Dans la capitale tunisienne, deuxi\u00e8me \u00e9tape d&rsquo;une                           tourn\u00e9e entam\u00e9e en Egypte et qui la conduira ensuite                           en Libye, Mme Idrac a assist\u00e9 au forum \u00ab\u00a0Med-Allia\u00a0\u00bb                           auquel participent quelque 600 chefs d&rsquo;entreprises                           franco-m\u00e9diterran\u00e9ennes.                           Selon le communiqu\u00e9, ses entretiens avec les                           responsables tunisiens sont destin\u00e9s \u00e0 \u00ab\u00a0pr\u00e9parer les                           grandes initiatives \u00e9conomiques qui pourront \u00eatre                           prises\u00a0\u00bb lors du voyage du pr\u00e9sident fran\u00e7ais en                           Tunisie, o\u00f9 le locataire de l&rsquo;Elys\u00e9e s&rsquo;\u00e9tait rendu en                           juillet dernier peu apr\u00e8s sa prise de fonction.                           Il s&rsquo;agit en particulier de \u00ab\u00a0conclure un nouvel accord                           de partenariat \u00e9conomique et financier, destin\u00e9 \u00e0                           accompagner l&rsquo;effort de renforcement de la                           comp\u00e9titivit\u00e9 tunisienne dans le contexte d&rsquo;ouverture                           \u00e0 la concurrence internationale\u00a0\u00bb.                           La France est le principal partenaire \u00e9conomique de la                           Tunisie, premier pays sud-m\u00e9diterran\u00e9en \u00e0 entrer en                           zone de libre-\u00e9change avec l&rsquo;Union europ\u00e9enne en                           janvier 2008. Le volume des \u00e9changes franco-tunisiens                           a presque quadrupl\u00e9 en moins de 10 ans, atteignant un                           niveau record en 2007, \u00e0 7 milliards d&rsquo;euros.                           Il est \u00e9galement question \u00ab\u00a0d&rsquo;envisager la possibilit\u00e9                           d&rsquo;une coop\u00e9ration dans le domaine nucl\u00e9aire ainsi que                           plusieurs grands contrats possibles dans le domaine                           des transports\u00a0\u00bb.                           Le projet d&rsquo;Union pour la M\u00e9diterran\u00e9e (UPM), qui                           vient d&rsquo;\u00eatre approuv\u00e9 par le Conseil europ\u00e9en, en vue                           de revitaliser le Processus de Barcelone, est                           \u00e9galement \u00e0 l&rsquo;ordre du jour de la tourn\u00e9e de Mme Idrac                           en Afrique du Nord.                           Le premier sommet de l&rsquo;UPM est pr\u00e9vu \u00e0 Paris le 13                           juillet. Sa dissolution ne se justifierait selon lui que si le                     parti utilisait la violence ou appelait \u00e0 la violence.<\/span><\/p>\n<p dir=\"ltr\"> <span lang=\"FR\">                    Il n&rsquo;a en revanche pas r\u00e9it\u00e9r\u00e9 clairement la menace agit\u00e9e                     samedi d&rsquo;une perturbation des n\u00e9gociations d&rsquo;adh\u00e9sion de la                     Turquie \u00e0 l&rsquo;UE, commenc\u00e9es en octobre 2005.<\/span><\/p>\n<p dir=\"ltr\"> <span lang=\"FR\">                    Le cadre de ces n\u00e9gociations stipule qu&rsquo;en cas de \u00ab\u00a0violation                     grave des principes d\u00e9mocratiques\u00a0\u00bb par la Turquie, \u00ab\u00a0la                     Commission est oblig\u00e9e de regarder quelles ramifications                     cela pourrait avoir sur les n\u00e9gociations\u00a0\u00bb, avait-il d\u00e9clar\u00e9                     samedi.<\/span><\/p>\n<p dir=\"ltr\"> <span lang=\"FR\">                    Ce mandat de n\u00e9gociations pr\u00e9cise m\u00eame qu&rsquo;en cas \u00ab\u00a0de                     violation grave et persistante\u00a0\u00bb des libert\u00e9s et de la                     d\u00e9mocratie, les 27 peuvent suspendre ces pourparlers. The decision by the Constitutional Court Monday                       highlighted the power struggle between the secular                       establishment and allies of Prime Minister Recep Tayyip                       Erdogan, pious Muslims who have advocated Western-style                       reforms as part of Turkey&rsquo;s bid to join the European                       Union.                       The decision also tests the institutions of a democracy                       with an authoritarian legacy, and has deepened concerns                       that the political rift is hurting an economy that emerged                       from chaos in 2001 to become a magnet for foreign                       investment.                       The government vowed to push ahead with EU reforms, but                       the governing Justice and Development Party is likely to                       devote much of its time to the legal fight for survival.                       Just eight months ago, the party that has led Turkey, a                       NATO member, since 2002 surged to re-election with 47                       percent of the popular vote.                       \u00ab\u00a0It is an embarrassment for Turkish democracy to see this                       case opened,\u00a0\u00bb said Suat Kiniklioglu, a ruling party                       lawmaker and spokesman for Parliament&rsquo;s Foreign Affairs                       Committee. \u00ab\u00a0Unfortunately, we will spend most of our                       energy on this.\u00a0\u00bb                       The 11-member court is expected to take much of 2008 to                       decide on the case brought by Abdurrahman Yalcinkaya, the                       chief prosecutor of the High Court of Appeals. In a                       162-page document, he accused the ruling party of trying                       to scrap secular principles enshrined in the constitution.                       Yalcinkaya cited the government&rsquo;s efforts to lift a ban on                       wearing Islamic head scarves in universities, attempts to                       roll back restrictions on religious education and                       allegedly anti-secular comments by ruling party officials.                       The prosecutor asked the court to bar 71 people, including                       Erdogan and President Abdullah Gul, from politics for five                       years. If Gul is banned from politics, he could remain as                       president because the post is meant to be apolitical,                       despite perceptions that Gul&rsquo;s staunchly secular                       predecessor, Ahmet Necdet Sezer, vigorously sought to                       undercut the government with his veto power.                       The court&rsquo;s admittance of the case amounts to a victory                       for the ideological heirs of Turkish national founder                       Mustafa Kemal Ataturk, who occupy posts in the military,                       judiciary and bureaucracy and see themselves as defenders                       of the secular order against forces that seek to impose                       Islam on society.                       Erdogan, however, represents a newly empowered class of                       Muslims who say their piety is compatible with a                       commitment to the secularism espoused by Ataturk. They say                       their opponents seek to preserve privileges by curtailing                       religious freedoms and other democratic rights.                       \u00ab\u00a0We should not forget something, which is that there can                       be differences in our lifestyles, ethnic roots, beliefs                       and sects,\u00a0\u00bb Erdogan said in an address on national                       television. \u00ab\u00a0These differences is richness which make us                       stronger rather than weaker.\u00a0\u00bb                       \u00ab\u00a0I am saying again, none of our differences can prevent us                       from joining hands for our common goals and uniting around                       our republic&rsquo;s principles and national values,\u00a0\u00bb he said.                       Erdogan&rsquo;s address was apparently recorded before the court                       ruling, and shown after it.                       The Justice and Development Party, known by its Turkish                       acronym AKP, has 340 seats in the 550-seat parliament. If                       it is shut down, its members could regroup under the                       banner of a new party to lead the government. However, a                       ban on the party could slow or derail government policies,                       including free speech legislation and other reforms linked                       to Turkey&rsquo;s EU bid.                       The European Commission on Monday termed the legal                       maneuvering in Turkey as excessive.                       \u00ab\u00a0I do not see any such justification for this case,\u00a0\u00bb EU                       Enlargement Commissioner Olli Rehn said. In the EU, he                       said, \u00ab\u00a0the kind of political issues referred to in this                       case are debated in the parliament and decided through the                       ballot box, not in courtrooms.\u00a0\u00bb                       Senior AKP lawmaker Nihat Ergun told Turkey&rsquo;s NTV                       television that the party would seek a constitutional                       change to make it harder to disband political parties, a                       strategy that could trigger protracted wrangling in                       Parliament.                       Some analysts say the ruling party has squandered                       political capital that it earned at the ballot box last                       year, pushing hard for constitutional amendments that                       would allow women to wear Islamic head coverings at                       universities at the expense of a broader policy platform                       that could have aroused fewer suspicions about government                       intentions.                       Istanbul&rsquo;s stock market closed 1.23 percent lower on                       Monday, partly because of traders&rsquo; concerns over the court                       decision. The Turkish lira slid 1.7 percent against the                       U.S. dollar, according to Central Bank figures. What&rsquo;s worst is that this fight is                     not likely to end very soon.The end, especially, is what                     scares people the most. Thus, the judicial                     process in connection with the indictment submitted by the                     chief prosecutor of the Court of Appeals for the closure of                     the ruling AKP on grounds that it has become a focus of                     fundamentalist activities has started at the Constitutional                     Court. This has become the second case when the ruling party                     of this country is facing a closure case. The first case,                     the forefather of the AKP, was the Welfare Party (RP) which                     was closed down after a seven-month-long trial.
