L\u00e9a Labaye, journaliste du site Bakchich.info, a \u00e9t\u00e9 refoul\u00e9e de Tunisie, le 16 septembre 2006, sans qu’aucune explication lui soit fournie par les autorit\u00e9s. \u00ab\u00a0Cette expulsion d\u00e9montre une fois encore que les journalistes critiques du pr\u00e9sident Ben Ali ne sont pas les bienvenus dans le pays. Cet incident nous rappelle l’interdiction de territoire signifi\u00e9e \u00e0 notre secr\u00e9taire g\u00e9n\u00e9ral, Robert M\u00e9nard, lorsqu’il avait voulu se rendre au Sommet mondial sur la soci\u00e9t\u00e9 de l’information en novembre 2005\u00a0\u00bb, a d\u00e9clar\u00e9 Reporters sans fronti\u00e8res. \u00ab\u00a0En Tunisie, les journalistes en ligne qui d\u00e9rangent sont refoul\u00e9s \u00e0 la fronti\u00e8re, les cyberdissidents locaux sont emprisonn\u00e9s et les sites ind\u00e9pendants sont filtr\u00e9s : ce pays confirme chaque jour qu’il m\u00e9rite de figurer sur notre liste des ’15 ennemis d’Internet’. Rappelons qu’il serait impossible de tenir \u00e0 jour un site tel que Bakchich.info \u00e0 partir de la Tunisie. Mohammed Abbou, emprisonn\u00e9 depuis mars 2005 pour avoir critiqu\u00e9 le Pr\u00e9sident sur un site Web, en a fait la douloureuse exp\u00e9rience\u00a0\u00bb, a d\u00e9clar\u00e9 l’organisation. L\u00e9a Labaye est arriv\u00e9e \u00e0 Tunis \u00e0 15h30, le 16 septembre, en provenance de Paris. Apr\u00e8s l’atterrissage, des responsables de l’a\u00e9roport lui ont interdit de quitter son si\u00e8ge et l’ont renvoy\u00e9e en France par le m\u00eame avion. La jeune journaliste avait sign\u00e9 un article sur la Tunisie le 23 ao\u00fbt, pour Bakchich.info, dans lequel elle taxait le dernier ouvrage d’Antoine Sfeir, directeur des Cahiers de l’Orient, de \u00ab\u00a0livre de propagande\u00a0\u00bb en faveur du gouvernement tunisien. Elle \u00e9tait par ailleurs en contact t\u00e9l\u00e9phonique avec plusieurs dissidents politiques vivant \u00e0 l’int\u00e9rieur du pays. Bakchich.info, site \u00ab\u00a0irr\u00e9v\u00e9rent\u00a0\u00bb sur l’Afrique, le Maghreb, le Moyen-Orient et la France, a \u00e9t\u00e9 lanc\u00e9 en mai 2006 par des journalistes fran\u00e7ais. Il est actuellement filtr\u00e9 en Tunisie et n’est accessible qu’au travers de proxies (sur les proxies, voir : http:\/\/www.rsf.org\/article.php3?id_article=14981). Le harc\u00e8lement continue \u00e9galement contre le juge dissident Mokhtar Yahyaoui. Son blog a \u00e9t\u00e9 hack\u00e9 d\u00e9but ao\u00fbt et est d\u00e9sormais ferm\u00e9. Il avait par ailleurs \u00e9t\u00e9 invit\u00e9 au si\u00e8ge de l’Union europ\u00e9enne, \u00e0 Bruxelles, pour y d\u00e9livrer, le 28 septembre, un t\u00e9moignage sur la situation politique en Tunisie. Mais les autorit\u00e9s lui ont interdit de quitter le pays. Mokhtar Yahyaoui a vivement d\u00e9plor\u00e9 l’expulsion de la journaliste fran\u00e7aise, ajoutant qu’en Tunisie \u00ab\u00a0on a bien besoin de l’humour et de l’ind\u00e9pendance d’un site comme Bakchich.info\u00a0\u00bb. Mohammed Abbou, avocat et d\u00e9fenseur des droits de l’homme, a \u00e9t\u00e9 arr\u00eat\u00e9 dans la nuit du 1er mars 2005 parce qu’il avait publi\u00e9 sur Internet un article \u00e9tablissant un parall\u00e8le entre la politique du pr\u00e9sident Ben Ali et celle d’Ariel Sharon. Il a \u00e9t\u00e9 condamn\u00e9 le 29 avril \u00e0 trois ans et six mois de prison suite \u00e0 une parodie de proc\u00e8s. Les autorit\u00e9s mettent \u00e9galement sa famille sous pression. Chaque fois qu’elle se rend \u00e0 la prison o\u00f9 est enferm\u00e9 son mari, sa femme, Samia, est longuement interrog\u00e9e par la police. Le 17 novembre 2005, des policiers tunisiens en civil avaient physiquement emp\u00each\u00e9 Robert M\u00e9nard de d\u00e9barquer de l’avion \u00e0 bord duquel il venait d’arriver \u00e0 l’a\u00e9roport de Tunis. Tunisia Under Fire for Ban on NGO Meet<\/font><\/h2>\n

Vanya Walker-Leigh LONDON, Sep 18 (IPS) – The Tunisian government is under fire for its last minute ban of an international NGO conference to have been held in Tunis Sep. 8-9. Tunisian authorities sabotaged the ‘International Conference on Employment and the Right to Work in the Euro-Mediterranean Region’, the Finnish EU presidency, Spain, Germany and the Euromed NGO Platform are expected to tell the Euromed Committee of senior officials of the Euro-Mediterranean Partnership meeting in Brussels until Tuesday this week. The Partnership is a wide framework of political, economic and social relations between the member states of the European Union and partners of the Southern Mediterranean. The Euro-Mediterranean Partnership launched in 1995 comprises 35 members — 25 EU member states and 10 Mediterranean partners (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestinian Authority, Syria, Tunisia and Turkey). Libya has observer status since 1999. The conference that was to have been attended by 70 persons, 50 from abroad, had been organised by the German Friedrich Ebert Foundation, the Euro-Mediterranean Human Rights Network, the Euromed Trade Union Forum, and the Fundacion Paz y Solidaridad of the Spanish Comisiones Obreras trade union in liaison with the official Tunisian trade union — the Union Generale des Travailleurs Tunisiens (UGTT). The Spanish Foreign Ministry’s Agency for International Cooperation (Agencia Espa\u00f1ola de Co-operacion Internacional – AECI) financially supported the meeting. Following two previous meetings in Morocco and Jordan, the conference was to be the culmination of a three-year Euromed Employment research project. The project produced a highly critical report authored by trade unionists, human rights activists and economists titled ‘The Euro-Mediterranean Partnership and Employment’. The report covers Morocco, Algeria, Tunisia, Egypt, Jordan, Palestine, Lebanon and Syria. Conference participants aimed to review the report and issue recommendations to a Euro-Mediterranean Partnership ministerial meeting on employment to be hosted by next year’s EU German presidency in Berlin Mar. 16. \u00ab\u00a0On 6 September, our Tunis office was told by the Hotel Corinthia near Tunis that our booking was cancelled ‘because the air conditioning had broken down’,\u00a0\u00bb Ralf Melzer, director of Mediterranean Programmes at the Friedrich Ebert Foundation told IPS. \u00ab\u00a0We said we could manage without it, but the hotel refused.\u00a0\u00bb Melzer added: \u00ab\u00a0We tried dozens of hotels in the Greater Tunis Area but they all turned us down. One hotel employee admitted that all hotels had received a Ministry of Tourism circular forbidding them to host the participants or the meeting.\u00a0\u00bb Finally, just a few hours before participants began to arrive Sep. 8, the UGTT offered to put delegates up in their hotel (the Hotel Amilcar), Melzer said, \u00ab\u00a0but emphasising no formal meeting could take place there — although I could see were plenty of unoccupied meeting rooms. So we had a brief meeting in the coffee room to tell participants the conference was off, then just had informal chats over meals, drinks and walks. Only a few of the 20 Tunisian participants joined us for dinner one evening.\u00a0\u00bb Melzer said they had invited three Tunisian ministers to attend, and they originally accepted, but then withdrew at the last minute. \u00ab\u00a0I wonder how this incident will impact prospects of our future work in Tunisia.\u00a0\u00bb UGTT secretary-general Mohammed Trebalsi told IPS that while his organisation regretted that the conference had not taken place, the fault lay with the Ebert Foundation’s \u00ab\u00a0poor coordination with us.\u00a0\u00bb Marc Schade-Poulsen, coordinator of the Euro-Mediterranean Human Rights Network told IPS he had heard that the Ministry of the Interior was claiming (but not officially, nor on paper) that the Ebert foundation had failed to submit the agenda, documents and list of participants, so as to obtain an appropriate permit for the conference. \u00ab\u00a0In fact, I guess the Ministry decided at the last minute that it did not want to see trade unionists and human rights people together, or give any Tunisian participant the chance to say something unfavourable about the local situation,\u00a0\u00bb Poulsen said. \u00ab\u00a0We were all very closely monitored throughout our stay — the hotel reception area seemed to be packed with plain clothes Ministry personnel and I spotted a listening car parked outside. I was also ‘shadowed’ when I visited some NGOs in Tunis.\u00a0\u00bb Carolina Mayeur, assistant director for cooperation with Mediterranean countries at the AECI told IPS that she had been booked into the Corinthia hotel by her office from Sep 5 to carry out a number of official appointments before taking part in the conference. \u00ab\u00a0The air conditioning functioned perfectly throughout my stay, and a number of meetings were being held in the conference rooms,\u00a0\u00bb she said. \u00ab\u00a0Unlike another conference participant who arrived early, I was not ordered to leave — but maybe because I was not identified as associated with the conference, since my booking had not been made by the NGOs.\u00a0\u00bb \u00ab\u00a0I hope that our indignation at the banning of this conference is going to be clearly heard,\u00a0\u00bb she said. \u00ab\u00a0But I am not sure whether it will be possible to re-run this conference somewhere else before next March.\u00a0\u00bb IPS has learnt that a crisis meeting was held on the morning of Sep. 8 at the European Commission office attended by the European NGO organisers as well as diplomats from the Finnish, Spanish and German embassies. They reviewed possible options for alternative conference venues — without success — as well as a range of possible diplomatic actions at local and at the Brussels level. Apparently the German and Spanish diplomats indicated that they had contacted the Ministry of the Interior in Tunis, but received no reply. The Spanish embassy in Tunis informed IPS that on Wednesday Sep. 13, the Spanish ambassador presented Spain’s concerns in a formal visit to the director for Europe at the Tunisian Ministry of Foreign Affairs. Bernard Philippe, charg\u00e9 d’affaires at the European Commission delegation confirmed to IPS that local diplomatic coordination continued, as well as discussions on possible European Commission action. \u00ab\u00a0The problem, however, is that everything was done so very indirectly.\u00a0\u00bb He added that the Palestinian and Jordanian participants had been refused visas. In a hard-hitting press release, the three European NGOs said that \u00ab\u00a0the organisers are convinced that the only reasonable explanation for this turn of events was the intervention of the Tunisian authorities. This is not the first time that freedom of expression and assembly have been grossly violated in Tunisia in recent times, in particular concerning independent activities of civil society. N’ oubliez pas que toutes les agences de Tunis air \u00e0 l’\u00e9tranger et sans exception se sont des cellules du RCD et leur principale fonction s’est de faire de la propagande pour la bonne image du g\u00e9n\u00e9ral Ben Ali \u00e0 l’\u00e9trangers et surtout de travailler en \u00e9troite collaboration avec les services des renseignements de sa majest\u00e9… comme le font les ambassades que j appelle aussi la police diplomatique, les consulats et les bureaux des offices du tourisme, je ne suis pas contre le contenu de cette lettre mais je ne comprends pas\u00a0 l’ \u00e9loge qu’a fait ce pauvre Monsieur Mohamed Taieb Laamari au ma\u00eetre de Carthage. AFP, le 18 septembre 2006 \u00e0 10h47<\/strong><\/font> Par Lamia RADI<\/font> \u00a0 SANAA, 17 sept 2006 (AFP)<\/font> –\u00a0 Le principal candidat d’opposition \u00e0 l’\u00e9lection pr\u00e9sidentielle de mercredi au Y\u00e9men s’est impos\u00e9 comme un rival s\u00e9rieux face au pr\u00e9sident Ali Abdallah Saleh, au pouvoir depuis 28 ans, faisant de la campagne une v\u00e9ritable bataille, pour la premi\u00e8re fois de l’histoire de ce pays. Quatre candidats se pr\u00e9sentent contre M. Saleh, qui est le grandissime favori \u00e0 sa propre succession. Parmi eux, Fay\u00e7al ben Chamlane, 72 ans, le candidat du Forum commun, une alliance regroupant plusieurs formations d’opposition, est sorti du lot en ralliant les foules par ses critiques virulentes contre \u00ab\u00a0la corruption au sein du r\u00e9gime\u00a0\u00bb et \u00ab\u00a0le monopole du pouvoir\u00a0\u00bb. Il est \u00e0 la fois fier de cette exp\u00e9rience d\u00e9mocratique, dont il se pr\u00e9sente comme l’initiateur, et en m\u00eame temps inquiet de cette concurrence\u00a0\u00bb, estime M. Sabri. \u00ab\u00a0Personne ne s’attendait \u00e0 une telle fusion entre le public et l’opposition.
