The offices of CNLT continue to remain under tight surveillance     and, on <\/span> <st1:date day=\"4\" month=\"2\" year=\"2006\"> <span lang=\"EN-GB\">    4 February 2006<\/span><\/st1:date><span lang=\"EN-GB\">,     a police deployment closed off the square where their offices are located     and stopped members of the group&rsquo;s outreach committee from getting into the     building to meet. This week, members of CNLT were also the target of     questioning and harassment.<\/span><\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">    According to information received from CNLT, on the night of 9 February and     during the day of 10 February, police agents stopped four leading members of     CNLT, as well as others who tried to visit their offices:<\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">    \u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">    &#8211; Abdelkader Ben Khemis, CNLT Secretary General, was stopped in front of his     house in Monastir by agents and interrogated for three hours at the national     security district offices. He was released at approximately <\/span> <st1:time hour=\"23\" minute=\"0\"> <span lang=\"EN-GB\">    11:00 p.m.<\/span><\/st1:time><span lang=\"EN-GB\">     (local time) after copies of the \u00ab\u00a0Kalima\u00a0\u00bb newspaper were confiscated.<\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">    \u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">    &#8211; Lotfi Hidouri, a member of the CNLT outreach committee and the \u00ab\u00a0Kalima\u00a0\u00bb     Editorial Secretariat was intercepted at approximately <\/span> <st1:time hour=\"20\" minute=\"0\"> <span lang=\"EN-GB\">    8:00 p.m.<\/span><\/st1:time><span lang=\"EN-GB\">     (local time) at a Publinet (Internet caf\u00e9) where he was in the middle of     checking his e-mail. The state security agents took him in their car and     proceeded to search his bag. They let him go after confiscating the latest     issue of \u00ab\u00a0Kalima\u00a0\u00bb.<\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">    \u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">    &#8211; Sami Nasr, a researcher at CNLT, was also stopped at approximately <\/span> <st1:time hour=\"20\" minute=\"30\"> <span lang=\"EN-GB\">    8:30 p.m.<\/span><\/st1:time><span lang=\"EN-GB\">     by four police agents in civilian clothes as he approached his house. Police     grabbed his bag and proceeded to search it.<\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">    \u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">    &#8211; Mokhtar Arbaoui, a founding member of CNLT, was stopped as he left the     CNLT office on the afternoon of 10 February by several agents in civilian     clothes who forcibly pushed him into the elevator cage of a building, then     proceeded to search him and manhandle him.<\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">    \u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">    &#8211; The same day, at approximately <\/span> <st1:time hour=\"18\" minute=\"0\"> <span lang=\"EN-GB\">    6:00 p.m.<\/span><\/st1:time><span lang=\"EN-GB\">,     Samia Abbou, wife of Mohamed Abbou, and Aymen Bettibi, brother of the jailed     cyber-dissident Ramzi Bettibi, were stopped by agents in civilian clothes as     they left the CNLT office. The agents searched the bag of Samia Abbou, who     was aggressively insulted and manhandled.<\/span><\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">    Norwegian PEN condemns these assaults and attacks on the rights of CNLT     members and others, including the right to freedom of __expression and     assembly. Slim Bagga,     en tant que journaliste aux r\u00e9seaux tr\u00e8s \u00e9tendus, y compris dans des cercles     proches des centres de d\u00e9cision, ne pouvait \u00e9chapper \u00e0 leurs assiduit\u00e9s. A     cet effet, ils se servent de la presse officieuse priv\u00e9e aux ordres, sachant     bien que leur presse officielle est depuis fort longtemps hors d\u2019\u00e9tat     d\u2019impressionner m\u00eame l\u2019observateur le plus distrait. C\u2019est surtout Echourouk     qui remplit la sale besogne depuis une quinzaine d\u2019ann\u00e9es. <\/span><\/p>\n<p dir=\"ltr\">    \u00a0<\/p>\n<p dir=\"ltr\"> <span lang=\"FR\">Ce journal, soit     dit en passant, fait partie d\u2019une entreprise fond\u00e9 par Slaheddine ElAmri,     aujourd\u2019hui d\u00e9c\u00e9d\u00e9 et qui \u00e9tait un agent du KGB, sous couvert de l\u2019agence de     presse Novosti, dont il \u00e9tait le correspondant en Tunisie. Ben Ali le tenait     par cette si mauvaise naissance de son entreprise et lorsqu\u2019il avait pu     rechigner un tant soit peu, ses imprimeries de plusieurs centaines de     millions de dollars avaient \u00e9t\u00e9 r\u00e9duites en fum\u00e9es. Certains pensent     cependant qu\u2019il aurait pu les incendier lui-m\u00eame pour dans le cadre d\u2019une     arnaque \u00e0 l\u2019assurance. Quoi qu\u2019il en soit, cet acte criminel avait \u00e9t\u00e9     commis de sang froid par un commando d\u2019hommes apparemment tr\u00e8s s\u00fbrs de leur     affaire. Dans un pays cadr\u00e9 par la police et la milice, cet \u00e9pisode n\u2019avait     jamais \u00e9t\u00e9 \u00e9lucid\u00e9. Le groupe avait simplement maintenu son all\u00e9geance au     pouvoir sous une nouvelle direction supervis\u00e9e par le minist\u00e8re de     l\u2019int\u00e9rieur, y compris par un antiam\u00e9ricanisme de fa\u00e7ade. Il fallait donc le     savoir\u00a0: c\u2019est cette publication qui s\u2019en est pris \u00e0 notre journaliste     militant dans son \u00e9dition du 7 f\u00e9vrier dernier. <\/span><\/p>\n<p dir=\"ltr\">    \u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"FR\">On savait d\u00e9j\u00e0,     par cette feuille de chou et d\u2019autres \u00e0 lui semblables et toujours \u00e9galement     en phase avec les d\u00e9sirs les plus secrets du pouvoir, que Slim \u00e9tait un     membre actif d\u2019AlQa\u00efda. Ceux qui connaissent Slim Bagga avaient, en son     temps, appr\u00e9ci\u00e9 ce scoop \u00e0 sa juste valeur. Allez savoir pourquoi l\u2019homme     n\u2019est toujours pas \u00e0 Guantanamo\u2026 Comment aurait-il pu s\u2019y rendre en effet,     lui, qui n\u2019a de passeport ni tunisien ni fran\u00e7ais\u00a0?<\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">    \u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"FR\">Pugnace, Slim     Bagga avait attaqu\u00e9 certains journaux qui avaient repris les ragots des     journaleux tunisiens. Il les a TOUS autant qu\u2019ils sont fait condamner. Le     dernier en date, Afrique-Asie, de Simon Malley vient de voir sa peine     confirm\u00e9e en appel, avec augmentation des dommages et int\u00e9r\u00eats \u00e0 payer au     plaignant. Simon Malley, qui fut un journaliste militant universaliste,     s\u2019\u00e9tait transform\u00e9 ces derni\u00e8res ann\u00e9es en un vrai mercenaire de la plume.     Il a ainsi empoch\u00e9 de l\u2019Etat tunisiens des millions en encarts publicitaires     par dizaines de pages, en articles command\u00e9s \u00e0 la gloire de ses bailleurs,     ainsi qu\u2019en reportages \u00e0 sens unique dignes de la presse sovi\u00e9tique. <\/span> <\/p>\n<p align=\"justify\" dir=\"ltr\">    \u00a0<\/p>\n<p dir=\"ltr\"> <span lang=\"FR\">Il est \u00e0     signaler que nos valeureux censeurs d\u2019Echourouk n\u2019avaient rien trouv\u00e9 \u00e0     redire ni sur les anciennes h\u00e9catombes de dirigeants palestiniens en     Tunisie, ni sur la r\u00e9cente visite du likoudien Sylvan Shalom au pays d\u2019Okba     sur invitation initialement adress\u00e9e \u00e0 Ariel Sharon en personne, l\u2019un des     pires bourreaux du peuple palestinien. En revanche, lorsqu\u2019il s\u2019agit de     nuire aux opposants, la propagande officielle, par le truchement des     journaux dits \u00ab\u00a0<i>ind\u00e9pendants<\/i>\u00a0\u00bb, n\u2019h\u00e9site pas \u00e0 voir des agents du     Mossad partout. C\u2019\u00e9tait le cas de Mezri Haddad \u00e0 la fin des ann\u00e9es 90.     C\u2019\u00e9tait avant sa chute, quand, \u00e9coeur\u00e9, il m\u2019avait adress\u00e9 un exemplaire     d\u2019un tract anonyme le visant, qui le pr\u00e9sentait, avec force d\u00e9tails     (matricule, nom de code etc.) comme un agent officiel du Mossad. Depuis, ils     avaient r\u00e9\u00e9dit\u00e9 le coup avec Ahmed Bennour, ancien directeur de    <st1:personname productid=\"la S\u00e9curit\u00e9\" w:st=\"on\">la S\u00e9curit\u00e9<\/st1:personname>     sous le gouvernement Mzali, accus\u00e9 d\u2019avoir renseign\u00e9 le Mossad sur le martyr     palestinien Atef Bseisso\u2026 M. Bennour refuse toujours depuis plus de vingt     ans de courber l\u2019\u00e9chine et de rentrer dans le rang. style=\"color: blue;\"><font size=\"3\">Talking to terrorists<\/font><\/h3>\n<p><\/span><\/h3>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <strong><span lang=\"EN-GB\">Secret documents show the Foreign Office is ready     to risk international fury by opening a dialogue with <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">Egypt<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">&lsquo;s     Muslim Brotherhood. <\/span><\/strong><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"><b> <span lang=\"EN-GB\">    By Martin Bright <\/span><\/b><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">The British     government has a terrible dilemma. Should it refuse to deal with radical     Islamic movements altogether, and so risk alienating large parts of the     Muslim world, or should it make overtures towards the leaders of these     movements and face down accusations that it is appeasing Islamofascists?    <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">The New     Statesman can reveal that the Foreign and Commonwealth Office has opted for     the latter course, and has decided on a policy of engagement with what it     calls \u00ab\u00a0political Islam\u00a0\u00bb. To this end, it proposes to develop \u00ab\u00a0working-level     contacts\u00a0\u00bb in Egypt with one of the Middle East&rsquo;s most militant groups, the     Muslim Brotherhood, which is banned in many countries in the region and     considered a terrorist organisation by the United States. <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">A leaked memo     to the <\/span> <st1:place><span lang=\"EN-GB\">    Middle East<\/span><\/st1:place><span lang=\"EN-GB\">     minister Kim Howells, dated 17 January and obtained by this magazine, shows     that the government is preparing to open lines of communication with the     Brotherhood, seen by many as the chief inspiration behind much modern     Islamic extremism. The memo from the FCO&rsquo;s Arab\/Israel and North Africa     Group recommends increasing \u00ab\u00a0the frequency of working-level contacts with     Muslim Brotherhood parliamentarians (who do not advocate violence),     particularly those who are members of parliamentary committees\u00a0\u00bb. <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">In a week     when the government has argued again for a statutory offence of \u00ab\u00a0glorifying     terrorism\u00a0\u00bb it may seem contradictory for it to pursue links with a group     that openly supports the violent struggle of Hamas in <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Israel<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">.     The leaked document recognises how sensitive this is likely to be,     especially with the Egyptian government of Hosni Mubarak: \u00ab\u00a0The presentation     of any change in the way we deal with the Muslim Brotherhood will have to be     carefully handled, in order to safeguard our bilateral relations with <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Egypt<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">.     The Egyptian government perceive the Muslim Brotherhood to be the political     face of a terrorist organisation.\u00a0\u00bb <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">As a     religious party, the Brotherhood (\u00ab\u00a0Ikhwan\u00a0\u00bb in Arabic) is banned in <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Egypt<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">,     but its representatives, standing as independents, emerged as the chief     opposition in elections last year, winning a fifth of the seats in     parliament. It also has substantial grass-roots support across the <\/span> <st1:place><span lang=\"EN-GB\">    Middle East<\/span><\/st1:place><span lang=\"EN-GB\">,     despite crackdowns in <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Syria<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">     and <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Egypt<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">     that have left thousands of members dead or in jail. <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">Yet it     remains a deeply controversial organisation: from within its ranks came     Sayyid Qutb, the Islamist scholar executed by the Egyptians in 1966, who     provided inspiration for, among others, Ayman al-Zawahiri, Osama Bin Laden&rsquo;s     right-hand man. <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">News that    <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Britain<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">     now wants to \u00ab\u00a0engage\u00a0\u00bb with this group will therefore shock many in the    <\/span> <st1:place><span lang=\"EN-GB\">    Middle East<\/span><\/st1:place><span lang=\"EN-GB\">,     not least the Egyptian government, with which <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Britain<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">     is still in sensitive negotiations over the repatriation of Muslim terror     suspects held in British jails. <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Egypt<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">     is one of several countries with which <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Britain<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">     hopes to sign a \u00ab\u00a0memorandum of understanding\u00a0\u00bb giving assurances that any     returned detainees will not be tortured. <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">The change of     policy is a high-risk strategy in the war against terror, but the Foreign     Office justifies it by arguing that western governments will be better able     to influence the direction radical Islam takes if they develop a dialogue.     \u00ab\u00a0Engaging with movements such as the Muslim Brotherhood will help increase     our understanding of &lsquo;political Islam&rsquo; generally, as well as in the specific     Egyptian context,\u00a0\u00bb says the leaked 17 January memo. \u00ab\u00a0Incremental enhancement     of contacts may help in discouraging radicalisation. Interacting with     &lsquo;political Islam&rsquo; is an important element of our Engaging with the Islamic     World strategy and we should be trying to influence these groups, who often     have significant reach with the &lsquo;grass roots&rsquo;. It also gives us the     opportunity to challenge their perception of the west, including of the    <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">UK<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">,     and on their prescriptions for solving the challenges facing <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Egypt<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">     and the region [sic].\u00a0\u00bb <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">The memo also     exposes the pitfalls of the strategy. In a section marked \u00ab\u00a0background\u00a0\u00bb,     officials relate what happened when junior diplomats met the Brotherhood in     the past: \u00ab\u00a0Until 2002, FCO officials have had infrequent working-level     (second secretary) contact with Muslim Brotherhood members of parliament.     However this was noticed by the Egyptian authorities who made clear their     displeasure. Since 2002 we have had only occasional contacts with MB members     including one or two contacts with parliamentarians and random unplanned     encounters.\u00a0\u00bb <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">The decision     to revive the contacts follows months of research into the organisation&rsquo;s     position on terrorism. A study prepared last summer with the help of MI6     (also seen by the NS) concluded that there were no direct links to acts of     violence, although charitable donations are likely to have found their way     to Hamas, which the Foreign Office describes as \u00ab\u00a0the Palestinian branch of     the Brotherhood in all but name\u00a0\u00bb. <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">A detailed     memo from <\/span> <st1:date day=\"19\" month=\"7\" year=\"2005\"> <span lang=\"EN-GB\">19 July 2005<\/span><\/st1:date><span lang=\"EN-GB\">     from Angus McKee, a senior FCO Middle East official, shows that the Foreign     Office believes the Brotherhood is a political threat to the Mubarak regime,     which has attempted to demonise the organisation by dubbing it \u00ab\u00a0terrorist\u00a0\u00bb.     But while the Brotherhood&rsquo;s aim is to institute sharia law in <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Egypt<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">,     the Foreign Office is convinced that it intends to do so through democratic     means. <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">At the same     time, the July document concludes that, although \u00ab\u00a0there is no evidence that     the Egyptian MB itself is now engaged in any terrorist activity\u00a0\u00bb, it is not     far removed from extremism: \u00ab\u00a0The intellectual, political and geographical     milieux which the MB inhabits means [sic] that there will always be members     who move to more violent activity, even terrorism, in other organisations.\u00a0\u00bb    <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">The NS     understands that the latest leaks of Foreign Office documents reflect     growing discomfort among officials with the government&rsquo;s new direction.     Although the memo urging engagement with Islamists is said to have the     backing of \u00ab\u00a0Egypt\u00a0\u00bb (meaning the British embassy there), a further leak shows     that Sir Derek Plumbly, the British ambassador to Egypt and one of this     country&rsquo;s most senior diplomats, is far from convinced. Plumbly, a former     head of the Foreign Office&rsquo;s <\/span> <st1:place><span lang=\"EN-GB\">    Middle East<\/span><\/st1:place><span lang=\"EN-GB\">     and <\/span> <st1:place><span lang=\"EN-GB\">    North Africa<\/span><\/st1:place><span lang=\"EN-GB\">     desk wrote to John Sawers, the political director at the FCO, about his     concerns on 23 June last year. <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">Pressing for     legalisation of the Brotherhood would be likely to \u00ab\u00a0scare the horses\u00a0\u00bb in    <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Egypt<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">,     Plumbly wrote. He poured scorn on the idea that engagement by the British     government would be likely to affect the future direction of the movement:     \u00ab\u00a0I suspect that there will be relatively few contexts in which we are able     significantly to influence the Islamists&rsquo; agenda.\u00a0\u00bb <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">Plumbly&rsquo;s     letter includes a stark warning: \u00ab\u00a0I also detect a tendency for us to be     drawn towards engagement for its own sake; to confuse &lsquo;engaging with the     Islamic world&rsquo; with &lsquo;engaging with Islamism&rsquo;; and to play down the very real     downsides for us in terms of the Islamists&rsquo; likely foreign and social     policies, should they actually achieve power in countries such as Egypt.\u00a0\u00bb    <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">The Foreign     Office is in a difficult position. That the Muslim Brotherhood is gaining in     strength in the <\/span> <st1:place><span lang=\"EN-GB\">    Middle East<\/span><\/st1:place><span lang=\"EN-GB\">     is beyond question. For many in the Islamic world, the Ikhwan are heroes.     Mercilessly repressed in the past, they can present themselves as the     authentic voice of the masses, where socialist and nationalist groups have     failed. At the same time, engagement with a group so closely associated with     people who have called for jihad against the west will be unpalatable to     many in this country. It will also cause anger in both <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Egypt<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">     and <\/span> <st1:country-region> <st1:place><span lang=\"EN-GB\">    Israel<\/span><\/st1:place><\/st1:country-region><span lang=\"EN-GB\">.    <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"EN-GB\">In the 20th     century, the Foreign Office was celebrated and vilified in equal measure for     its sympathy for the Arab cause. Mais le pragmatisme US n\u2019a d\u2019\u00e9gal que sa volont\u00e9 de tirer le     maximum de dividendes, quitte \u00e0 choisir furtivement son camp. Et pour des     raisons historiques li\u00e9es au trait\u00e9 d\u2019amiti\u00e9 que les Etats-Unis avaient     sign\u00e9 en 1787 avec le Maroc, Rabat constitue la coqueluche de     l\u2019Administration am\u00e9ricaine. N\u2019ayant pas d\u2019\u00ab\u00a0ant\u00e9c\u00e9dents\u00a0\u00bb sovi\u00e9tiques ni     \u00e9pous\u00e9 le mouvement anti-imp\u00e9rialiste des ann\u00e9es 1970, le Maroc se pr\u00e9sente     parfaitement comme un alli\u00e9 objectif des Etats-Unis avec lequel ces derniers     ne risquent pratiquement rien. Et l\u2019envoi, en 1991, \u00e0 l\u2019occasion de la     premi\u00e8re guerre du Golfe, des troupes de sa majest\u00e9 en Irak pour appuyer     l\u2019effort de guerre US a d\u00e9finitivement confirm\u00e9 l\u2019idylle     am\u00e9ricano-marocaine.<\/span><\/p>\n<h6 align=\"justify\" dir=\"ltr\" style=\"color: blue;\"><span lang=\"FR\"> <font size=\"2\">L\u2019Oncle Sam et Sa Majest\u00e9<\/font><\/span><\/h6>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"FR\">Il ne faudrait     donc pas s\u2019\u00e9tonner du fait que les hauts responsables de ce pays distribuent     de bonnes notes au souverain alaouite. Hier encore, Donald Rumsfeld s\u2019est     fendu d\u2019un pan\u00e9gyrique \u00e0 l\u2019\u00e9gard du Maroc dans un entretien au journal Le     Matin du Sahara. \u00ab\u00a0Votre pays est une soci\u00e9t\u00e9 pacifique, tol\u00e9rante et     moderne qui respecte les droits de tous les peuples et de toutes les     religions.\u00a0\u00bb Il ne pourrait, sans doute, pas faire une telle d\u00e9claration     s\u2019agissant de l\u2019Alg\u00e9rie. Et pour cause, le lourd passif prosovi\u00e9tique de     notre pays, conjugu\u00e9 \u00e0 un terreau islamiste actif et au soutien sans r\u00e9serve     \u00e0 la cause palestinienne ne sont pas de nature \u00e0 rassurer l\u2019Oncle Sam, qui     fait particuli\u00e8rement attention l\u00e0 o\u00f9 il met les pieds. C\u2019est que les     Etats-Unis observent scrupuleusement une r\u00e8gle prudentielle dans leurs     rapports avec une Alg\u00e9rie plut\u00f4t impr\u00e9visible. <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"FR\">En revanche, ils     savent parfaitement \u00e0 quoi s\u2019en tenir avec un Maroc qui garde une ligne de     conduite lin\u00e9aire, sans vagues. Il n\u2019y a donc point de comparaison \u00e0 \u00e9tablir     entre les liens des USA avec le Maroc et avec l\u2019Alg\u00e9rie. Le fait que     Rumsfeld s\u2019est content\u00e9 d\u2019un crochet de quelques heures \u00e0 Alger pour ensuite     passer deux jours \u00e0 Rabat est loin d\u2019\u00eatre fortuit. Si, pour l\u2019Alg\u00e9rie, la     venue de Rumsfeld a rev\u00eatu principalement un cachet militaire li\u00e9 \u00e0 la     coop\u00e9ration, puisque c\u2019est le ministre d\u00e9l\u00e9gu\u00e9 charg\u00e9 de la D\u00e9fense,     Abdelmalek Guena\u00efzia, qui l\u2019a re\u00e7u \u00e0 l\u2019a\u00e9roport, tel n\u2019a pas \u00e9t\u00e9 le cas pour     le Maroc. <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"FR\">A Rabat, c\u2019est     le ministre des Affaires \u00e9trang\u00e8res, Mohamed Bena\u00efssa, qui a accueilli le     patron du Pentagone et avec lequel il s\u2019est longuement entretenu. Au-del\u00e0     des affaires militaires, M.\u00a0Rumsfeld a donc certainement trait\u00e9 du     politique. C\u2019est ce qui explique cette approche \u00ab\u00a0diverse\u00a0\u00bb avec les     dirigeants des trois pays du Maghreb. <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"FR\">Ces \u00ab\u00a0nuances\u00a0\u00bb,     qui ne rel\u00e8vent pas, il est vrai, du protocole, n\u2019emp\u00eachent pas les     Am\u00e9ricains de brasser le plus large possible dans cet espace g\u00e9opolitique et     g\u00e9ostrat\u00e9gique qu\u2019est le Maghreb. \u00ab\u00a0L\u2019OTAN et les pays du Maghreb partagent     un m\u00eame souci face aux p\u00e9rils qui menacent la s\u00e9curit\u00e9 et la stabilit\u00e9 de     l\u2019Afrique du Nord\u00a0\u00bb, a d\u00e9clar\u00e9 Rumsfeld, comme pour homog\u00e9n\u00e9iser la d\u00e9marche     et mettre tout le monde sous le m\u00eame parapluie, celui des Etats-Unis. <\/span> <\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"FR\">Exit donc les     th\u00e8mes qui pourraient f\u00e2cher l\u2019un des partenaires (le Sahara-Occidental, les     droits de l\u2019homme, la d\u00e9mocratie&#8230;), d\u00e8s lors que la coop\u00e9ration dans la     lutte contre le terrorisme est f\u00e9d\u00e9ratrice. \u00ab\u00a0Avec nos partenaires en     Afrique du Nord, nous restons donc inquiets de la capacit\u00e9 que des     extr\u00e9mistes violents peuvent avoir d\u2019op\u00e9rer dans le Sahara.\u00a0\u00bb <\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"> <span lang=\"FR\">Voil\u00e0 le     gentleman\u2019s agreement qu\u2019ont trouv\u00e9 les Am\u00e9ricains pour \u00ab\u00a0g\u00e9rer\u00a0\u00bb id\u00e9alement     un Maghreb politiquement d\u00e9suni, mais strat\u00e9giquement engag\u00e9.<\/span><\/p>\n<p align=\"justify\" dir=\"ltr\">\u00a0<\/p>\n<p align=\"justify\" dir=\"ltr\"><b>    (Source: El Watan (Alg\u00e9rie) du 14 f\u00e9vrier 2006)<\/b><\/p>\n<p> <font> <\/p>\n<div align=\"center\">\n<hr\/><\/div>\n<p> <\/font><font> <\/font><\/div>\n<p> <\/font><\/div>\n<div>  \u00a0<\/div>\n<div> <font face=\"Arial\" size=\"2\"><font size=\"3\">\u00a0<\/font> <\/font><font face=\"Arial\"> <\/p>\n<p align=\"center\"><b> <span lang=\"FR\">Hijab : De l\u2019infiniment   intime au politiquement correct !!! <\/span><\/b><\/p>\n<p> <\/font><font face=\"Arial\" size=\"2\"> <\/p>\n<h4 align=\"justify\" style=\"color: blue;\"><span lang=\"FR\"> <font face=\"Arial\" size=\"2\">Nasreddine Ben Hadid<\/font><\/span><\/h4>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\"> <span lang=\"FR\">Partant du   principe que l\u2019\u00eatre humain ne peut admettre une vie en tenue d\u2019Adam et d\u2019Eve   (hormis les adaptes du nudisme), la n\u00e9cessit\u00e9 de se v\u00eatir devient aussi bien   r\u00e9v\u00e9latrice d\u2019une situation sociale et politique que le v\u00e9hicule d\u2019un ensemble   de normes et de signaux.<\/span><\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\"> <span lang=\"FR\">Le comportement   religieux ou plut\u00f4t la religiosit\u00e9, a de tous les temps induit et admis une   tenue ou un ensemble de tenues vestimentaires qui peuvent osciller entre   l\u2019obligation et le libre choix.<\/span><\/p>\n<p align=\"justify\"> <span lang=\"FR\">Le Hijab constitue   actuellement plus qu\u2019une tenue, il est pris ou per\u00e7u comme une position   politico-religieuse, o\u00f9 l\u2019interpr\u00e9tation de l\u2019un croise, induit ou contredit   m\u00eame la position de l\u2019autre.<\/span><\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\"> <span lang=\"FR\">Les \u00e9chos qui ont   fait suite \u00e0 la r\u00e9cente d\u00e9claration du Ministre des Affaires Religieuses, sont   venu non seulement \u00abre-porter\u00bb cette question, ce dilemme ou cette   probl\u00e9matique sur le devant de la sc\u00e8ne politico-sociale et la placer au   centre de la place publique, mais r\u00e9v\u00e8le cette disjonction entre la r\u00e9alit\u00e9   \u00abr\u00e9elle\u00bb d\u2019un cot\u00e9 et la r\u00e9alit\u00e9 \u00abvoulue\u00bb de l\u2019autre. La question ne se pose   plus ou plut\u00f4t ne doit pas \u00eatre pos\u00e9e selon ce d\u00e9sir des uns et vouloir des   autres d\u2019une affirmation \u00abconfirmative\u00bb ou une d\u2019un refus \u00abn\u00e9gationniste\u00bb mais   doit mettre en d\u00e9bat toute la probl\u00e9matique de la civilisation que nous vivons   ou que nous voulons porter [parlant des \u00e9lites et ceux qui se sentent investis   par ce sentiment]&#8230;<\/span><\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\"> <span lang=\"FR\">Les propos du   Ministre s\u2019inscrivent indubitablement dans un cadre purement tunisien mais   d\u00e9battent d\u2019une probl\u00e9matique qui d\u00e9passe \u2013 de loin \u2013 le cadre de la   souverainet\u00e9 nationale. Certes, nul ne peut d\u00e9passer ce cadre national, au   moins sur le plan l\u00e9gal ou l\u00e9gislatif, mais reste que la question islamique,   l\u2019Islam politique ou toute autre d\u00e9nomination a depuis deux d\u00e9cennies au moins   pris une dimension beaucoup plus \u00ablarge\u00bb que les limites g\u00e9ographiques et   l\u2019aire juridico-politique de ce cadre de souverainet\u00e9.<\/span><\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\"> <span lang=\"FR\">Le voile   islamique, a repr\u00e9sent\u00e9 suite \u00e0 son interdiction en France plus qu\u2019une tenue,   il a \u00e9t\u00e9 l\u2019occasion d\u2019une discorde qui a rang\u00e9 les gens [comprendre les Arabes   et les Musulmans] non selon l\u2019acceptation ou le refus de ce symbole religieux   mais \u2013 et ceci est le plus dangereux \u2013 par positionnement \u00e0 l\u2019\u00e9gard de toute   la politique adopt\u00e9e par la France envers ces m\u00eames Arabes et m\u00eames Musulmans   !!! Les jeunes des banlieues qui ont dress\u00e9 les barricades et mis le feu aux   moyens de transport, scandaient quelques fois un \u00abAllah Akbar\u00bb r\u00e9sonateur tout   en ignorant les pr\u00e9ceptes de base d\u2019une religion qui leur sert de refuge et   valeur propre.<\/span><\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\"> <span lang=\"FR\">Le d\u00e9bat \u2013 s\u2019il   existe \u2013 peut-il rester et se cramponner aux limites ou plut\u00f4t aux fronti\u00e8res   de la Tunisie et dire par la suite que ces questions r\u00e9v\u00e8lent d\u2019une dimension   \u00absouveraine\u00bb ??? Certes, nul ne peut pr\u00e9tendre ou admettre une soumission   quelconque \u00e0 une quelconque logique ext\u00e9rieure, mais le cloisonnement ne   risquerait pas d\u2019induire les m\u00eames effets n\u00e9fastes.<\/span><\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\"> <span lang=\"FR\">De Ben Laden \u00e0   Bush, l\u2019Islam est devenu une logique mondiale et une question internationale.   Entre les questions islamo-islamiques [comprendre celles qui opposent les   Musulmans les uns aux autres] et les questions islamo-mondiales [celles qui   mettent les Musulmans en confrontations plus ou moins avou\u00e9es avec le reste du   monde], se moue un ensemble de logiques compl\u00e9mentaires et contradictoires, un   ensemble d\u2019\u00e9quation \u00e0 des degr\u00e9s divers et aussi une suite de logiques et de   pens\u00e9es qui enjambent l\u2019une l\u2019autre. Il va de soi que la question du hijab,   doit \u00eatre trait\u00e9e sous ses divers angles et selon les diff\u00e9rentes visions.   Devons-nous mettre le hijab, le foulard et m\u00eame le tchador dans le m\u00eame   \u00abarmoire\u00bb ??? Certains peuvent se demander la raison de l\u2019exclusion du   \u00absefsari\u00bb tunisois et autres tenues !!!!<\/span><\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\"> <span lang=\"FR\">Il va sans dire   que le hijab est admis par ses adeptes et r\u00e9fut\u00e9s par ceux qui le refusent   aussi bien pour ce qu\u2019il est que pour ce qu\u2019il veut dire. Jamais l\u2019\u00eatre et le   para\u00eetre n\u2019ont parus aussi indissociable l\u2019un de l\u2019autre. Nuances obligent,   nous devons avouer que la notion d\u2019un hijab \u00abla\u00efc\u00bb est totalement inadmissible   par les adeptes ce cette tenue, mais l\u2019id\u00e9e d\u2019un Islam sans hijab reste   plausible, r\u00e9elle, admissible et m\u00eame l\u00e9gitime, les propos du Ministre des   Affaires Religieuses le prouve bien.<\/span><\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\"> <span lang=\"FR\">Certains r\u00eavent   d\u2019une coexistence, une cohabitation et d\u2019une co-acceptation entre le parti du   \u00abhijab\u00bb et ceux qui le r\u00e9cusent !!! Devons-nous parler ou admettre un espace   public commun ou au contraire parler d\u2019une s\u00e9paration totale et d\u2019une   coexistence physique sans liens d\u2019appartenance commune ???<\/span><\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\"> <span lang=\"FR\">La question ne   peut relever une dimension purement \u00e9pist\u00e9mologique [ou osons dire p\u00e9dante],   le hijab est belle et bien une r\u00e9alit\u00e9, il suffit d\u2019arpenter nos rues afin de   constater que la n\u00e9gation par le verbe ne peut porter ces \u00abporteuses\u00bb \u00e0   l\u2019oubliette. Aussi agir \u00e0 travers l\u2019obligation [l\u00e9gale ou autre], peut induire   un qui\u00e9tude tant voulue et chercher par le \u00abfront du refus\u00bb, mais ne fera   qu\u2019enfouir les braises sous une paille cassante et avide d\u2019un feu qui ne   tardera \u00e0 venir. Un confr\u00e8re alg\u00e9rien a pris la peine un jour de dire que la   barbe peut pousser dans nos m\u00e9ninges et nous serons oblig\u00e9s de dire que toutes   les positions et convictions peuvent admettre le m\u00eame champ&#8230;<\/span><\/p>\n<p align=\"justify\">\u00a0<\/p>\n<p align=\"justify\"><span lang=\"FR\">La   probl\u00e9matique du hijab, aussi flagrante pour les uns, aussi significative pour   les autres, r\u00e9v\u00e8le entre autre, ce besoin pressant d\u2019une logique de   cohabitation et surtout de concertation entre les diff\u00e9rentes composantes de   la soci\u00e9t\u00e9 tunisienne. Nul n\u2019est d\u00e9tenteur de la v\u00e9rit\u00e9 dans sa dimension   absolue et totale. Le monde dans le quel nous vivons et surtout qui nous r\u00e9gie   [avouons le, avec amertume ou d\u00e9solation] peut et ne fait que fausser les   mises et piper les d\u00e9s.
