Beaucoup ont \u00e9t\u00e9   plac\u00e9s dans des cachots individuels, sans a\u00e9ration ni lumi\u00e8re\u00a0; priv\u00e9s de   promenade \u00a0quotidienne et de tout contact avec le monde ext\u00e9rieur. <\/span><\/p>\n<p> <span lang=\"FR\">C\u2019est le cas du   prisonnier politique <b>M. Walid Layouni<\/b> qui a fini par perdre ses   facult\u00e9s mentales comme nous l\u2019avons indiqu\u00e9 dans notre dernier communiqu\u00e9 du   12\/04\/2007. <span>Le\u00a0 prisonnier d\u2019opinion <b>Houssine   Ben Mohammed Diouri<\/b><\/span> conna\u00eet le m\u00eame sort \u00a0puisque lors de la visite   familiale du 06 mars 2007, cette derni\u00e8re a \u00e9t\u00e9 atterr\u00e9e par l\u2019\u00e9tat de son   fils qui portait des marques manifestes de coups et de blessures sur son   visage et au niveau de son \u0153il gauche ainsi qu\u2019une fracture du nez. Il   divaguait et tenait des propos\u00a0incompr\u00e9hensibles. Il n\u2019a reconnu personne de   sa famille.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span><\/p>\n<p> <span lang=\"FR\">C\u2019est le cas aussi   du <span>jeune bizertin <b>Mohammed Ben Mohammed<\/b>, 30   ans, titulaire d\u2019une ma\u00eetrise il travaillait comme gestionnaire financier en   Tunisie T\u00e9l\u00e9com. Arr\u00eat\u00e9 une premi\u00e8re\u00a0 fois le 03 avril 2004, il a connu la   torture \u00e0 plusieurs reprises et v\u00e9cu des conditions inhumaines de d\u00e9tention   puisqu\u2019il dormait \u00e0 m\u00eame le sol, sans matelas, ni lit. <\/span>Condamn\u00e9 en   premi\u00e8re instance \u00e0 dix ans d\u2019emprisonnement dans l\u2019affaire dite de \u00ab Bizerte   \u00bb,\u00a0 il avait \u00e9t\u00e9 acquitt\u00e9 en appel le 03 juillet 2005. Depuis, priv\u00e9 de   travail et de toute circulation en dehors de son quartier, il vit sous le   regard vigilant de la \u00a0S\u00fbret\u00e9 de l\u2019Etat qui lui a impos\u00e9 un contr\u00f4le   administratif d\u00e9guis\u00e9.\u00a0 <span>Le 20 janvier 2007, il   disparaissait pendant 15 jours dans les locaux de la police, pour\u00a0\u00a0 \u00eatre   finalement \u00e9crou\u00e9 \u00e0 la prison de   Mornaguia.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0<\/span><\/span><\/p>\n<p> <span lang=\"FR\">Lors de la visite   familiale du mercredi 7 mars 2007, le prisonnier portait sur le visage et au   niveau des yeux des traces de coups et de blessures tum\u00e9fi\u00e9es. Mohammed \u00e9tait   coupable d\u2019avoir particip\u00e9 \u00a0avec une vingtaine de co-d\u00e9tenus le mardi 06 mars   \u00e0 la pri\u00e8re du matin. \u00a0La r\u00e9ponse ne s\u2019est pas fait attendre\u00a0: Sous l\u2019ordre de   l\u2019administration p\u00e9nitentiaire, des agents ont extrait les\u00a0 prisonniers de   leurs cellules\u00a0 et les ont frapp\u00e9s \u00e0 coups de b\u00e2tons, de poings et de pieds,   leurs occasionnant de nombreuses l\u00e9sions   corporelles.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0  <\/span><\/p>\n<p> <b><span lang=\"FR\">M. Zied   Fakraoui<\/span><\/b><span lang=\"FR\">,\u00a0   un jeune sportif de 27 ans, a \u00e9t\u00e9 arr\u00eat\u00e9 le 18 avril 2005 \u00e0 son domicile situ\u00e9   \u00e0 Mhamdia, dans la banlieue tunisoise, par un groupe de 6 policiers en civil,   menus de matraques. Il a \u00e9t\u00e9 d\u00e9tenu au secret dans le sous sol du minist\u00e8re de   l\u2019Int\u00e9rieur, pendant 14 jours avant d\u2019\u00eatre \u00e9crou\u00e9 \u00e0 la prison de Borj El Amri.   D\u00e9shabill\u00e9 et ligot\u00e9, <b>le tortionnaire Abderrahmane Gasmi<\/b> lui a fait   conna\u00eetre la torture sous toutes les formes, R\u00e9sultat\u00a0: il a pass\u00e9 des   semaines enti\u00e8res \u00e0 pisser du sang, sans le moindre soin et garde jusqu\u2019\u00e0   aujourd\u2019hui des traces de br\u00fblure de cigarettes sur les bords des yeux. Lors   de sa comparution devant la commission de la chambre criminelle pr\u00e9sid\u00e9e par   le juge Tarek Brahem, Zied a longuement parl\u00e9 des s\u00e9vices qu\u2019il a subi, mais   le pr\u00e9sident est rest\u00e9 de marbre et a\u00a0 \u00a0refus\u00e9 d\u2019enregistrer au proc\u00e8s verbal   les d\u00e9clarations de la victime, relatives \u00e0 ce dont il a endur\u00e9. Cela avait   conduit \u00e0 une altercation verbale entre la d\u00e9fense et le tribunal. Le   prisonnier est depuis le 10 avril en \u00a0gr\u00e8ve sauvage de la faim, sans eau ni   sucre pour protester contre l\u2019attitude m\u00e9prisable du tribunal et pour demander   le jugement des tortionnaires qui l\u2019ont humili\u00e9 et pers\u00e9cut\u00e9.<\/span><\/p>\n<p> <span lang=\"FR\">Le   CRLDHT, pr\u00e9occup\u00e9 par cette<\/span><b><span lang=\"FR\"> <\/span><\/b> <span lang=\"FR\">  recrudescence de la torture et des violations des droits affirme que ces cas   ne sont pas, h\u00e9las, isol\u00e9s et que ces atteintes touchent des centaines de   jeunes qui croupissent dans les diff\u00e9rentes prisons tunisiennes. Tous ont \u00e9t\u00e9   battus et \u00a0priv\u00e9s de sommeil\u00a0; ils ont \u00e9t\u00e9 soumis, d\u00e8s leur arriv\u00e9e, de nuit   comme de jour, \u00e0 tous les coups et \u00e0 toutes les violences, individuellement et   collectivement. Il \u00e9tait sorti de la salle d\u2019audience pour essayer de   comprendre les raisons de l\u2019expulsion de la salle par la police de M. Ali Ben   Salem, un d\u00e9fenseur des droits humains \u00e2g\u00e9 de plus de 75 ans, pr\u00e9sident de la   section de Bizerte de la Ligue Tunisienne des Droits de l\u2019Homme et pr\u00e9sident   de l\u2019Amicale des R\u00e9sistants, venu assister au proc\u00e8s. <\/span><\/p>\n<p> <span lang=\"FR-CH\">\u00a0<\/span><\/p>\n<p> <span lang=\"FR-CH\">  Des agents de police en civil se sont pr\u00e9cipit\u00e9s pour barrer\u00a0 la porte de la   salle d\u2019audience \u00e0 \u00a0Ma\u00eetre Ayadi pendant que l\u2019un d\u2019eux l\u2019a frapp\u00e9 \u00e0 coups de   pieds afin de l\u2019emp\u00eacher d\u2019acc\u00e9der \u00e0 la salle et par l\u00e0 \u00a0assurer la d\u00e9fense de   ses clients.<\/span><\/p>\n<p> <span lang=\"FR\">\u00a0<\/span><\/p>\n<p> <span lang=\"FR-CH\">  Alert\u00e9, le b\u00e2tonnier Ben Moussa est arriv\u00e9 et a sollicit\u00e9 le pr\u00e9sident de la   cour, Tarak Braham en attirant son attention et en lui demandant d\u2019intervenir;   ce qu\u2019il \u00a0a refus\u00e9 de faire, sous \u00a0pr\u00e9texte que l\u2019incident s\u2019est pass\u00e9 en   dehors de la salle d\u2019audience\u00a0et que cela n\u2019\u00e9tait pas de son\u00a0 ressort!<\/span><\/p>\n<p> <span lang=\"FR-CH\">  Tous les avocats de la d\u00e9fense se sont retir\u00e9s de l\u2019audience pour exprimer   leur solidarit\u00e9 avec leur \u00a0coll\u00e8gue.<\/span><\/p>\n<p> <span dir=\"rtl\" lang=\"AR-SA\">\u00a0<\/span><\/p>\n<p> <span lang=\"FR-CH\">  Rappelons que Me Ayadi, vice-pr\u00e9sident du Congr\u00e8s pour la R\u00e9publique et   d\u00e9fenseur acharn\u00e9 des droits humains, est l\u2019un des avocats les plus mobilis\u00e9s   en faveur des victimes de la loi antiterroriste. SMITH<\/strong><\/font> <strong>North African governments are using repression to combat the rise       of conservative Islamist parties. This weakens moderates in society but       strengthens militant opposition, writes CRAIG S. SMITH <\/strong>              ISLAMIST bombs punched more holes in North Africa\u2019s secular social veneer       last week, this time in Algeria, where two blasts killed 33 people and       wounded hundreds more. It was a depressing blow for a country still       healing from the wounds of an Islamist-led civil war.              That atrocity-spattered conflict, which cost Algeria as many as 200,000       lives, according to frequently cited estimates, was triggered in 1992 when       the country\u2019s military stopped elections that an Islamist party was poised       to win. Outraged Islamists and their young, impoverished, uneducated       supporters took up arms. Some are still fighting, as last Wednesday\u2019s       bombings made clear.              But something else lingers from the war: A debate over whether the       military rescued Algeria from the establishment of an Iranian-like       theocracy or whether the repression only hardened an impulse that would       have dissipated in democracy\u2019s tempering bath.              The debate can be heard all across North Africa, where secular governments       of varying authoritarian degrees face a surge in conservative religiosity       that supports an extreme form of political Islam.              Every country on the continent\u2019s northern rim, from Egypt to Morocco, has       outlawed extreme Islamist parties that would be likely to win large       parliamentary blocs, if not majorities, were they allowed to participate       in free and fair national elections. (Libya bans political parties       altogether.)              Each of those countries (again with the exception of Libya, where the       small society is tightly controlled) has suffered terrorist attacks from       local groups that have emerged from the repressed extremists.              <strong><font>What to do?       <\/font><\/strong>       Clearly, the rise of conservative Islam won\u2019t be turned aside by simply       banning the veil, as Tunisia tried unsuccessfully to do.              Allowing carefully monitored, government-friendly Islamist parties into       the political system hasn\u2019t solved the problem either: Neither the       Movement for the Society of Peace and the Islamic Renaissance Movement in       Algeria, nor the Justice and Development Party in Morocco, have diffused       the power of the underground movements.              The governments counsel patience, arguing that fuller democracy will come       as their economies improve and their societies mature.               Meanwhile, as the threat has progressed, the leaders of Algeria and       Tunisia have used constitutional amendments to tighten their grip. Morocco       has swept thousands of Islamists into its jails.              \u00ab\u00a0We opened up too early and too wide,\u00a0\u00bb a wartime prime minister, Ahmed       Ouyahia, said in 2004. He was speaking of the period that led to the       aborted 1992 elections.              He and others in North Africa\u2019s elite circles of power argue that, given       the conservative religiosity sweeping the Muslim world, it is simply too       dangerous to allow essentially non-democratic movements to participate in       fully democratic elections because they can\u2019t be trusted to respect       democratic principles if they come to power.              The leaders of those movements don\u2019t instil much confidence: Last summer,       Ali Benhadjar, a former Islamist leader who went to war in 1992 after       being denied a seat in parliament, explained that an Islamist-led       government would not suspend the democratic process, but that all       decisions would rely on Islamic law. He cited Iran as a democratic model.              Meanwhile, the circumscribed democracy that exists throughout the region       doesn\u2019t only squeeze out Islamists; it prevents more liberal elements of       civil society from participating in politics as well. That leaves most       people without a political voice, caught between a distant, elitist and       often corrupt government and a militant opposition rooted in       fundamentalist Islam. Despite the periodic violence, the Islamist movement       appears to be gaining ground.              \u00ab\u00a0In the absence of debate, people turn to the simplest ideas,\u00a0\u00bb Khadija       Cherif, the head of the Tunisian Association for Women\u2019s Rights, said in       an interview in Tunis in January after government forces clashed with an       Islamist terrorist cell, killing more than two dozen people.              She argued that the repression of President Zine al-Abidine Ben Ali had       left no political space for progressive moderates like herself who might       otherwise help slow the drift among Tunisian youth towards fundamentalist       political Islam.              These countries can\u2019t keep the volatile segment of their populations shut       out of the political process forever. In Algeria, as in many Arab       countries, nearly three-quarters of the population are younger than 30 and       half of those under the age of 25 are unemployed.              Economic development alone isn\u2019t the answer, however. Many of the most       active militants come from well-to-do families. Tunisia, for example, has       a big, home-owning, mortgage-holding middle class but hasn\u2019t escaped       radicalism. In contrast to the Western-friendly face presented at North       Africa\u2019s tourist hotels, al-Qaeda finds many admirers in its capital\u2019s       narrow streets.              <strong><font>What would happen if these governments let       down their guard?<\/font><\/strong>              John Entelis, a political scientist at Fordham University in New York,       argues that the demands of working within a pluralistic system, or the       responsibilities of governing if an Islamist party came to power, would       force those parties to change.              Look at Turkey\u2019s Justice and Development Party, he says, which was once       banned but now governs responsibly, in a Nato-member country. Having an       Islamist party in power has not spared the country from terrorist attacks,       but neither has it turned the country into a theocratic state. It has,       however, satisfied a democratic impulse and given the country the most       popular government it has had in the three-quarters of a century since       Ataturk secularised the state.              Instead, the military response and subsequent repression undermined the       moderates and emboldened the militants in the movement, he says. The       result is the persistent Islamist terrorism that is facing Algeria today       and that is morphing into a global threat, with logistic support from       Europe to the north and recruitment extending southward into the African       Sahel.              Other experts, not to mention the governments in power, disagree. The plan calls for a reign of terror, implantation of guerrilla units in       mountain hideouts, a paralysis of Algerian oil supplies and of tourist       resorts in Tunisia and Morocco, a senior North African official said.              Other officials said last week&rsquo;s bombings in Algiers, which killed 33       persons and wounded 22, and a series of suicide explosions in Casablanca,       Morocco&rsquo;s main port, may signal the start of the campaign.              Algerian officials said the original plot called for the area known as the       Maghreb, spanning Africa&rsquo;s Mediterranean coast, to be plunged into a reign       of terror reminiscent of the \u00ab\u00a0decade of blood\u00a0\u00bb waged by Islamic fanatics       in Algeria in the 1990s, which claimed 100,000 victims.              Although that revolt was crushed, its surviving perpetrators have remained       in hiding, rejecting a reconciliation offer from Algerian President       Abdelaziz Bouteflika.              Last year in March, the president renewed the offer \u00ab\u00a0even to those with       blood on their hands.\u00a0\u00bb Since then, hard-line Armed Islamic Groups have       been transformed into the Salafist Group for Preaching and Combat (known       by the French acronym GSPC), which last fall was renamed as the al Qaeda       Organization in the Islamic Maghreb.              The transformation was reportedly ordered by al Qaeda&rsquo;s chief, Osama Bin       Laden, the world&rsquo;s most wanted terrorist.              Bin Laden&rsquo;s plan to destabilize three North African countries became known       to Tunisian officials early in 2004, and Tunisian President Zine El       Abidine Ben Ali mentioned it to President Bush during a trip to Washington       in February of that year.              Mr. Ben Ali told The Washington Times that he had ordered the       establishment of military outposts along Tunisia&rsquo;s border with Algeria to       prevent an influx of Islamic extremists. Muslim Tunisia has banned       political Islam in all its forms and claims to have contained the threat       by \u00ab\u00a0vaccinating the country\u00a0\u00bb with economic and educational reforms.              Mr. Ben Ali told Mr. Bush that Algeria had been designated as the first       target for the terrorist offensive because of the well-implanted guerrilla       bases in the Kabylie and Aures mountains and stocks of explosives from the       1990s.              Next was to be Morocco, deemed vulnerable because of its vast area, the       division of the population into Arabs and Berbers and the mass of restive       unemployed in the teeming cities.              Tunisia, with more than 10 million inhabitants in a relative small area       between Algeria and Libya, was the last target because of the presence of       a vast police force that controls virtually every nook and cranny of the       country.              Ever since the Khartoum meeting, which terrorist chiefs from the Middle       East and Europe attended, Mr. Ben Ali has been warning Tunisia&rsquo;s friends       of the extent of the threat of terrorism, \u00ab\u00a0which transcends borders and       requires diligent action.\u00a0\u00bb              The first signs that Islamists have not disarmed in Tunisia came in       January when Tunisia announced it had killed 12 and captured 15 rebels in       an armed clash with police. All had come from neighboring Algeria. These farm-in agreements are subject to final confirmation and     acceptance of transfer of interests by DGE (Direction G\u00e9n\u00e9rale de l\u2019Energie)     Minist\u00e8re de l\u2019Industrie, de l\u2019Energie et des Petites et Moyennes Entreprise.          The farm-in to the Grombalia Permit in northern Tunisia will give Circle a     36% working interest with the operator EXXOIL Tunisie and ETAP as partners.     The work programme includes acquiring a small amount of 2-D seismic in late     spring 2007 and the drilling of two mature prospects presently planned for     the fourth quarter 2007 and first quarter 2008. The first well is planned to     be drilled into a fault block targeting a level that is producing in an     adjacent field. The second well is planned to be drilled in very shallow     water close to shore. This well will test a larger structure with two way     dip and two way fault closure within the same geological sequence that has     seen a number of drilling successes within the Permit.           The second farm-in, into the Ras Mamour Permit in southern Tunisia, will     give Circle a 23% working interest and will include the drilling of one     onshore well. This well is presently scheduled for fourth quarter 2007\/early     2008 and will target a geologically similar sequence and structure close to     the producing Ezzaouia Field.           These farm-in agreements give Circle Oil the opportunity to participate in     drilling wells with short lead times. The maturity of the prospects and the     proximity to existing production in geologically related, adjacent and     analogous situations were significant factors in Circle Oil\u2019s decision when     entering into these agreements. Each of the wells will be drilled with the     possibility, if successful, to be put into early production. The initial     capital expenditure under the two farm-in agreements will be met out of     Circle\u2019s existing working capital resources.          A number of other potentially good prospects have been identified within the     two permits which can be considered for future drilling. Huit autres anciens dirigeants communistes ont \u00e9t\u00e9 cit\u00e9s dans le m\u00eame acte       d&rsquo;accusation, dont notamment les g\u00e9n\u00e9raux Czeslaw Kiszczak et Florian       Siwicki, et l&rsquo;ancien premier secr\u00e9taire du Parti ouvrier polonais       Stanislaw Kania.       \u00ab\u00a0Il s&rsquo;agit de remplir une sorte d&rsquo;engagement \u00e0 l&rsquo;\u00e9gard de la nation et de       l&rsquo;Etat polonais ainsi qu&rsquo;\u00e0 l&rsquo;\u00e9gard de tous ceux qui ont connu injustices       et humiliations \u00e0 l&rsquo;\u00e9poque de la loi martiale\u00a0\u00bb, a indiqu\u00e9 aux journalistes       le directeur d&rsquo;IPN de Katowice, Andrzej Drogon.       Le g\u00e9n\u00e9ral Jaruzelski est d\u00e9j\u00e0 jug\u00e9 dans un proc\u00e8s interminable pour sa       responsabilit\u00e9 pr\u00e9sum\u00e9e dans la sanglante r\u00e9pression de la r\u00e9volte       ouvri\u00e8re sur le littoral de la Baltique en 1970, lorsqu&rsquo;il \u00e9tait ministre       de la D\u00e9fense.       En revanche, le parlement polonais avait disculp\u00e9 en 1996 le g\u00e9n\u00e9ral       Jaruzelski de toute responsabilit\u00e9 constitutionnelle pour l&rsquo;instauration       de la loi martiale.       En f\u00e9vrier dernier, le pr\u00e9sident conservateur polonais Lechb Kaczynski a       d\u00e9j\u00e0 annonc\u00e9 qu&rsquo;il comptait d\u00e9grader et r\u00e9trograder au rang de simple       soldat, le g\u00e9n\u00e9ral Jaruzelski et les membres du Conseil militaire du salut       national WRON qui a pris le pouvoir en Pologne le 13 d\u00e9cembre 1981.       La personnalit\u00e9 du g\u00e9n\u00e9ral reste controvers\u00e9e en Pologne, certains voyant       en lui celui qui leur a \u00e9pargn\u00e9 une invasion de l&rsquo;URSS en 1981 et les       autres l&rsquo;accusant d&rsquo;avoir mat\u00e9 le mouvement Solidarit\u00e9 et ainsi retard\u00e9 de       sept ans la chute du communisme \u00e0 l&rsquo;Est.       La loi martiale, instaur\u00e9e le 13 d\u00e9cembre 1981, a rejet\u00e9 dans l&rsquo;ill\u00e9galit\u00e9       le syndicat de Lech Walesa, premi\u00e8re organisation ind\u00e9pendante du bloc       communiste, n\u00e9e des grandes gr\u00e8ves sur la Baltique en Pologne en ao\u00fbt       1980. Des milliers de militants de Solidarit\u00e9 se sont retrouv\u00e9s en prison       pour plusieurs mois, voire plusieurs ann\u00e9es. Selon diverses estimations,       le coup de force du g\u00e9n\u00e9ral Jaruzelski a fait plusieurs dizaines de morts.       Le syndicat Solidarit\u00e9 est toutefois rest\u00e9 actif dans la clandestinit\u00e9,       alors que plusieurs facteurs politiques, comme la p\u00e9restro\u00efka de Mikha\u00efl       Gorbatchev en Russie, la ferme politique anticommuniste du pr\u00e9sident       am\u00e9ricain Ronald Reagan, ainsi que la crise \u00e9conomique et sociale du bloc       sovi\u00e9tique ont progressivement conduit \u00e0 la chute du communiste \u00e0 l&rsquo;Est en       1989. Tokyo n&rsquo;a contribu\u00e9 qu&rsquo;\u00e0 un seul fonds de compensation r\u00e9cemment ferm\u00e9,       qui \u00e9tait en partie aliment\u00e9 par des particuliers, preuve aux yeux des       victimes de l&rsquo;esclavage sexuel que le Japon refuse d&rsquo;assumer ses       responsabilit\u00e9s.       \u00ab\u00a0L&rsquo;arm\u00e9e japonaise est responsable d&rsquo;une large partie des graves       violations des droits de l&rsquo;Homme, et de ce fait le gouvernement japonais       devrait l&rsquo;\u00eatre aussi\u00a0\u00bb, a soulign\u00e9 l&rsquo;historien Yoshiaki Yoshimi, de       l&rsquo;universit\u00e9 Chuo, lors d&rsquo;une conf\u00e9rence de presse. \u00ab\u00a0Le gouvernement est       donc responsable aux yeux de la loi\u00a0\u00bb, a-t-il ajout\u00e9.       \u00ab\u00a0Le gouvernement doit reconna\u00eetre sa responsabilit\u00e9, et mieux encore,       faire en sorte que soit ent\u00e9rin\u00e9 officiellement cette position\u00a0\u00bb, a-t-il       ajout\u00e9. Le Premier ministre nippon a r\u00e9cemment d\u00e9clench\u00e9 un toll\u00e9 en Asie en       affirmant qu&rsquo;il n&rsquo;existait \u00ab\u00a0aucun t\u00e9moignage fiable\u00a0\u00bb prouvant que l&rsquo;arm\u00e9e       nippone avait eu recours \u00e0 la \u00ab\u00a0coercition\u00a0\u00bb pour recruter des femmes comme       chair \u00e0 soldats.       Mais M. Abe a depuis affirm\u00e9 s&rsquo;en tenir aux \u00ab\u00a0excuses et regrets sinc\u00e8res\u00a0\u00bb       officiels exprim\u00e9s par Tokyo en 1993.
