07 July 2010 The International Federation of Journalists (IFJ) today condemned a Tunisian court\u2019s decision to uphold the conviction and four year prison sentence for Fahem Boukaddous for \u00ab\u00a0forming a criminal association liable to attack persons\u00a0\u00bb. Boukaddous was charged after covering public demonstrations against unemployment and corruption in the mining region of Gafsa in 2008 for satellite channel \u2018Tunisian Dialogue\u2019. \u201cFahem\u2019s conviction was a gross miscarriage of justice, which this court has refused to correct,\u201d said Aidan White, IFJ General Secretary. \u201cHe has been victimised by a government that is intolerant of criticism and dissent.\u201d Boukaddous was unable to attend the trial as he was admitted to hospital for treatment to a severe asthma condition. According to Ridha Raddaoui, his lawyer, the court refused to allow the defence team to present their case. Boukaddous was first convicted on 13th January 2010 after several months in hiding while his co-accused were first sentenced to four years and then later released on a presidential pardon. The IFJ condemned the ruling and accused the Tunisian authorities of waging a campaign of vilification and intimidation targeting independent journalists, including such means as arbitrary arrests and sham trials. Representatives from the Syndicat National des Journalistes Tunisiens (SNJT) attended the previous trials on behalf of the IFJ and the Federation of Africa Journalists where they strongly condemned the verdict. The IFJ is particularly concerned that Boukaddous would not survive a prison term given the critical state of his health and his urgent need for proper medical care. Il a \u00e9t\u00e9 condamn\u00e9 en appel \u00e0 4 ans de prison ferme. Actuellement hospitalis\u00e9 \u00e0 Sousse pour maladie grave, la police encercle l\u2019h\u00f4pital et menace de l\u2019arr\u00eater malgr\u00e9 la r\u00e9sistance de ses m\u00e9decins. Notre ami et camarde Fahem a r\u00e9ussi \u00e0 couvrir et filmer les manifestations populaires de Redeyef. Aux yeux du pouvoir, il doit \u00eatre ch\u00e2ti\u00e9. Ainsi, le dossier de Redeyef n\u2019est pas d\u00e9finitivement clos et le pouvoir veut encore vindicativement poursuivre les militants du bassin minier de Gafsa. En effet, en confirmant la peine de prison \u00e0 l\u2019encontre de notre ami Fahem, il veut punir un militant dans la r\u00e9gion frondeuse de Gafsa. Fahem a dirig\u00e9 la lutte des jeunes dipl\u00f4m\u00e9s en ch\u00f4mage dans la r\u00e9gion de Gafsa et assur\u00e9 la coordination de cette lutte dans toutes les r\u00e9gions de Tunisie. Il a soutenu le parti \u00ab Tunisie Verte \u00bb lorsque les responsables r\u00e9gionaux ont commenc\u00e9 \u00e0 arracher des milliers d\u2019arbres sur la route de Gafsa-Tunis afin de construire un centre administratif. Un journaliste de t\u00e9l\u00e9vision, Fahem Boukadous, a \u00e9t\u00e9 condamn\u00e9 mardi \u00e0 quatre ans de prison pour \u00ab\u00a0diffusion d’information de nature \u00e0 troubler l’ordre public\u00a0\u00bb. Les autorit\u00e9s tunisiennes ont affirm\u00e9 mercredi que Fahem Boukadous a \u00e9t\u00e9 condamn\u00e9 pour \u00ab\u00a0infractions de droit commun\u00a0\u00bb, sans rapport avec sa pratique journalistique. Un rapport de l’IPI sur la libert\u00e9 de la presse en Tunisie publi\u00e9 jeudi cite le cas d’autres journalistes harcel\u00e9s, agress\u00e9s ou emprisonn\u00e9s pour avoir enqu\u00eat\u00e9 sur la corruption ou critiqu\u00e9 le pr\u00e9sident Zine El Abidine Ben Ali ou sa famille. Les accusations retenues contre eux sont vagues ou fabriqu\u00e9es de toutes pi\u00e8ces, comme celles de \u00ab\u00a0comportement insultant envers un officiel\u00a0\u00bb ou \u00ab\u00a0infraction aux crit\u00e8res de comportement correct\u00a0\u00bb, selon l’IPI. Le rapport cite notamment le cas de Taoufik Ben Brik, qui a purg\u00e9 en Tunisie une peine de six mois de prison pour violence et qui vit en France depuis sa sortie de prison en avril. Le journaliste, qui avait \u00e9crit des articles tr\u00e8s critiques sur le pr\u00e9sident tunisien, affirme avoir \u00e9t\u00e9 victime d’une manipulation visant \u00e0 le faire taire. Le processus de lutte contre l\u2019immigration clandestine en France bat son plein. Le gouvernement fran\u00e7ais ne baisse pas les bras dans la chasse des sans-papiers vivant sur le territoire fran\u00e7ais et \u00e9galement les personnes candidates \u00e0 l\u2019\u00e9migration. Les accords bilat\u00e9raux entre la France et les pays de l\u2019autre rive de la m\u00e9diterran\u00e9e se multiplient. La Tunisie ne d\u00e9roge pas \u00e0 la r\u00e8gle.\u00a0\u00a0 La Tunisie et la France viennent de conclure un accord bilat\u00e9ral de coop\u00e9ration destin\u00e9 \u00e0 lutter contre l\u2019immigration clandestine. Cet accord renforce l\u2019accord global dit de gestion concert\u00e9e des flux migratoire sign\u00e9 par les deux pays en avril 2008. L\u2019externalisation de la lutte contre l\u2019immigration clandestine devient le leitmotiv de la politique anti-immigration en France et en Europe. C\u2019est aux pays frontaliers de traiter ce type d\u2019immigration et de faire la traque aux candidats \u00e0 l\u2019immigration. La France, pays des droits de l\u2019homme et pourvoyeuse g\u00e9n\u00e9reuse\u00a0 apporte les \u00e9quipements et le mat\u00e9riel n\u00e9cessaire \u00e0 cette chasse et son aide au d\u00e9veloppement concernant les r\u00e9admissions dans leur pays d\u2019origine d\u2019immigrants ill\u00e9gaux pr\u00e9sents sur son territoire. Les deux ministres (tunisiens et fran\u00e7ais) ont plaid\u00e9 pour une immigration concert\u00e9e c\u2019est-\u00e0-dire une immigration qui r\u00e9pond \u00e0 la politique de l\u2019immigration choisie appliqu\u00e9e en France. En 2009, 300 tunisiens sur 9000 sont entr\u00e9s en France dans le cadre de cette loi. La FTCR, association issue de l\u2019immigration,\u00a0 n\u2019a de cesse de d\u00e9noncer la floraison de lois anti-immigr\u00e9es et les pratiques inhumaines qui en d\u00e9coulent. Les routes, les infrastructures, etc\u2026 Elles sont des dettes que nous contribuons \u00e0 leur remboursement par nos taxes et nos imp\u00f4ts comme les autres tunisiens ! Mais, ou elles sont nos \u00e9pargnes d\u00e9pos\u00e9es dans vos banques\u00a0 ? Elles contribuent de cr\u00e9er des industries ailleurs, et enrichir des entreprises d\u2019ailleurs ! et cr\u00e9er des milliers d\u2019emplois ailleurs ! <\/span><\/p>\n
Nous sommes pauvres mais nous ne sommes pas stupides, nous avons \u00e9tudi\u00e9 dans les m\u00eames universit\u00e9s, nous ne sommes pas des aveugles\u2026 nous voyons \u2026 nous observons, nous r\u00e9fl\u00e9chissons, nous avons opt\u00e9 pour le g\u00e9missement int\u00e9rieur et\u00a0 le silence ! Pourquoi ne pas faire comme dans les Mosqu\u00e9es. Puisque notre gouvernement tunisien d\u00e9tient la V\u00e9rit\u00e9. Pourquoi notre Ministre des Communications ne r\u00e9dige pas les articles, il peut les distribuer directement aux journaux tunisiens et internationaux… ? On \u00e9conomise beaucoup d’efforts, d’argents, de souffrances humaines,\u00a0 de budget que le gouvernement doit investir chaque ann\u00e9e pour encadrer, assister, surveiller, arr\u00eater et emprisonn\u00e9s, torturer ces pauvres journalistes.\u00a0 <\/span><\/p>\n
Puisque l\u2019information est toujours la m\u00eame chose\u00a0: \u00ab\u00a0Tout va bien en Tunisie ? On n\u2019a aucun probl\u00e8me ? Aucun tunisien dort sans manger ? Tout le monde travaille ? Tout le monde gagne de l\u2019argent des deux c\u00f4t\u00e9s ! notre \u00e9conomie va bien ! Aucun d\u00e9tournement d\u2019argent ! C\u2019est le plus beau pays en Afrique, nous sommes le \u00ab\u00a0number ONE\u00a0\u00bb ! <\/span><\/p>\n
Voil\u00e0 cher citoyen l\u2019image \u00e9ternelle de la Tunisie joyeuse depuis le 7 novembre \u2026 Est-ce qu\u2019on a besoin de journaliste pour nous confirmer ce qui est garantie\u00a0: \u00ab\u00a0Notre petit bonheur en clip, en spot, \u00ab\u00a0made\u00a0in Tunisia\u00a0\u00bb<\/b> ? et si tu n\u2019es pas heureux, tu n\u2019es pas un patriote, tu es tra\u00eetre \u00e0 la Patrie ??? Avec ses termes ton moral est d\u00e9moli \u00e0 jamais ??? et tu finiras par te voir comme un rat\u00e9 et tout le monde t\u2019exclura sauf ta m\u00e8re qui continuera de te supporter ? M\u00eame les membres de ta famille te fuiront, ils ne veulent plus de toi ? Tu n\u2019es rien pour eux, tu es un apostat ! Tu pr\u00e9f\u00e8res devenir un \u00abharag\u00bb et mourir en mer que de rester dans la honte et le m\u00e9pris ! Imaginez la Tunisie sans aucun journaliste\u2026 C\u2019est le paradis ! Tout sera enregistr\u00e9 d\u2019avance \u2026 les textes, les photos, les vid\u00e9os, les clips, les films, \u2026\u00a0 seront pr\u00e9par\u00e9s par des experts de la propagandes qui ont fait leurs \u00e9tudes doctorales \u00e0 l\u2019Universit\u00e9 du RCD. <\/span><\/p>\n
Plus je pense, plus je r\u00e9fl\u00e9chi, plus je deviens convaincu que ce gouvernement du RCD est le mieux plac\u00e9 pour nous informer \u2026 Puisque la majorit\u00e9 de nos journalistes sont devenus des poules mouill\u00e9s, ils ont couch\u00e9 longtemps avec le pouvoir, combien d\u2019enveloppes, ils ont re\u00e7u sous la table ? Combien de petits privil\u00e8ges ils ont obtenu ? Combien de coup tordu ils ont donn\u00e9 \u00e0 leurs confr\u00e8res ?\u2026 Qu\u2019est-ce qu\u2019ils ont fait depuis 1987 ? Ils ont soutenu \u00e0 tour de bras le pouvoir en place \u2026 ! \u00c0 part une petite minorit\u00e9 que le pouvoir RCDiste l\u2019a marginalis\u00e9, puis l\u2019a \u00e9cras\u00e9 et \u00e0 la fin il l\u2019a crucifi\u00e9\u2026 <\/span><\/p>\n
Pourquoi garder une zone grise, pourquoi ne pas clamer haut et fort que nous n\u2019avons plus de journalistes en Tunisie ? Pourquoi ne pas mettre au pied du mur le gouvernement du RCD et montrer au peuple tunisien et \u00e0 la face du monde aussi sa vraie nature ? Le gouvernement du RCD a r\u00e9ussi de nous inculquer la \u00ab\u00a0pens\u00e9e unique\u00a0\u00bb. Tant qu\u2019\u00e0 faire, pourquoi ne pas abolir le m\u00e9tier de journaliste en Tunisie\u00a0 et le remplacer par un autre job plus noble qui se nomme \u00abSabbab, Tabal\u00a0et Chayad\u00bb !<\/span><\/p>\n

Il\u00a0passe la nuit au bord du ferry Carthage<\/em>, qui a quitt\u00e9 le Port de Marseille<\/em> ce jeudi 8 juillet, \u00e0 13h00. So arriv\u00e9e au Port de La Goulette<\/em> est pr\u00e9vue demain vendredi 9 juillet \u00e0 09h00 du matin, heure de Tunis.<\/span><\/p>\n

Nationalism and the long road to the Caliphate<\/font><\/h3>\n

Almost 70 years has elapsed, since the last major conflict erupted in the West, which ended in 1945. All the signs indicate peace is likely to continue, as ties between the Western nations are strengthened through various treaties, reinforcing their allegiance to a common set of values. Europe in particular, there exists is a momentum towards greater unification; the European Union (EU) has evolved from the European Economic Community (EEC) that was formed back in 1957. After the recent ratification of the Lisbon Treaty, the EU has passed another milestone.<\/font><\/span><\/p>\n
Note the pace of unity in Europe has taken into account the desire of each nation to maintain its national identity; without coercion or any form of threat or intimidation, they relinquish part of their sovereignty, for the greater good. This notion issue of pooling some national sovereignty for benefit was raised by former Conservative foreign secretary, Francis Pym, a proponent for European Union. In his book, \u201cThe Politics of Consent\u201d, he argued national sovereignty was less about territorial or national integrity, much more about the ability of a nation to determine the welfare of its own citizen. <\/font><\/span><\/p>\n
After the demise of the Iron Curtain, the EU has continued to expand to incorporate the former Eastern European block countries. In addition to economic benefits, such expansion ensures the old fault lines of religion and ethnicity does not cause instability, which happened after the breakup of Yugoslavia. The West ended the conflict in 1995 through the Dayton peace accord. Now, Croatia and Macedonia are set to become part of the EU, for sure, Bosnia and Serbia will follow in the future.\u00a0 Germany has also signed a historic peace accord with Russia, turning a new chapter as they look to end the historic animosity between the two nations. <\/font><\/span><\/p>\n
From Napoleon to Hitler, history tells us nationalism is the fuel of nation states, and one of the primary factors for causing numerous bloody wars. Yet, the nation states of Europe, USA, Canada, Russia and others have managed to maintain close ties, and avoid conflicts. \u00a0Therefore, what has changed over the last 70 years in the West? This paradoxical behaviour can be attributed to the following reasons: <\/font><\/span><\/b><\/p>\n
\n
With scientific advances, the ability to cause mutual destruction has increased significantly, making war very costly to all sides. This was recognised by the West after the First World War. Europe lamented on the mass casualties caused by the use of explosives, mustard gas, air raids, machine guns, and especially the gruesome trench battles, the most notable was the battle of the Somme. They said \u2018never again\u2019 and formed the \u201cLeague of Nations\u201d which was supposed to prevent future wars. The organisation failed, and subsequently the Second World War was ignited, which ended with the Americans dropping the Atom bomb on the Japanese cities; this finally made the point about cost of wars. No wonder, the Third World War was a cold one. <\/font><\/span><\/li>\n
The experience of the great wars also propelled the West to find a solution to avert future wars; the obvious remedy was to forge unity amongst nations through establishing multilateral treaties and economic blocks. The creation of common market brings mutual economic benefit and in turn creates political stability. It generates opportunities for everyone. For example, those nation facing labour shortage, which is a crucial factor for economic growth, could access the labour force from other countries, where they may have been out of work. This in turn stimulates the local and the regional economy. Instead of fighting for spoils, the West has learnt to work together and share the benefit. Multinationals companies in someway reflect that ethos.\u00a0 <\/font><\/span><\/li>\n
At a political level, the Western democracies have been able to create stable government that is held accountable to the masses, where the rule of law prevails; it may not be perfect, but there is no other example in the world that can rival their record of accomplishment, since the end of Second World War. This helped to create internal stability, enabling the nations to forge a common ideological outlook and unify. \u00a0<\/font><\/span><\/li>\n<\/ul>\n
It seems the West has finally managed to tame primitive nationalism. Even countries like India with many racial groups, languages and religions has been relatively successful in maintaining unity, in comparison to the more monolithic Muslim nations of Pakistan, Bangladesh and Afghanistan. <\/font><\/span><\/p>\n
In contrast, the Muslims nations have failed miserably, where primitive nationalism is so pervasive that they cannot unify even on nationalistic grounds. \u00a0For example, the Arab League could not unify the Arabs at any level. Egypt did not think twice to abandon Arab unity and signed the peace treaty with Israel in 1979; similarly, the Arab nations sided with the US forces during the Iraq war, legitimised as American \u2018Jihad<\/i>\u2019 no doubt! The ordinary Kuwaitis were waving and kissing the American flag, thanking the American \u2018Mujahideen\u2019<\/i> for expelling Saddam Hussein\u2019s army. Then collectively they imposed the brutal economic sanction on Iraq. After the removal of Saddam Hussein, Iraq split along racial and sectarian lines. The Palestinians to date are helpless, whenever the Israelis decide to slaughtered them, the entire Arab world remain spectators, issuing condemnation after condemnation.\u00a0 <\/font><\/span><\/b><\/p>\n
Elsewhere in the Islamic world, its the same story, the bearded Afghanis sided with the Kafir <\/i>(disbeliever) Americans, and fought the fellow Muslims of Pashtun origin (Taliban). Of course, they will argue it was the American \u2018Mujahideen\u2019 helping them against the Kafir <\/i>Taliban! East Pakistan seceded to become Bangladesh, after it could no longer maintain unity with West Pakistan. The Turks and the Kurds has been fighting a similar battle for decades. Recently, the barbaric killings driven by primitive nationalism was seen in Kyrgyzstan. One can go on listing numerous other conflicts amongst Muslims propelled by nationalism and intolerance of other racial groups. This is an irony given that nationalism contradicts the Islamic teachings, which demands that Muslims live as a unified body under one ruler: the caliphate. This is challenge, how do the Muslim nations overcome these nationalistic barriers and forge unity. <\/font><\/span><\/p>\n
There are those who are oblivious to the real world, and ignorant of the history of the Caliphate, they purport that only the Caliphate will magically being about unity and remove nationalism. This is a poor assumption, as the history of the Caliphate shows otherwise. From the very early phase, the forces of nationalism was active, the battle between Muawiyah and Ali (ra) echoed the old rivalry between the two clans of, Banu Hashim and Banu Umayya. Muawiyah probably carried nationalistic sentiment as a late convert to Islam, who saw the supremacy of Islam, linked with the ascendency of Banu Hashim over his tribe. Otherwise, he was destined to become the leader of Mecca. In addition, Ali had killed many prominent family members of the Banu Umayya during the earlier battles. Thus, most of the clans from Banu Umayya fled to Damascus, and joined Muawiyah to raise the revolt against Ali (ra) of Banu Hashim. <\/font><\/span><\/b><\/p>\n
After the death of Ali (ra), Muawiyah and his son Yazid plotted to suppress the Banu Hashim clan; this policy led to the killing of the grandson of the Prophet at Karbala, concurrently the other prominent companions from Banu Hashim were silenced and confined to Medina. This paved the way for Banu Ummayh to dominated to dominate the Caliphate, so the Umayyad dynasty as born. Subsequently, they were succeeded by the rival Arab dynasty, the Abbasids, whose roots can be traced back to Banu Hashim.<\/font><\/span><\/p>\n
The Arab Caliphate only produced Arab rulers, their outlook towards the non-Arab Muslims was coloured with prejudice, to the extent that non-Arab Muslims were made to pay the Jizya<\/i> tax at one point that is reserved for non-Muslims. Tariq Bin Ziyad, the Berber Muslim general who conquered Spain was humiliated by the Arab Caliph of Damascus. Eventually, a costly civil war erupted between the Arab rulers and the Berbers of North Africa; otherwise, the frontiers of Islam would have reached the Scandinavian countries. The Ottomans were no different; they only produced Turkish rulers from their family, in the later phase they even gave primacy to the Turkish language over the Quranic Arabic texts.<\/font><\/span><\/p>\n
There is no specific textual evidence that illustrates how the current Muslim nations can forge unity. One cannot cite the Prophet\u2019s reign, as he was the de facto leader of all Muslims. Nobody could setup a rival state without giving disobedience to the Prophet; therefore, at that time disunity was not possible without committing a grievous sin or apostasy. Therefore, one can only refer to historical examples as a guide. However, are there any examples of Muslims countries unifying with the Caliphate \u2018willingly\u2019? Unfortunately, the initial fragmentation of the Caliphate increased with the passage of time.<\/span><\/span>Any subsequent unification was brought through the use of force, and such methods will not work today for two reasons: <\/span><\/b><\/font><\/p>\n
Firstly, the cost of war has increased substantially; it will be detrimental to the Muslims as a whole, the costs will outweigh the benefits. \u00a0<\/font><\/span><\/b><\/p>\n
Secondly, such unification will be short term, as the masses today are far more informed and politically aware; thus, unlikely to accept the authority of another nation. \u00a0\u00a0\u00a0\u00a0<\/font><\/span><\/b><\/p>\n
The test of human history shows nationalism will not be eradicated, but it can be contained, as the West has done gradually over the last 70 years, and the Caliphate did in the early years. If states with a nationalistic ideology can unify, surely the Muslims should be able to achieve the same with ease, because the Islamic teachings commands the believers to unify and discard nationalism. <\/font><\/span><\/p>\n
Many will point to the failures of organisations like the OIC (Organisation of Islamic Countries), but this can be largely attributed to the leadership of the post-colonial generation. As the new generation of leaders emerges in the Islamic world, unification will be easier if there is a collective effort. Like the unification of European countries, this has to be achieved gradually by setting modest objectives, and continue to build on their experience. If the nations cannot cooperate at a basic level, then to expect the nations to merge instantly is the height of naivety. <\/font><\/span><\/p>\n
The Islamic movements and activists should act as a catalyst by gradually introducing Islam in society and government, based on Islamic teachings they should promote the concept of electing rulers who will be held accountable to the masses, where the rule of law prevails. In each country these movements should encourage their respective governments to strengthen their ties and start to pool some of their sovereignty for the collective benefit, with the ultimate aim of producing a single Caliphate.<\/font><\/span><\/p>\n
