Ag\u00e9 de 26 ans maitrisard en ch\u00f4mage depuis qu\u2019il a quitt\u00e9 l\u2019universit\u00e9, mohamed bouazizi a choisi de se mettre \u00e0 son compte en vendant \u00e0 la sauvette quelques l\u00e9gumes et des bricoles afin de subvenir \u00e0 sa famille et son fr\u00e8re handicap\u00e9. La police municipale a essay\u00e9 depuis quelques jours de le d\u00e9loger de cet endroit et lui a enlev\u00e9 la bascule et lui a renvers\u00e9 son \u00e9talage !! Le 17 courant, la police municipale en grand renfort s\u2019acharne contre lui (le r\u00e9cidiviste !) Lui renverse l\u2019\u00e9talage de ses l\u00e9gumes et le gifle en public. Mais, mohamed, apr\u00e8s cette nouvelle agression se dirige vers le gouverneur repr\u00e9sentant du pr\u00e9sident de la r\u00e9publique, dans l\u2019espoir d\u2019\u00eatre re\u00e7u et informer l\u2019autorit\u00e9 r\u00e9gionale de ce qui s\u2019est pass\u00e9. La garde l\u2019a emp\u00each\u00e9 et lui a refus\u00e9 tout acc\u00e8s. Face \u00e0 ce refus, mohamed s\u2019immole par le feu devant la pr\u00e9fecture et actuellement il est dans un \u00e9tat tr\u00e8s grave entre la vie et la mort au centre des grands brul\u00e9s \u00e0 Tunis. L e lendemain 18 d\u00e9cembre toute la soci\u00e9t\u00e9 civile d\u00e9cide de manifester et des centaines de jeunes en ch\u00f4mage ont saccag\u00e9 la maison du parti au pouvoir mais ont r\u00e9ussi \u00e0 sauvegarder les grandes surfaces situ\u00e9es tout pr\u00e9s !! Aujourd\u2019hui la ville est d\u00e9serte et est occup\u00e9e par la brigade anti-\u00e9meute renforc\u00e9e par des troupes de police des r\u00e9gions limitrophes. Nous rappelons que la ville de sidi bouzid a connu d\u2019autres \u00e9v\u00e9nements cette ann\u00e9e. Des centaines de petits agriculteurs de la ville de regueb (sidi bouzid) ont manifest\u00e9 contre la mise en vente de leurs terres hypoth\u00e9qu\u00e9es par une banque. La r\u00e9ponse du pouvoir a \u00e9t\u00e9 de les disperser par les bombes lacrymog\u00e8nes  Notre parti \u00ab Tunisie Verte \u00bb d\u00e9clare sa solidarit\u00e9 avec le jeune mohamed bouazizi et sa famille et demande l\u2019ouverture d\u2019une enqu\u00eate pour traduire en justice ses agresseurs. Atteint de brulures graves le jeune Bouazizi a \u00e9t\u00e9 admis \u00e0 l\u2019h\u00f4pital des grands brul\u00e9s de Ben Arous. Face \u00e0 cet acte de d\u00e9sespoir et face au refus consternant des autorit\u00e9s de r\u00e9pondre aux probl\u00e8mes de ces jeunes ch\u00f4meurs dipl\u00f4m\u00e9s, des habitants de la ville se sont r\u00e9unit devant le gouvernorat et ont organis\u00e9 un sit-in pacifique. Le lendemain samedi 18 des heurts ont oppos\u00e9 des forces de l&rsquo;ordre \u00e0 des manifestants qui protestaient contre le silence ahurissant de tous les dirigeants tunisiens ainsi que des m\u00e9dias officiels et proches du pouvoir. Les incidents se sont \u00e9tendus \u00e0 plusieurs zones de la ville et se sont poursuivis durant le\u00a0 samedi en fin de journ\u00e9e et jusqu\u2019\u00e0 la nuit du dimanche lundi. Les forces de l\u2019ordre aid\u00e9es par de grand renforts ont proc\u00e9d\u00e9 \u00e0 une grande vague d&rsquo;arrestations et ont organis\u00e9 un blocus autour de la ville.  Le journaliste Zouha\u00efer Makhlouf correspondant du site d\u2019Assabilonline\u00a0 qui s\u2019appr\u00eatait \u00e0 se rendre \u00e0 Sidi Bouzid pour couvrir les \u00e9v\u00e9nements a \u00e9t\u00e9 victime d\u2019une agression sauvage, perp\u00e9tr\u00e9e par des agents de la police politique qui l\u2019ont attaqu\u00e9 devant sa maison, sous les yeux de son \u00e9pouse et de sa petite fille qui a \u00e9t\u00e9 traumatis\u00e9e m\u00eame apr\u00e8s le d\u00e9part des agents. Face \u00e0 la brutalit\u00e9 des forces de l\u2019ordre et les dizaines d\u2019arrestations, les manifestations de protestations ont continu\u00e9 le dimanche surtout dans les quartiers populaires. Les syndicalistes ont tenus\u00a0 une r\u00e9union au local de l\u2019Union R\u00e9gionale du Travail. Il a \u00e9t\u00e9 d\u00e9cid\u00e9 dans la foul\u00e9e d\u2019organiser une marche de protestation afin d\u2019exiger la lib\u00e9ration des personnes arr\u00eat\u00e9es. Cette marche s\u2019est dirig\u00e9e vers le gouvernorat. Un comit\u00e9 r\u00e9gional de suivi de la situation \u00e0 Sidi ouzid a \u00e9t\u00e9 cr\u00e9e. La FTCR pr\u00e9sente tous ses v\u0153ux de rapide gu\u00e9rison et de r\u00e9tablissement \u00e0 Mohame Bouazizi , dipl\u00f4m\u00e9 de l&rsquo;universit\u00e9 ch\u00f4meur, et seul soutien de famille, la r\u00e9gion de Sidi Bouzid compte un taux \u00e9lev\u00e9 de ch\u00f4mage parmi les promus de l&rsquo;enseignement sup\u00e9rieur. Elle lui exprime tout son soutien. Elle d\u00e9nonce la brutalit\u00e9 des forces de l\u2019ordre qui continuent \u00e0 maltraiter la jeunesse de la Tunisie ; elle demande la lib\u00e9ration de tous les emprisonn\u00e9s \u00e0 la suite de ce mouvement. La FTCR est solidaire de la lutte des habitants de Sidi Bouzid pour l\u2019emploi, la dignit\u00e9 et le d\u00e9veloppement durable. La FTCR salue la lutte de la jeunesse et des syndicalistes qui refusent la politique ultra s\u00e9curitaire du pouvoir tunisien, incapable\u00a0 de mettre en place des plans de d\u00e9veloppement dans les r\u00e9gions oubli\u00e9es comme Sidi Bouzid. Le militant politique Atia Othmani a fait \u00e9tat d\u2019une tension extr\u00eame et d\u2019accrochages permanents entre les forces de police et les citoyens dans les quartiers populaires. Othmani a fait \u00e9tat de la constitution d\u2019un comit\u00e9 r\u00e9gional de suivi de la situation \u00e0 Sidi Bouzid et il a dit que le secr\u00e9taire g\u00e9n\u00e9ral de l\u2019Union R\u00e9gionale du Travail s\u2019\u00e9tait engag\u00e9 \u00e0 faire lib\u00e9rer les d\u00e9tenus. Il a ajout\u00e9 que le nombre de ces derniers \u00e9tait inconnu mais qu\u2019il \u00e9tait \u00e9valu\u00e9 \u00e0 soixante dix ou quatre vingt personnes au minimum. Une autre source a affirm\u00e9 que les citoyens en col\u00e8re avaient d\u00e9truit hier le local du comit\u00e9 de coordination du Rassemblement D\u00e9mocratique Progressiste de la ville et avait mis en pi\u00e8ces des voitures des membres du comit\u00e9. La source a ajout\u00e9 que de nombreux ch\u00f4meurs avaient escalad\u00e9 hier un poteau \u00e9lectrique et menac\u00e9 de se suicider collectivement. Pour sa part, Atia Othmani, membre du bureau politique du Parti D\u00e9mocratique Progressiste, a affirm\u00e9 que le d\u00e9clenchement des \u00e9v\u00e9nements \u00e0 Sidi Bouzid refl\u00e9tait la crise politico-\u00e9conomique de la r\u00e9gion. On se rappelle que les r\u00e9gions du bassin minier de Gafsa, et de Ben Gardane avaient connu des \u00e9v\u00e9nements similaires respectivement en 2008 et 2010. Les services en question lui ont demand\u00e9 de d\u00e9placer son activit\u00e9 ailleurs. Toutefois, la personne concern\u00e9e a refus\u00e9 de se conformer aux r\u00e8glements sus-indiqu\u00e9s et a insist\u00e9 \u00e0 rester dans cet endroit. Lorsque les agents municipaux ont tenu \u00e0 appliquer la loi, le vendeur s&rsquo;est obstin\u00e9 dans son refus et a tent\u00e9 de se suicider en s&rsquo;immolant par le feu. Witnesses said several hundred youths gathered in the city of Sidi Bouzid, about 200 km (125 miles) south-west of the capital Tunis, late on Saturday. The Observatory has been equally informed that a police checkpoint near the venue of the assembly did not allow Judge Hamadi Rahmounui, member of the Higher Administrative Commission to join the assembly after he reached the suburb (23 kms north of Tunis). Judge Rahmouni was not allowed to enter the hotel venue where the assembly was held. He was informed that orders from central authorities clearly gave instructions not to allow him to attend the assembly. A number of other \u201cunwelcomed\u201d participants have equally been denied access to the assembly\u2019s venue by police checkpoints\u00a0  The observatory strongly condemns such practices affecting the rights and sovereignty of judges insisting that denying legal representatives the right to attend the assembly of an independent association contradicts the authorities\u2019 claim that the problems of the association are internal conflicts and proves the involvement of authorities in the ousting of the legal committee. Introduction <\/strong><\/div>\n<div align=\"left\">Let me start by thanking Nawaat for collecting and posting these cables in the first place. That is a public service. It is only through reading them, discussing, analyzing them that the fog around them begins to clear.  At the outset let us also remember that of 251,000 or so cables that \u2013 as of this writing \u2013 a little less than 700 have been released or .002 % of those Wikileaks has released. Not much. It is important to remember the process. WikiLeaks divided the number between 5 news outlets and then let the news outlets decide what to release to the public. What <em>El Pais<\/em> or the New York Times releases is what they want to release. The releases are selective and therefore can be used to create a certain spin, a certain reality. The leaks are not \u201clies\u201d \u2026or what is referred to as \u201cblack propaganda\u201d, but are instead \u201cgray propaganda\u201d\u2026one releases a part of the picture, holding back in this case what seems to be the lion\u2019s share\u2026thus public opinion can be manipulated.  And in the case of the cables leaked to the New York Times, it turns out that the documents went through a further filtering process, as the Times submitted what it wanted to publish to the State Department!! for approval. So it is only U.S. State Department approved cables that have seen the light of day in the NY Times. Not exactly the stuff of which the famous Pentagon Papers was made.. Of course the different news outlets have different things they want to expose, hide and in the end it is the Spanish and English sites which seem to be embarrassing the US a bit more (from what I have seen to date), while the U.S. site, the Times has focused on creating the impression that all the Arab countries would like the U.S. to attack Iran (much to Israel\u2019s pleasure). That having been said, many of my friends are \u201cambivalent\u201d about the release of the documents, they feel the process is not controlled enough, does not have enough focus, some \u201cinnocents\u201d (or not-so-innocents) will be hurt. I don\u2019t share this view at all. WikiLeaks has provided a valuable service to the world. More and more countries want to conduct their foreign policy in secrecy, away from the eyes of the public. And it is foreign policy conducted largely in secrecy that leads to different forms of totalitarianism. \u201cThe need for secrecy\u201d essentially provides a veil for corporate and state crimes. The kind of shallow jingo-istic hysteria which seems to be permeating the U.S. body politic at this moment is merely an excuse to take censorship here to yet another level. So three cheers for WikiLeaks, for Assange. I praise his courage and hope that the hysteria that has greeted the cable release here in the USA will die down and that cooler heads will prevail <strong>2. Tunileaks, a broad framework<\/strong> I know that is a long introduction to the Tunisian cables and the question at hand, but I think it important to place the discussion within such a broad framework.  For example, from what I can tell, it is not the New York Times that has revealed anything about the US-Tunisia relationship, it has been the Guardian of London and <em>El Pais<\/em> of Spain. This is curious. What to make of it? An attempt to embarrass the US in its N. Africa policy? Perhaps\u2026there is a certain competition for Algerian natural gas between Spain and the U.S., there are voices in UK, especially at the Guardian have been critical of U.S. Middle East and N. Africa policy since September 11, 2001. How do such things play into the release of the documents. Dunno, but it would be a bit foolish to think that some strategic considerations (if only to embarrass the U.S.) are not at play.  I have now read the Tunisian cables \u2013 the ones you have provided at Nawaat \u2013 through, three times. There are certain themes which stand out, others which appear to be omitted. My first impression, which I have written and spoken about is that there was less there than meets the eye, ie, that they were not so interesting except for a few details here and there, that pretty much everything in the cables was certainly common knowledge to most Tunisians, and to those who, for various reasons, follow developments in Tunisia closely. \u00a0<\/div>\n<div align=\"left\">\n<ul>\n<li>Most just gossip, ie, that Nesrine Ben Ali El Materi is \u201cnaive and clueless\u201d, <\/li>\n<li>or that her husband Mohammed Sakia El Materi feeds his pet tiger in Hammamet four chickens a day (but are the chickens organic!), <\/li>\n<li>or that Imed and Moaz Trabelsi are addicted to stealing yachts from French bankers and painting them over, the way that mafia\u2019s here in the USA steal and dissemble cars, etc, etc. <\/li>\n<\/ul>\n<\/div>\n<div>Juicy reading perhaps, but less than meets the eye at first glance until such remarks are put in context.  Even the more substantial stuff, was, with a few exceptions (the shopping list the Tunisian military would like get as U.S. aid), \u201cnot new\u201d : \u00a0<\/div>\n<ul>\n<li>the general state of the country<\/li>\n<li>the corruption of the economic sector that seems to know no bounds of those closest to the Ben Ali and Trabelsi families in economic matters,<\/li>\n<li>the intensified levels of repression against journalists, social movements (students, trade unions) that has reached epidemic proportions <\/li>\n<li>the impact of the social uprising in Redeyef in 2008. <\/li>\n<\/ul>\n<div>We could have found out about all of this \u2013 and most of us did \u2013 elsewhere. No not much of this was new,\u2026the ambassador would have done better reading Le Monde, Liberation or Nawaat to be honest. After first reading the documents, a distinct sense was that the embassy, in reality, does not know that much about Tunisia. It has little feeling or understanding for what is going on \u201con the ground\u201d; while aware of the growing discontent and social movement there seems to be little or know contact or even interest in speaking to people outside of narrow government circles. And for its part, it appears that the Tunisian government (like many others) is not particularly forthcoming to American authorities, as if to hide as much as possible. In these cables, the Tunisian government gives the American embassy as little as is possible. Embassy contacts with independent voices are severely restricted. But what surprises me, is the willingness of State Department reps to accept these limitations! The Tunisian authorities seem to know how to play U.S. paranoia about Islamic fundamentalism, overstate \u201cthe Iranian threat\u201d\u2026ie, giving the State Department what they want to hear to elicit aid and modern weaponry.  Now the suggestion that all is not well in the US-Tunisian relationship is, I would argue, very serious stuff. More on this below. All that is not \u201cnew\u201d, but it does have some substantiate many things that both Tunisians and others have thought about what is going on in the country: \u00a0<\/div>\n<ul>\n<li>that the place is corrupt today almost beyond belief,<\/li>\n<li>that the human rights abuses are getting worse \u2013 the torture, the forced detention, the atmosphere of fear that permeates the countries beyond the hotels and beaches of Sousse,<\/li>\n<li>that the \u201ceconomic miracle\u201d is something less than that. <\/li>\n<li>Or put another way, that the U.S. State Department has become aware of the many-sided crisis which has been perculating in Tunisia for a long time, and which has these past few years exploded into a general crisis of society, so much so that not even the U.S. State Department \u2013 which has known about it all along \u2013 can any longer avoid. The cat is out of the bag. The cables substantiate this. <\/li>\n<\/ul>\n<div>And something else is going reading between the lines, a kind of dangerous dance that on some level the two sides are both aware of: it is as if the State Department is probing Ben Ali: are you still useful to us, they seem to be asking. And he is responding, \u201cwhy yes, of course\u2019. Tunisian authorities are somewhat defensive, nervous one would say and while the US ambassadors are not particularly rude, they are actually \u201cdiplomatic\u2019, they have made mild criticisms to Ben Ali himself, to the Tunisian foreign secretary. And the cables themselves make the situation clear: all is not well in the relationship. <strong>3.What is \u201cthe problem\u201d for U.S. Tunisian policy?<\/strong> Not that complicated. No the Obama Administrations has few illusions about Ben Ali. Remember even what I would describe as our least eminent president, George Bush, found it necessary to make a public criticism of Ben Ali to his face not that long ago! The problem is this: the U.S. would like to see change in Tunisia, but only that change that supports the status quo; the cables suggest that Washington no longer cares that much about Ben Ali today nor sees him as particularly effective in helping realize US strategic goals, but they are concerned with who might replace him. That is the problem\u2026 those damned reformed movements! You can never tell which way they will go and if they will, either economically or strategically go off in another direction. After all, look at those Latin Americans \u2013 Ecuadorians, Venezualans, even Brazil, Bolivia and Chile all seeking their own path to development, snubbing the World Bank, IMF etc. An \u201cuncontrolled\u2019 reform in Tunisia could well have consequences far behind the little country itself\u2026thus one must (or the State Dept. must) tread carefully. The State Department seems to be probing a suitable replacement, one that will follow the broad guide lines of U.S. foreign policy (privatization and openness of the economy, support for the war on terrorism) and for Tunisia to play a role in U.S. strategic and military goals (they have merged) in the Middle East and North Africa. It would do Tunisians, even Ben Ali (!) well to recall how many U.S. allies different American adminstrations have discarded\u2026the list is long and I will only mention a few \u2013 the Diem regime in the 1960s, Noriega of Panama \u2013 first a key U.S. ally, now rotting in a jail in Florida, the most famous ally-turned-enemy Bin Laden, Marcos of the Philippines. Although Habib Bourguiba bent the national will to accommodate the United States in many ways, in the end, it didn\u2019t seem to matter. He had carefully cultivated U.S. support from the outset, even during the colonial period as a wedge against the French, and did so brilliantly. I have little doubt that the presence of the Peace Corps in Tunisia (in which I participated so long ago) was a concession to the U.S. made specifically to irritate the French (which it did). In any case, Bourguiba thought all that cowtowing to Washington would keep Tunisia safe from some kind of U.S. (and or Israeli) military action. But then there was the Israeli strike on the Palestinian headquarters in Tunis, something that was inconceivable without U.S. approval. Reagan didn\u2019t hesitate to turn on Bourguiba when he thought it necessary. It left Bourguiba extremely bitter; it also revealed how \u201cflexible\u201d Washington could be with allies they no longer felt useful, and that such figures are \u201cexpendable\u201d. Add to this that ile it is unclear, just how involved the U.S. was with the coup that unseated Bourguiba in 1987, it has to be a bit more than coincidental that Ben Ali got some of his police training in the USA. <strong>4. An alternative to Ben Ali?<\/strong> At a certain point reading the cables, it occurred to me: they\u2019re looking for an alternative to Ben Ali, they think \u201chis goose is cooked\u201d and are probing Tunisian society to find a viable alternative.  Admittedly this is just a hypothesis, and here I am sitting in Denver, high in Rockies, speculating about Tunisia. But reading the cables over, it comes through loud and clear. How so? \u00a0<\/div>\n<ul>\n<li>In the cables there is open admission of the overall crisis in Tunisian society, and the opposition to Ben Ali and the Trabelsi family. <\/li>\n<li>The events of Redeyef in 2008 are noted with the fear that it might just be the opening salvo of a deeper social crisis that the US should prepared for <\/li>\n<li>There are several notes that the US \u201ccannot do anything\u201d until the \u201cpost Ben Ali\u2019 era opens. That relations with Ben Ali are jog jammed at present<\/li>\n<li>But in its own way, the dinner with Sakhi and Nesrine Ben Ali Materi was not as vapid, or empty as I suggested above. It seems that the U.S. ambassador was feeling Materi out\u2026as a possible replacement for his father in law. Materi impresses the ambassador that the censorship of the Tunisian media is \u201ctoo much\u201d, he suggests that his media (he owns one of the country\u2019s two radio stations) is not afraid to hear critical voices. On Middle East policy \u2013 Israel-Palestine, Iran, Iraq \u2013 he basically follows U.S. foreign policy to the letter. Even the comments about Nesrine are interesting. If she is \u201cnaive and clueless\u201d perhaps she will not play the kind of nefarious role of running her husband as Leila Trabelsi has with Ben Ali! <\/li>\n<\/ul>\n<div>Did the ambassador \u201cdecide\u201d that Sakhi Materi \u201cshould\u201d replace his uncle Ben Ali\u2026No, that is not how things work. I would guess the ambassador is \u201cshopping around\u201d, getting a feel for who within Tunisia\u2019s ruling circles might cooperate with U.S. policy and if and when \u201cthe right moment\u201d presents itself, that the U.S. would \u201cencourage\u201d one of a number of \u201ccandidates\u201d for power. And of course the French and probably the British and a number of other foreign embassies are doing precisely the same thing. Afterall, the few reports we get about Ben Ali, that he has cancer, that he spends an inordinate amount of time with grand children, that the Ben Ali and Trabelsi families run not only the economy today (and are frantically trying to buy up, steal what they don\u2019t own, also in preparation for a change in power?) and that Zine Ben Ali is showing signs of senility not unlike Bourguiba manifested in 1986.  So\u2026 the vultures are swarming\u2026 That is what a careful reading of the WikiLeaks documents suggests. Does they scream it out loud? No\u2026 but re-read the cables and see if I am off the mark? Las revelaciones de wikileaks han convencido a varios sectores democr\u00e1ticos a reunirse para encontrar alternativas. En una capital europea van a encontrarse pr\u00f3ximamente representantes del movimiento tunecino Ennahda, cuyo l\u00edder Rachid Ghanuchi se encuentra exiliado en Londres, con miembros de las otras formaciones opositoras como el Consejo Nacional por las Libertades (CNL) que dirige el m\u00e9dico Moncef Marzouki. En la oposici\u00f3n intransigente se sit\u00faan adem\u00e1s del CNL, el <b>Partido Obrero Comunista<\/b> tunecino, el Congreso por la Rep\u00fablica, y varias asociaciones de defensa de las libertades. <\/font> <font face=\"Arial\" size=\"2\">Sin embargo la novedad est\u00e1 en el hecho de que otros movimientos mas moderados, algunos de ellos legales en T\u00fanez y con representaci\u00f3n parlamentaria, como el Tajdid, el <b>Partido Democr\u00e1tico Progresista<\/b> o el Foro Democr\u00e1tico por el Trabajo y las Libertades, comienzan a tener el mismo lenguaje que la oposici\u00f3n radical. El nivel de corrupci\u00f3n que afecta a la c\u00fapula del Estado y la crisis econ\u00f3mica que est\u00e1 desmoronando el modelo social del que T\u00fanez se ha alardeado durante a\u00f1os, no dejan lugar a las ilusiones reformistas.<\/font> <font face=\"Arial\" size=\"2\">Mientras que en el seno del movimiento islamista Ennahda, se est\u00e1 imponiendo la tendencia moderada, entorno al dirigente Moncef Marzouki se nuclea la oposici\u00f3n intransigente. \u201cYo soy partidario de una ruptura radical con el sistema. Hace falta una revpluci\u00f3n integral en <b>T\u00fanez<\/b>, un cuestionamiento del r\u00e9gimen. Y eso s\u00f3lo se puede hacer con una movilizaci\u00f3n pac\u00edfica pero radical\u201d, declar\u00f3 a El Imparcial Marzouki. En un tono m\u00e1s moderado se han expresado los l\u00edderes islamistas de Ennahda en Francia, que han confesado a este peri\u00f3dico que no quieren repetir los errores del pasado. \u201cEnnahda es el movimiento que tiene m\u00e1s capacidad de movilizaci\u00f3n y de arrastre en el pa\u00eds, y no queremos que el poder vuelva a reprimir a nuestros militantes como lo hizo en los a\u00f1os 90\u201d. Ennahda es partidario de un gran frente de alternativa democr\u00e1tica, abierto a la posibilidad de presentarse a las Elecciones pol\u00edticas en Tunez. \u201cSabemos que el r\u00e9gimen no lo va a permitir. Pero si aceptase que nos presentemos legalmente a las Elecciones, estar\u00edamos dispuestos a hacerlo\u201d. <\/font> <font face=\"Arial\" size=\"2\">De cualquier manera, la oposici\u00f3n tunecina es consciente de su poco peso debido a la fragmentaci\u00f3n entre ellos y a la omnipresencia del aparato policial del r\u00e9gimen. Sin embargo comienzan a revelarse las fisuras en el seno del poder. Cuatro a\u00f1os antes de que se organicen nuevas Elecciones presidenciales, en el entorno del Presidente <b>Zine el Abidine Ben Ali<\/b>, se acentuan las divergencias sobre el alcance de las mismas y las modalidades de modificaci\u00f3n de la Constituci\u00f3n necesaria para que el actual Jefe del estado repita mandato. En 2014 Ben Ali tendra 78 a\u00f1os, y la Constituci\u00f3n fija la edad m\u00e1xima en 75. <\/font> <font face=\"Arial\" size=\"2\">Aunque sobre la necesidad de revisar la <b>Carta Magna<\/b> parece haber acuerdo, no lo hay sobre la duraci\u00f3n del mandato. El ministro consejero presidencial Abdelaziz Ben Dhia es favorable a mantener el quinquenio actual, mientras que la estrella montante, el consejero pol\u00edtico Abdelwaheb Abdal\u00e1, aliado del clan de la esposa del Presidente, propone prolongarlo hasta siete a\u00f1os; y en caso de que el Jefe del Estrado no pueda seguir ejerciendo el poder, se forme un Directorio de transici\u00f3n. Seg\u00edn la Constituci\u00f3n actual esta tarea incumbe al presidente del Parlamento. <\/font> <font face=\"Arial\" size=\"2\">Los rumores sobre la posible incapacidad para ejercer el poder por parte del Presidente \u2014 similar al caso que ces\u00f3 a Habib Burguiba con el consentimiento de los m\u00e9dicos \u2014 se han disparado, tras conocerse que el palacio de Cartago ha enviado una nota a los directores de los medios de comunicaci\u00f3n oficiales, prensa, radio y televisi\u00f3n, para que \u201cde manera regular hagan aparecer la foto, o la noticia, de <b>Leila Ben Ali<\/b> en portada de sus ediciones. Hasta ahora, la esposa del Presidente ocupaba de vez en cuando un espacio importante en el sector audiovisual y en las informaciones cotidianas. Sin embargo esta vez la directiva es que se la de mas relieve que al propio Presidente. La majorit\u00e9 des femmes chefs d&rsquo;entreprises sont des quadrag\u00e9naires. Les dipl\u00f4m\u00e9s du sup\u00e9rieur montrent un engouement certain pour la cr\u00e9ation de projets, notamment, dans le cadre du partenariat universit\u00e9-entreprise.  La femme tunisienne investit dans plusieurs domaines :les technologies de l&rsquo;information et de la communication (TIC), les services, le consulting, la publicit\u00e9, l&rsquo;audiovisuel, les logiciels, les bureaux d&rsquo;\u00e9tudes.  Selon, la m\u00eame \u00e9tude, la plupart des chefs d&rsquo;entreprises sont des femmes mari\u00e9es ayant au moins deux enfants (70%). Plus de 74,5% des FCE, ont un niveau sup\u00e9rieur et plus de 87% d&rsquo;entre elles ont r\u00e9ussi \u00e0 r\u00e9aliser leurs projets sans compter sur le patrimoine familial. Les Tunisiens R\u00e9sidents \u00e0 l\u2019Etranger (TRE) ne d\u00e9rogent pas \u00e0 cette r\u00e8gle, puisqu\u2019ils constituent la quatri\u00e8me source de devises pour notre pays \u2013apr\u00e8s les industries textiles et \u00e9lectriques et m\u00e9caniques et le tourisme. Les 2,3 milliards de dinars qu\u2019ils ont transf\u00e9r\u00e9s en Tunisie repr\u00e9sentent 4,9% du produit int\u00e9rieur brut (PIB) et 22% de l\u2019\u00e9pargne nationale.  N\u2019emp\u00eache, certains pensent que les TRE peuvent faire plus et, surtout, mieux en faveur de leurs villages, r\u00e9gions et pays. L\u2019Union europ\u00e9enne et les Nations unies sont du nombre et c\u2019est pour cette raison que les deux organisations ont conjugu\u00e9 leurs efforts en Tunisie afin d\u2019en faire la d\u00e9monstration. Avec ce v\u0153u avouable et avou\u00e9 de contribuer ainsi \u00e0 am\u00e9liorer les conditions de vie des populations des populations \u00e9mettrices d\u2019\u00e9migr\u00e9s et r\u00e9duire, ainsi, la tentation migratoire.  \u00abLa fuite des comp\u00e9tences est actuellement la forme dominante de migration et elle est p\u00e9nalisante pour les pays \u00e9metteurs\u00bb, souligne Adrianus Koetsenruitjer, ambassadeur chef de la D\u00e9l\u00e9gation de la Commission europ\u00e9enne en Tunisie. Une fuite \u00e9galement difficile \u00e0 dig\u00e9rer pour les pays europ\u00e9ens, principale destination des \u00e9migr\u00e9s maghr\u00e9bins.  D\u2019o\u00f9 cette initiative est conduite par l\u2019Union europ\u00e9enne, le bureau du Programme des Nations unies pour le d\u00e9veloppement (PNUD) \u00e0 Bruxelles en partenariat avec l\u2019Organisation internationale pour les migrations (OIM), le haut Commissariat des Nations unies pour les r\u00e9fugi\u00e9s (UNHCR), l\u2019Organisation internationale du travail (OIT) et le Fonds des Nations unies pour la population (UNFPA). Pour \u00aboptimiser la valeur ajout\u00e9e de la migration pour le d\u00e9veloppement\u00bb -dans 16 pays de la r\u00e9gion, dont la Tunisie et le Maroc-, en encourageant les diasporas \u00ab\u00e0 contribuer au d\u00e9veloppement socio\u00e9conomique de leur pays d\u2019origine\u00bb, en att\u00e9nuant la fuite des cerveaux, et en facilitant les transferts de fonds et le retour des migrants qui d\u00e9cident de rentrer, ces organisations ont mis sur pied un programme baptis\u00e9 \u00abInitiative Conjointe Migration et D\u00e9veloppement\u00bb (ICMD), et dot\u00e9 d\u2019un budget de 15 millions d\u2019euros sur trois ans (2008-2010). En Tunisie, deux projets ont \u00e9t\u00e9 retenus qui sont mis en \u0153uvre avec deux acteurs locaux. Le premier baptis\u00e9 \u00abAction Verte\u00bb, mis en \u0153uvre avec l\u2019Union tunisienne de l\u2019agriculture et de la p\u00eache (UTAP), en collaboration avec le Centre de recherches et d\u2019\u00e9tudes sur les soci\u00e9t\u00e9s m\u00e9diterran\u00e9ennes (CRESM, Italie).  Concr\u00e8tement, il s\u2019agit de \u00abvaloriser les ressources et l\u2019exp\u00e9rience des Tunisiens expatri\u00e9s en Sicile\u00bb en les incitant \u00e0 investir dans l\u2019agriculture et la p\u00eache \u2013sp\u00e9cialit\u00e9s de la plupart d\u2019entre eux-, explique Mme Fatma Ben Rejeb, charg\u00e9e de la coop\u00e9ration internationale \u00e0 l\u2019UTAP. A ce jour, une vingtaine de projets ont \u00e9t\u00e9 identifi\u00e9s qui vont faire l\u2019objet d\u2019\u00e9tudes de faisabilit\u00e9, comme l\u2019a sugg\u00e9r\u00e9 l\u2019APIA. Le deuxi\u00e8me projet est intitul\u00e9 \u00abProjet T-28\u00bb et ayant pour chefs de file l\u2019Association de Zarzis pour le d\u00e9veloppement durable et la coop\u00e9ration internationale, pr\u00e9sid\u00e9e par Fay\u00e7al Dchicha, et Jasmin d\u2019Orient, une association de Montpellier. Cette initiative a pour finalit\u00e9 d\u2019\u00abassurer des services d\u2019information, d\u2019accompagnement, de formation et de m\u00e9diation, en France et en Tunisie\u00bb, explique M. Dchicha. Ce projet a notamment permis, outre la cr\u00e9ation d\u2019un foyer de l\u2019\u00e9migr\u00e9, \u00abDar El Mouhajir\u00bb, \u00e0 Zarzis et \u00e0 Montpellier, de dispenser des formations en langue et en TIC \u00abpour faciliter l\u2019int\u00e9gration de nouveaux immigrants dans la soci\u00e9t\u00e9 fran\u00e7aise\u00bb, et cr\u00e9er deux entreprises \u2013un centre de formation en esth\u00e9tique, et un centre d\u2019animation touristique, alors qu\u2019un projet agricole est en pr\u00e9paration. Quand le rap devient pr\u00eache islamiste<\/font><\/h4>\n<p><\/strong><\/div>\n<div>\n<hr\/>\n<p> Un rappeur oppos\u00e9 \u00e0 l\u2019\u00e9mancipation f\u00e9minine s\u2019attaque, nomm\u00e9ment, dans l\u2019une de ses chansons, \u00e0 des artistes et des intellectuels qu\u2019il juge trop lib\u00e9raux? O\u00f9 finit la libre d\u2019expression et o\u00f9 commence la diffamation? Le tribunal tranchera\u2026  L\u2019affaire a commenc\u00e9 lorsqu\u2019un obscur rappeur, Mohamed Jendoubi, alias Psyco.M., a \u00e9crit une chanson intitul\u00e9e \u2018\u2018Manipulation\u2019\u2019, o\u00f9 il s\u2019en prend nomm\u00e9ment \u00e0 des intellectuels et des artistes, qu\u2019il accuse de s\u2019\u00eatre \u00e9loign\u00e9s de la voie de l\u2019islam. La vid\u00e9o de la chanson mise sur sa page Facebook provoque un buzz monstre. Les commentaires sur le r\u00e9seau social d\u00e9passent le cadre de la simple expression d\u2019opinion. Des facebookers lancent des menaces de mort \u00e0 l\u2019encontre des artistes et des intellectuels nomm\u00e9s dans la chanson, notamment le cin\u00e9aste Nouri Bouzid, l\u2019\u00e9crivain et universitaire Olfa Youssef, la com\u00e9dienne Sawssen Malalej et le mannequin Rym El Banna. Des photos et des vid\u00e9os de ces derniers sont diffus\u00e9es sur Facebook, les montrant dans des postures jug\u00e9es r\u00e9pr\u00e9hensibles (en train de boire du vin, par exemple). Le rappeur dresse sa black-list Les black-list\u00e9s sont terrifi\u00e9s par l\u2019ampleur du mouvement de haine d\u00e9clench\u00e9 par la chanson. Leur vie priv\u00e9e est \u00e9tal\u00e9e sur la Toile. Bient\u00f4t, c\u2019est toute la sc\u00e8ne artistique et intellectuelle qui s\u2019\u00e9meut de la tournure inqui\u00e9tante prise par l\u2019affaire. Un comit\u00e9 de soutien aux artistes et intellectuels attaqu\u00e9es est constitu\u00e9. Une avocate, Me Bochra Belhaj Hamida, est appel\u00e9e \u00e0 la rescousse. Vendredi dernier, une plainte allait \u00eatre d\u00e9pos\u00e9e au tribunal pour diffamation contre le rappeur d\u00e9clencheur de la temp\u00eate.  Dans une derni\u00e8re tentative visant \u00e0 \u00e9viter le recours au tribunal, Wajdi, le rappeur du groupe Mascott, propose de r\u00e9concilier les deux parties. Tout ce beau monde se retrouve donc samedi \u00e0 l\u2019Espace El Teatro, \u00e0 El Mechtel.   Les longs conciliabules n\u2019apportent rien de nouveau, chacun campant sur ses positions. Sawen Maalej et les autres black-list\u00e9s exigent du rappeur qu\u2019il pr\u00e9sente des excuses publiques et retire la vid\u00e9o de la chanson de sa page Facebook, de mani\u00e8re \u00e0 r\u00e9parer le mal qu\u2019il a fait. \u00abLa justice dira son mot !\u00bb L\u2019auteur des faits, Psyco.M., qui est venu lui aussi accompagn\u00e9 de son avocate et des membres de son groupe, ne l\u2019entend pas de cette oreille. Il oppose un refus cat\u00e9gorique, invoquant la libert\u00e9 d\u2019expression. \u00abJe n\u2019ai fait qu\u2019exprimer la voix de la soci\u00e9t\u00e9\u00bb, dit-il. \u00abQuant aux photos et vid\u00e9os balanc\u00e9es sur le r\u00e9seau social par les facebookers, je n\u2019en assume pas la responsabilit\u00e9\u00bb, argumente-t-il.  A la v\u00e9rit\u00e9, la chanson incrimin\u00e9e l\u2019a fait passer de l\u2019ombre \u00e0 la lumi\u00e8re: de rappeur quasi-anonyme, n\u2019est-il pas devenu, \u00e0 la faveur d\u2019un buzz, une c\u00e9l\u00e9brit\u00e9 comptant des milliers de fans? \u00abJe repr\u00e9sente la soci\u00e9t\u00e9 et il n\u2019est pas question de d\u00e9cevoir les milliers d\u2019amis qui m\u2019ont fait confiance. Je ne peux pas \u00eatre contre eux et encore moins contre mes convictions. Notre soci\u00e9t\u00e9 est musulmane, et en tant qu\u2019artiste, je suis le porte-parole de cette soci\u00e9t\u00e9. Je m\u2019exprime en son nom et je dois continuer, c\u2019est mon droit et mon devoir\u2026\u00bb, argumente-t-il. Tout un programme.
