route vers Suez, avait annonc\u00e9 la force navale antipiraterie de l&rsquo;Union europ\u00e9enne, Atalante. Le Hannibal II, qui transportait de l&rsquo;huile de palme depuis la Malaisie, a \u00e9t\u00e9 attaqu\u00e9 \u00e0 environ 860 milles nautiques \u00e0 l&rsquo;est de la Corne de l&rsquo;Afrique, soit plus pr\u00e8s des c\u00f4tes indiennes que somaliennes, relevait Atalante. Hannibal II a \u00e9t\u00e9 d\u00e9tourn\u00e9 jeudi \u00e0 04H30 GMT par dix \u00e0 quinze pirates arm\u00e9s qui l&rsquo;ont forc\u00e9 \u00e0 prendre la direction des c\u00f4tes somaliennes, avait pr\u00e9cis\u00e9 l&rsquo;agence gouvernementale TAP. L&rsquo;\u00e9quipage compte 23 Tunisiens, 4 Philippins, un Croate, un G\u00e9orgien, un Russe et un Marocain, selon Atalante.<\/font><\/div>\n<p><\/font><\/div>\n<\/div>\n<div>\n<hr\/>\n<\/div>\n<div align=\"center\"><span><strong>Tunisia jails 23 over attacks, Iraq insurgency links<\/strong><\/span><font face=\"Calibri\" size=\"3\"><\/font><\/div>\n<div>\n<hr\/>\n<\/div>\n<div>\n<p align=\"justify\"><b><span>Reuters le 11-11-2010<\/span><\/b><\/p>\n<p align=\"justify\"><span>TUNIS (Reuters) &#8211; Tunisia has jailed 23 Tunisian nationals after six were found guilty of joining insurgents in Iraq and another 17 of plotting attacks in Tunisia, their lawyer said on Thursday.<\/span><\/p>\n<p align=\"justify\"><span>He did not give any details on what sort of attacks had been planned and said one of those found guilty was dead and another three were on the run.<\/span><\/p>\n<p align=\"justify\"><span>Tunis has stepped up a crackdown on Islamic militancy since the introduction of an anti-terrorism bill in 2003, a process critics of the government say has allowed a harsher repression of the opposition at home.<\/span><\/p>\n<p align=\"justify\"><span>The predominantly Muslim country is a secular state with close ties to the West. The United States and the European Union rely on closer cooperation with North African states to prevent attacks that may target Western countries or their interests in the region.<\/span><\/p>\n<p align=\"justify\"><span>\u00ab\u00a0(One of the accused) Mohammed Akkari admitted that he fought U.S. troops in Iraq before being detained there and then released,\u00a0\u00bb Samir Ben-Amor, a prominent human rights&rsquo; lawyer who represented the 23 found guilty, told Reuters by telephone on Thursday.<\/span><\/p>\n<p align=\"justify\"><span>However, he said one of those found guilty of joining insurgents in Iraq and undergoing military training outside Tunisia, whom he identified as Mejdi Zribi, was sentenced to five years&rsquo; imprisonment even though he had died near the Syrian-Iraqi border under circumstances Ben-Amor could not specify.<\/span><\/p>\n<p align=\"justify\"><span>He said only two of the men charged were actually present during the trial and three were tried in absentia.<\/span><\/p>\n<p align=\"justify\"><span>Tunisian government officials were not immediately available to comment.<\/span><\/p>\n<p align=\"justify\"><span>Lawyers say about 2,000 people have been arrested in Tunisia on charges of militancy since the anti-terrorism bill was enforced. I have been led here by Nejib Chebbi, the chairman of the <\/font><a href=\"http:\/\/www.pdpinfo.org\/spip.php?lang=en\" target=\"_blank\" title=\"pdpinfo.org\" rel=\"noopener\"><font>Parti D\u00e9mocrate Progressiste (PDP)<\/font><\/a><font>, the most credible opposition party in Tunisia. We have just finished lunch during which Chebbi discussed the week-long hunger strike he and Maya Jribi, the PDP secretary-general, had finished only the previous evening in protest at the government&rsquo;s attempt to block publication of the latest issue of the PDP&rsquo;s newspaper.<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>Chebbi is articulate, well-versed in international politics and thoroughly pragmatic. Indeed, he fits precisely the profile of the \u00ab\u00a0Arab democrat\u00a0\u00bb I&rsquo;ve heard western political scientists pining after. Now standing in his party&rsquo;s modest headquarters \u2013 which Chebbi says the government tried to seize recently to leave them with no place to organise \u2013 he politely shrugs off that the US and European embassies only privately express their support for his party. Instead he gestures across the room and states, \u00ab\u00a0if you want a picture of democracy in Tunisia, this is it.\u00a0\u00bb<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>Since independence in 1956, Tunisia has been ruled by one party and two presidents \u2013 Habib Bourguiba and, since 1987, Zine el Abidine Ben Ali. Though political rights have supposedly expanded in this time, Tunisians&rsquo; ability to actually exercise them effectively has been eliminated.<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>Today, foreign or domestic journalists who publish material that is seen as critical of the government quickly find themselves unable to work in the country. Similarly, Tunisians who join unapproved movements of any political shading are liable to find themselves followed by police and quietly dismissed from their job, while their family is harassed and they are perhaps thrown into jail or, worse, tortured.<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>The government has accomplished pervasive control by constructing a fearsome security apparatus and an extensive system of patronage and bribes that is continually leveraged to maintain the support of those who might otherwise cause problems for the regime, such as judges and the country&rsquo;s economic elite.<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>The common view from outside is that Tunisia is stable. Because Ben Ali&rsquo;s government has provided economic growth and avoided the violence of neighbouring Algeria, most Tunisians supposedly have acquiesced to the exchange of political freedom for economic and personal security. This view also forms the basis of a rather meagre argument from Tunisia&rsquo;s allies as to why they are not more critical of the regime. Essentially, Tunisia is not creating any headaches for the west, and \u2013 in the post-9\/11 international order \u2013 can be relied upon as a western-friendly Arab regime that will co-operate on security.<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>But that does not mean this surface-level \u00ab\u00a0stability\u00a0\u00bb runs very deep. Most Tunisians I spoke to expressed real apprehension about the future. Though Tunisia&rsquo;s GDP grew steadily between the late 1980s and the mid-2000s, growth has slowed in recent years and unemployment has risen sharply. Economists suggest the actual (unpublished) rate of unemployment is around 25%, and possibly as high as 40% in the critical 18-25 age group.<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>With ever-fewer outlets for discontented individuals to express their views, many fear the outcome could be a \u00ab\u00a0national drama\u00a0\u00bb, in which the west would be seen as complicit for not pressuring the regime to limit itself.<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>It is not as if there are no democrats for the west to partner with in Tunisia. Widely respected individuals with a commitment to democracy do exist, and their support seems to be growing at the margins where the state has not yet learned how to effectively repress it. Chebbi, for instance, says public sympathy for the PDP has widened markedly since the mid-2000s when the party began using international satellite channels, Facebook and other new media sources to disseminate its messages.<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>The party&rsquo;s supporters also are becoming younger. During the September hunger strike, nearly 80% of the support calls received by PDP offices were from people in their late teens to early 30s, most of whom said they had heard about the protest on Facebook. The question, though, is whether Tunisia&rsquo;s western allies will continue to stand silent while such individuals are arrested outside their embassy doors.<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>Chebbi told me: \u00ab\u00a0We are not asking international observers to act in our place. We are the actors, but we are asking for political courage from them, to issue statements, anything that shows a clear support for democracy &#8230;<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>\u00ab\u00a0I can understand that foreign states are not activists, they have to manage their political and economic interests &#8230; But in the case of Tunisia, what are the risks? \u2026 We are not a big country, we do not have a radical culture of Islam. We are an educated people. I think the chances to have a modern democracy in a country like Tunisia are great.\u00a0\u00bb<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>Chebbi makes a strong point. Tunisia lacks the religious sectarianism of Iraq or Lebanon; it has a true middle class, there is no wide extremist religious current, and it has a largely positive attitude towards western institutions and culture. In social and economic terms, it is objectively one of the best cases for a democratic experiment in the Arab world.<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>However, I didn&rsquo;t have a satisfactory answer for Chebbi as to why his English-speaking friends in the US and European embassies could not be more forthcoming in supporting Tunisians&rsquo; own democratic aims.<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>Nearly a decade after 9\/11, the US and EU are still desperate to bring the Muslim world on side. Throughout this period, they have been courted by Arab autocrats who saw an opportunity to shore up support for their rule by promising to co-operate on security. Yet despite jumping into bed with these supposed friends, anti-western extremism has not demonstrably been lessened. Meanwhile, the Arab democrats eager to befriend us in places like Tunisia politely tell us they view our governments as hypocrites.<\/font><\/span><\/p>\n<p align=\"justify\"><span lang=\"EN\"><font>If we truly want to improve the brand image of the west in the Muslim world, we ought to consider seriously whether our engagement in such countries is genuinely supporting the best outcome for their populations.
