Il est incarc\u00e9r\u00e9 depuis 1 mois dans des conditions difficiles. Son \u00e9tat de sant\u00e9 est tr\u00e8s pr\u00e9occupant. Nous portons \u00e0 la connaissance du public que le plaignant fait partie de la section qui a interrog\u00e9 Nizar Ben Hassen, ce qui signifie qu&rsquo;on peut \u00eatre plaignant et juge dans la Tunisie de Ben Ali. Cette accusation s&rsquo;inscrit dans la logique syst\u00e9matique de harc\u00e8lement et de mise sur la sellette qui vise le jeune Ben Hassen depuis son adh\u00e9sion au PDP (Parti D\u00e9mocratique Progressiste) et l&rsquo;investiture qui lui a \u00e9t\u00e9 donn\u00e9e, assumant des charges politiques et des fonctions d&rsquo;information au sein du Pari. Rappelons le proc\u00e8s pr\u00e9c\u00e9dent qui lui a \u00e9t\u00e9 intent\u00e9 suite \u00e0 l&rsquo;action de mobilisation qui r\u00e9pondait \u00e0 l&rsquo;appel de l&rsquo;Organisme Associatif de la Promotion de l&rsquo;Etudiant Echebbois ( ville Echebba) lequel appel revendique le droit de l&rsquo;Association au financement public.  Rappelons aussi la surveillance \u00e9troite dont fait l&rsquo;objet Nizar Ben Hassen dans ses d\u00e9placements et ses actions \u00e0 l&rsquo;int\u00e9rieur d&rsquo;Echebba, par la police locale. La Jeunesse D\u00e9mocratique Progressiste que les poursuites et les harc\u00e8lements n&rsquo;ont pas emp\u00each\u00e9e d&rsquo;assumer son devoir de lutte dans le cadre de la responsabilit\u00e9 et du respect des lois ne peut rester indiff\u00e9rente \u00e0 ces agissements r\u00e9p\u00e9t\u00e9s \u00e0 l&rsquo;encontre de ses militants et \u00e0 leur t\u00eate Nizar Ben Hassen. Tout en r\u00e9affirmant son engagement \u00e0 d\u00e9fendre le camarade Nizar Ben Hassen, le Secr\u00e9tariat National de la Jeunesse D\u00e9mocratique Progressiste invite le gouvernement \u00e0 retirer la plainte et cesser de poursuivre la strat\u00e9gie vindicative vis-\u00e0-vis de la jeunesse tunisienne et de ses opinions politiques. Cette strat\u00e9gie est d&rsquo;autant plus inacceptable et d\u00e9plac\u00e9e qu&rsquo;elle jure avec les slogans officiels appelant \u00e0 accorder aux jeunes la place m\u00e9rit\u00e9e, en particulier au lendemain de la d\u00e9cision d\u00e9clarant l&rsquo;ann\u00e9e 2010 \u00ab\u00a0Ann\u00e9e Internationale de la Jeunesse\u00a0\u00bb. Par ailleurs, le Secr\u00e9tariat National de la Jeunesse D\u00e9mocratique Progressiste affirme son attachement \u00e0 l&rsquo;exercice de ses charges nationales de fa\u00e7on \u00e0 permettre la r\u00e9alisation de l&rsquo;alternance d\u00e9mocratique. En m\u00eame temps, ce S\u00e9cr\u00e9tariat fait porter au Gouvernement l&rsquo;enti\u00e8re responsabilit\u00e9 de la d\u00e9t\u00e9rioration qui caract\u00e9rise la r\u00e9alit\u00e9 de la jeunesse tunisienne, cons\u00e9cutive \u00e0 la politique de marginalisation et d&rsquo;exclusion qui maintient celle-ci \u00e0 l&rsquo;\u00e9cart des affaires publiques. L&rsquo;extradition de ce dernier est pr\u00e9vue pour cet apr\u00e8s-midi. Il ne reste que quelques heures pour agir et emp\u00eacher l&rsquo;irr\u00e9parable. J\u2019ai de s\u00e9rieuses raisons de penser qu\u2019en cas d\u2019extradition en Tunisie, monsieur Onsi Abichou risque d\u2019\u00eatre tortur\u00e9, soumis \u00e0 un proc\u00e8s in\u00e9quitable et condamn\u00e9 \u00e0 une lourde peine d\u2019emprisonnement qu\u2019il effectuera dans des conditions inadmissibles. Il sera \u00e9galement s\u00e9par\u00e9 de son \u00e9pouse et de ses deux jeunes enfants qui r\u00e9sident en France.   Le Comit\u00e9 contre la Torture de l\u2019ONU, auquel l\u2019Allemagne est partie, vous a enjoint aujourd\u2019hui de surseoir au renvoi de monsieur Abichou en Tunisie pendant le temps de l\u2019examen de sa requ\u00eate par le Comit\u00e9 . Condamn\u00e9 \u00e0 la prison \u00e0 perp\u00e9tuit\u00e9 en son absence en Tunisie pour trafic de drogue, Onsi Abichou, 27 ans, qui vit en France depuis l&rsquo;enfance, a \u00e9t\u00e9 arr\u00eat\u00e9 lors d&rsquo;un contr\u00f4le d&rsquo;identit\u00e9 en Allemagne, o\u00f9 il se rendait depuis la France, en octobre 2009 sur mandat d&rsquo;arr\u00eat international \u00e9mis par la Tunisie. Il \u00e9tait incarc\u00e9r\u00e9 depuis lors \u00e0 Sarrebruck (ouest). Arguant de risques de torture en Tunisie pour leur client, ses avocats ont tout tent\u00e9 pour emp\u00eacher son extradition, saisissant la Cour constitutionnelle allemande, plus haute instance du pays, et la Cour europ\u00e9enne des droits de l&rsquo;Homme. Mais ces deux demandes ont \u00e9t\u00e9 rejet\u00e9es. Le gouvernement allemand, de son c\u00f4t\u00e9, a indiqu\u00e9 avoir \u00ab\u00a0examin\u00e9 le cas\u00a0\u00bb et donn\u00e9 son feu vert \u00e0 l&rsquo;extradition. Mercredi, cependant, ses avocats ont obtenu du Comit\u00e9 contre la torture de l&rsquo;ONU, compos\u00e9 d&rsquo;experts ind\u00e9pendants, qu&rsquo;il demande la suspension de l&rsquo;extradition d&rsquo;Onsi Abichou. \u00ab\u00a0C&rsquo;est un scandale. Cette d\u00e9cision est extr\u00eamement choquante. L&rsquo;Allemagne a reconnu la comp\u00e9tence du comit\u00e9 contre la torture de l&rsquo;ONU, comme la plupart des pays europ\u00e9ens, elle aurait d\u00fb se soumettre \u00e0 son avis, dans le respect de ses obligations\u00a0\u00bb, a d\u00e9nonc\u00e9 \u00e0 l&rsquo;AFP William Bourdon, avocat de la famille d&rsquo;Onsi Abichou. \u00ab\u00a0Nous allons \u00e9tudier la faisabilit\u00e9 d&rsquo;un nouveau recours aupr\u00e8s de la Cour europ\u00e9enne des droits de l&rsquo;homme (CEDH), compte tenu de la d\u00e9cision du comit\u00e9 contre la torture\u00a0\u00bb, a-t-il ajout\u00e9. Pour l&rsquo;ONG ACAT-France (Action des chr\u00e9tiens pour l&rsquo;abolition de la torture), la d\u00e9cision du comit\u00e9 de l&rsquo;ONU \u00ab\u00a0reconna\u00eet que le risque de torture avanc\u00e9 par ses avocats et l&rsquo;ACAT-France est fond\u00e9\u00a0\u00bb, selon un communiqu\u00e9. Selon l&rsquo;Acat, M. Abichou a \u00e9t\u00e9 condamn\u00e9, \u00e0 tort et \u00e0 son insu, \u00ab\u00a0sur la base d&rsquo;aveux (de tiers) obtenus sous la torture\u00a0\u00bb. L&rsquo;affaire a d\u00e9but\u00e9 en f\u00e9vrier 2008, lors de l&rsquo;arrestation en Tunisie de deux hommes \u00e0 bord d&rsquo;un camion transportant du cannabis et dont M. Abichou \u00e9tait l&rsquo;ancien propri\u00e9taire. Pendant leur garde \u00e0 vue, les deux suspects d\u00e9signent ce dernier comme \u00e9tant impliqu\u00e9 dans le trafic, avant de se r\u00e9tracter lors du proc\u00e8s, d\u00e9non\u00e7ant des aveux arrach\u00e9s sous la torture, selon l&rsquo;ONG. \u00ab\u00a0Mon mari est innocent. Il est totalement abattu. Il a perdu 10 kilos depuis son incarc\u00e9ration. Ses enfants (11 mois et 4 ans) ont besoin de lui. Le r\u00e9gime y songe d\u00e9j\u00e0<\/span> \u00a0<\/font><\/p>\n<hr\/>\n<p> \u00a0<\/font><\/div>\n<p align=\"justify\"><font size=\"2\">A Tunis, le r\u00e9gime cultive la discr\u00e9tion. Pourtant, les Tunisiens ont \u00e9t\u00e9 surpris en pleine torpeur estivale par le lancement d\u2019une campagne d\u2019apparence assez insolite. Cela d\u00e9buta le 8 ao\u00fbt dernier quand la presse locale, qui ne publie que les informations comme-il-faut, diffusa un appel sign\u00e9 par une soixantaine de personnalit\u00e9s du cru et adress\u00e9 au pr\u00e9sident Zine el-Abidine Ben Ali afin qu\u2019il se repr\u00e9sente aux \u00e9lections de\u2026 2014 pour briguer un sixi\u00e8me mandat successif.<\/font><\/p>\n<p align=\"justify\"><font size=\"2\">Ces personnalit\u00e9s ne perdaient pas de temps, puisque l\u2019autocrate s\u2019est fait r\u00e9\u00e9lire pour un cinqui\u00e8me mandat en octobre 2009. Il est vrai que l\u2019hypoth\u00e8se d\u2019un sixi\u00e8me quinquennat n\u00e9cessiterait le recours \u00e0 une r\u00e9vision constitutionnelle, qui passe par un r\u00e9f\u00e9rendum. C\u2019est que Ben Ali, n\u00e9 en 1934, aura 80 ans en 2014, alors que la constitution tunisienne postule que les candidats ne peuvent d\u00e9passer l\u2019\u00e2ge de 75 ans au jour de l\u2019\u00e9lection. Ironie de l\u2019histoire : cette constitution avait d\u00e9j\u00e0 \u00e9t\u00e9 r\u00e9vis\u00e9e en 2002 pour, justement, permettre \u00e0 Ben Ali de briguer de nouveaux mandats.<\/font><\/p>\n<p align=\"justify\"><font size=\"2\">En tout cas, la campagne pour un nouveau mandat de celui qui avait acc\u00e9d\u00e9 \u00e0 la pr\u00e9sidence en 1987 \u00e0 la suite d\u2019un \u00ab coup d\u2019\u00c9tat m\u00e9dical \u00bb (\u00e9cartant Bourguiba devenu s\u00e9nile) continue : le 20 ao\u00fbt, la m\u00eame presse tunisienne aux ordres publiait un autre texte, \u00ab l\u2019appel des mille \u00bb, dans lequel un millier de personnalit\u00e9s tunisiennes d\u00e9veloppaient quelques arguments en faveur du \u00ab ra\u00efs \u00bb actuel : <i>\u00ab Eu \u00e9gard, particuli\u00e8rement, au r\u00f4le d\u00e9terminant et avant-gardiste du pr\u00e9sident Ben Ali dans l\u2019\u00e9dification d\u2019une d\u00e9mocratie \u00e9clair\u00e9e assurant \u00e0 notre pays la stabilit\u00e9 et le d\u00e9veloppement continu en symbiose avec une contribution populaire large et consensuelle\u2026 Et \u00e9tant convaincus que le Changement est encore porteur de vastes horizons et de grandes ambitions pour le pays, ce qui rend imp\u00e9rieuse la permanence de Zine El Abidine Ben Ali aux commandes du projet national tendant \u00e0 assurer stabilit\u00e9, qui\u00e9tude et p\u00e9rennit\u00e9 \u00e0 la Tunisie\u2026 \u00bb<\/i><\/font><\/p>\n<p align=\"justify\"><font size=\"2\">Pour l\u2019opposition tunisienne, ce langage fleuri ent\u00e9rine la pr\u00e9sidence \u00e0 vie que Ben Ali avait cat\u00e9goriquement condamn\u00e9e en chassant Bourguiba en 1987.<\/font><\/p>\n<p align=\"justify\"><font size=\"2\">Un Tunisien exil\u00e9 risque une analyse : <i>\u00ab \u201cIls\u201d veulent que les parrains du r\u00e9gime, Paris et Washington, effray\u00e9s par la perspective d\u2019un Ben Ali \u201c\u00e9ternel\u201d, acceptent un autre sc\u00e9nario, soit l\u2019av\u00e8nement d\u2019un proche du pr\u00e9sident, plus jeune, comme son beau-fils Sakhr el-Materi dont l\u2019\u00e9toile ne cesse de monter. \u00bb<\/i><\/font><\/p>\n<p align=\"justify\"><font size=\"2\">En attendant, l\u2019heure est \u00e0 l\u2019humour (noir) : <i>\u00ab Hier, <\/i>\u00e9crit sous le pseudonyme d\u2019\u00ab Omar Khayyam \u00bb un autre fac\u00e9tieux exil\u00e9<i>, treize millions de Tunisiens ont f\u00eat\u00e9 dans la joie et la gaiet\u00e9 le centi\u00e8me anniversaire de leur Pr\u00e9sident. The president, a keen squash player \u2013 how else could he keep his jet-black hair? \u2013 calls up the sheikh of Al-Azhar, the highest Sunni Muslim cleric in the land, to ask if there are squash courts in heaven. The sheikh asks for a couple of days to consult the Almighty. Two days later, he calls Mr Mubarak back. \u00ab\u00a0There&rsquo;s good news and bad news,\u00a0\u00bb he says. Give me the good news, snaps Mr Mubarak. \u00ab\u00a0Well,\u00a0\u00bb says the sheikh, \u00ab\u00a0there are lots of squash courts in heaven.\u00a0\u00bb And the bad news, asks the president? \u00ab\u00a0You have a match there in two weeks&rsquo; time!\u00a0\u00bb<\/span><\/p>\n<p><span lang=\"EN\">The fact that the intelligence services ignore the usual suspects when this sort of joke is made does not signify a new freedom of speech or \u2013 dare one say it \u2013 a new democracy in Egypt. The truth is that the president, in poor health since a gall bladder operation in Germany, is a very old man who has no appointed successor and whose imminent demise is the only story in town, told with that familiar vein of cruel humour in which Egyptians are rivalled only by the Lebanese. The days when Mr Mubarak was called \u00ab\u00a0La vache qui rit\u00a0\u00bb (the cow who smiles) \u2013 the Egyptians know the joke in its French form \u2013 are gone. <\/span><\/p>\n<p><span lang=\"EN\">A lot of them want him dead \u2013 not out of personal animosity, but because they want political change. They probably will not get it. Telling Egyptians that \u00ab\u00a0only God knows\u00a0\u00bb who the next president will be \u2013 Mr Mubarak actually said this \u2013 is ridiculous. Will it be his son, Gamal? The head of Egyptian intelligence, Omar Sulieman? He&rsquo;s probably had too many heart problems. <\/span><\/p>\n<p><span lang=\"EN\">But either way, it would change nothing. Of Mohamed ElBaradei, more later. The opposition \u00ab\u00a0Kifaya\u00a0\u00bb \u2013 \u00ab\u00a0Enough\u00a0\u00bb \u2013 party is regularly attacked by the security services. Perhaps Mr Mubarak does not care. <\/span><\/p>\n<p><span lang=\"EN\">Cairo has been labouring under an intense heat wave these past two weeks \u2013 when the local papers report it on page one, you know it&rsquo;s serious \u2013 and in the foetid slums of Beaulac al-Daqrour, sweating through 47 degrees, the millions of Egyptians who live under Mr Mubarak&rsquo;s exhausted rule have little time for politics. <\/span><\/p>\n<p><span lang=\"EN\">Like the Iraqis under UN sanctions, whom the West always hoped would overthrow Saddam, most Egyptians are too weary to rise up against the regime, more anxious to protect their families from poverty than to abuse the man who leaves them in such misery. Even the open sewers of al-Daqruor have dried up, leaving a black stream at the bottom, in which barefoot children play.<\/span><\/p>\n<p><span lang=\"EN\">Just as Victorian governments always feared revolution amid the slums of London, Manchester and Liverpool, so the Egyptian authorities have layered the slums with a carapace of competing intelligence services to ensure that no serious political opposition can be sustained amid the piety and filth of Cairo.<\/span><\/p>\n<p><span lang=\"EN\">A splurge of posters carrying a photograph of Mr Mubarak&rsquo;s 47-year old businessman son, Gamal, below the bleak caption \u00ab\u00a0Gamal &#8230; Egypt\u00a0\u00bb \u2013 a sad gesture to Egypt&rsquo;s 28 per cent illiteracy rate rather than a chic slogan by his National Democratic Party \u2013 has been disowned by his supporters, who now oddly include a member of the opposition leftist Tagammu party, Magdy el-Kurdi. <\/span><\/p>\n<p><span lang=\"EN\">True to the methods of all good Arab socialist movements, poor Mr el-Kurdi is to be \u00ab\u00a0interrogated\u00a0\u00bb for violating the Tagammu&rsquo;s principles. \u00ab\u00a0&#8230;We don&rsquo;t support individuals,\u00a0\u00bb the party&rsquo;s co-founder said. \u00ab\u00a0Rather, we seek democracy.\u00a0\u00bb <\/span><\/p>\n<p><span lang=\"EN\">And so say all of us. The problem with Mr Mubarak&rsquo;s presidency \u2013 and with Gamal, if this is to become the second caliphate in the Middle East (the capital of the first being Damascus) \u2013 is that after decades of promised improvements, most Egyptians still feel that their country has no physical or political movement. The country&rsquo;s state of emergency curbs their tongues. Poverty breaks down their energy. They have been injected with political boredom. <\/span><\/p>\n<p><span lang=\"EN\">The rich live in gated communities outside the city; indeed, all the major hotels in Cairo have become gated communities for foreigners, tourists and businessmen and women, who breathe air-conditioning, sip cold beers beside the pool, sweep to their appointments in luxury buses or limousines. For the rich, there are tennis clubs, horse-riding, boutiques, concert performances. For the poor, there is controlled religion, Dickensian housing and television soap opera. No wonder Egyptian television is celebrating its 50th anniversary with the slogan: \u00ab\u00a0We started big, and we remain big.\u00a0\u00bb Big \u2013 as in fat. <\/span><\/p>\n<p><span lang=\"EN\">For, as a Cairo freelance writer, Nael Shama, noted last month, Egyptian television&rsquo;s Nile News, launched in English and French in 1994 as a rival to CNN, is a flop. <\/span><\/p>\n<p><span lang=\"EN\">\u00ab\u00a0Because Nile News has &#8230; been owned and run by the Egyptian state, its freedom of expression has always been curtailed &#8230; As in all dictatorships, news reports must start with highlighting the inane announcements of the president followed by the &lsquo;less important&rsquo; world news, be it the collapse of the Twin Towers in New York, or the start of a new war in the Middle East &#8230;\u00a0\u00bb <\/span><\/p>\n<p><span lang=\"EN\">Demonstrations and strikes \u2013 trade unions have grasped back a little power in recent months \u2013 are rarely reported. The Muslim Brotherhood, the theoretically banned but tolerated opposition party, is forbidden from all Nile News programmes. <\/span><\/p>\n<p><span lang=\"EN\">That&rsquo;s the way Egypt is run. There is a kind of facade of toleration. It&rsquo;s like riding on a familiar old train, puffing round the Cairo loop-line to Giza. You already know the names of the stations by heart. Call Egypt a dictatorship and the government will tell you that democracy takes time \u2013 at least 29 years under Mr Mubarak and counting \u2013 and ask why the Brotherhood can campaign at elections if the country is so undemocratic. Forget for a moment that an awful lot of the Brotherhood are regularly banged up, and you will also be told of the freedom of the press. Forget for a moment that journalists are regularly banged up, and you will be told that even the president enjoys the jokes told against him. <\/span><\/p>\n<p><span lang=\"EN\">\u00ab\u00a0If this was a Saddam-style dictatorship,\u00a0\u00bb an old friend and Mubarak loyalist asked me, \u00ab\u00a0do you think we&rsquo;d have the internet so freely available to our youth?\u00a0\u00bb <\/span><\/p>\n<p><span lang=\"EN\">But there you have to signal red and stop the train. For, two months ago, a 28-year old human rights activist called Khaled Said was dragged out of an Alexandria internet cafe by two cops, Awad Sulieman and Mahmoud Salah Mahmoud \u2013 the names are important because Egyptian policemen are usually allowed anonymity \u2013 who, in a vicious assault, smashed his head against a wall and killed him. The reason for his murder, his mother suspects, is that Mr Said possessed a videotape of some cops sharing out drugs seized during a police raid. <\/span><\/p>\n<p><span lang=\"EN\">Even before the autopsy, however, the Egyptian interior ministry said that Mr Said had criminal convictions, evaded national service and had swallowed a packet of marijuana when he saw the police arrive. The initial autopsy claimed that Mr Said died by asphyxiating on this plastic wrap of drugs, a conclusion disputed by international forensic pathologists, who said that photographs of the autopsy were \u00ab\u00a0disturbingly amateurish\u00a0\u00bb, and questioned the lesions on Mr Said&rsquo;s corpse. <\/span><\/p>\n<p><span lang=\"EN\">The pathologists said they were consistent with a beating during arrest rather than the rather extraordinary police claim that their prisoner had \u00ab\u00a0fallen from a stretcher while being taken to an ambulance\u00a0\u00bb. Why would he fall from a stretcher? <\/span><\/p>\n<p><span lang=\"EN\">In any event, when the case came to court last month, it turned out that the cops were charged only with \u00ab\u00a0misuse of force\u00a0\u00bb, which carried a sentence of one year&rsquo;s imprisonment. <\/span><\/p>\n<p><span lang=\"EN\">In court, lawyers for the Said family demanded the charges should be changed to murder. Yet, in a society where police brutality is regarded as routine \u2013 a policeman sentenced for sodomising a prisoner with a broom returned to the force after a brief period of imprisonment \u2013 no one has high hopes that justice will be done. <\/span><\/p>\n<p><span lang=\"EN\">Many remember the case of a man in Upper Egypt who was charged by police with murdering his absent wife. After the usual fisticuffs and battering of the prisoner, he confessed to the crime \u2013 another police \u00ab\u00a0success\u00a0\u00bb which lost some of its glow when the wife returned to her village, explaining that she had stayed with neighbours after a row with her husband. It must, as they say, have been quite an interrogation. <\/span><\/p>\n<p><span lang=\"EN\">It&rsquo;s as if the police don&rsquo;t have enough on their hands already. In Old Cairo, for example, they man iron barricades around the Coptic streets. Whereas the occasional patrol would move through the area a few years ago, there are now muhabarat intelligence service members guarding the barriers. Even tourists must dismount from their buses and be checked by the cops to visit the Christian churches. Just how bad Muslim-Coptic relations have become was evident last month when a priest claimed that his wife had been kidnapped. <\/span><\/p>\n<p><span lang=\"EN\">Word went round that she had been seized by Muslims. The cops found her staying with Coptic friends because \u2013 like the wife in Upper Egypt \u2013 she had had a row with her husband. The police took her. President Mubarak has renewed the emergency laws under which Egypt has been governed for decades, because of \u00ab\u00a0serious threats against national security\u00a0\u00bb and \u00ab\u00a0the struggle against terrorism and drug trafficking\u00a0\u00bb. Although 500 prisoners under \u00ab\u00a0administrative detention\u00a0\u00bb \u2013 including 191 Muslim Brothers \u2013 were freed under an amended law three months ago, around 9,500 men remain in prison for largely political offences, men who should also have been given their freedom, according to the president of the Egyptian parliament, Ahmad Fathi Surour. <\/span><\/p>\n<p><span lang=\"EN\">Complaints against the government \u2013 for widespread corruption, of course, for suppression of human rights, for police brutality \u2013 rise almost monthly. There is widespread criticism of Egypt&rsquo;s new agreement with oil companies over the sharing out of profits on oil exploration in the desert, on the grounds that it gives greater advantages to foreign investors than to Egypt. The man who signed the most important exploration agreement in the history of Egypt was Tony Hayward of BP. <\/span><\/p>\n<p><span lang=\"EN\">Meanwhile, even in education, the Mubarak regime plays off Muslim and Western fears. No sooner had the Minister of Higher Education and Scientific Research, Hany Halal, last month banned female students from wearing the \u00ab\u00a0niqab\u00a0\u00bb covering in Egyptian universities \u2013 thus bringing Egypt into line with Syria (and France) \u2013 than the Minister of Education, Ahmed Zaki Badr, announced that private international schools in Egypt \u2013 the British School and the Canadian School, for example \u2013 must include Arabic language and the religion and history of Egypt in their courses; their pupils must salute the Egyptian flag at the start of each school day. Give state school Muslims a taste of secularism here, make the secular schools remember religion. It&rsquo;s typical \u00ab\u00a0Mubarakism\u00a0\u00bb \u2013 it confuses the masses while you arrange the next elections. <\/span><\/p>\n<p><span lang=\"EN\">It&rsquo;s next year&rsquo;s presidential elections, of course \u2013 rather than the imminent parliamentary poll \u2013 that Mr Mubarak is watching. Forget, I fear, poor Mr ElBaradei, beloved by the elite youth and middle classes of Egypt for his vague intention to oppose Mr Mubarak. He will only stand, he says, if the elections are truly democratic \u2013 which is like asking the Nile to flow upstream. The government&rsquo;s election riggers have honed their practice to PhD standards since Nasser&rsquo;s dictatorship, and they are not likely to change. ElBaradei is what you might call a \u00ab\u00a0nice\u00a0\u00bb man, but Egyptian elections, which usually anoint the pharaoh with a result in the 90 per cent range, are unlikely to embrace the former UN arms inspector. <\/span><\/p>\n<p><span lang=\"EN\">And what of Egypt as a great Arab power? Its status as the Great Peacemaker is fading. Turkey is \u2013 or was \u2013 the Great Negotiator in the Middle East. And the peace treaty with Israel \u2013 which Anwar El Sadat believed would give international prestige to Egypt \u2013 has neutered his country&rsquo;s independence. In Gaza, Egypt finds itself acting as a colonial vassal, sealing off 1.5 million Palestinians to maintain Israel&rsquo;s outrageous siege.<\/span><\/p>\n<p><span lang=\"EN\">The American-Israeli alliance, along with the UN and the EU, has forced Egypt into the complicity of semi-occupation. Egypt briefly opened its frontier to Gaza after the Turkish flotilla killings \u2013 but why did it not do this before? Because, needless to say, it fears Hamas even more than Israel. Because if Israel regards Hamas as an Iranian proxy, Egypt regards it as an infection. It will willingly help Israel to bottle up the Islamist germs if this protects Egypt from a return to an Islamist insurgency. <\/span><\/p>\n<p><span lang=\"EN\">Egyptians know their history. They know what Gamal Abdel Nasser represented \u2013 heroism and failure \u2013 and what Sadat represented: heroism, peace and humiliation. And Mr Mubarak? Let&rsquo;s see when the squash courts open. <\/span><\/p>\n<p><b><span lang=\"EN\">Candidates for succession<\/span><\/b><span lang=\"EN\"><\/span><\/p>\n<p><b><span lang=\"EN\">1: Gamal Mubarak<\/span><\/b><span lang=\"EN\"><\/span><\/p>\n<p><span lang=\"EN\">Both Gamal and his father have denied that he wants to take over as president of Egypt, but his steady ascent through the country&rsquo;s political life has indicated otherwise. He has long been seen within the country as the heir apparent. And a poster campaign that touted him as Egypt&rsquo;s new leader had to be disowned by his party. If he did take over from his father, he would be following the lead of Syria&rsquo;s Bashar al-Assad, who took over after his own father&rsquo;s death. <\/span><\/p>\n<p><b><span lang=\"EN\">2: Omar Suleiman<\/span><\/b><span lang=\"EN\"><\/span><\/p>\n<p><span lang=\"EN\">The senior intelligence official for Hosni Mubarak has not publicly expressed interest in the leadership position. But he is a major figure in the leadership structure of Egypt. He is involved in the constant negotations with Hamas over the future of Gaza. However, health problems, specifically his heart, do count against him achieving the country&rsquo;s top job. <\/span><\/p>\n<p><b><span lang=\"EN\">3: Mohamed ElBaradei<\/span><\/b><span lang=\"EN\"><\/span><\/p>\n<p><span lang=\"EN\">The former head of the International Atomic Energy Agency, Mohamed ElBaradei has not yet confirmed whether he will stand for the presidency, but many in Egypt are hoping that he will and see him as the man to bring democratic reform to the country. Dr ElBaradei \u2013 who won the Nobel Peace Prize in 2005 while in charge of the UN&rsquo;s nuclear agency \u2013 is leading a campaign for constitutional change that has so far gathered around 770,000 signatures, and he has stated that he will only think about running for president if the election is fair.<\/span><\/p>\n<p><strong><font>(Source: \u00ab\u00a0The Independent\u00a0\u00bb le 24 aout 2010) Lien:<\/font><\/strong><a href=\"http:\/\/www.independent.co.uk\/news\/world\/middle-east\/egyptians-prepare-for-life-after-mubarak-2060150.html\" target=\"_blank\" rel=\"noopener\"><font face=\"Arial\" size=\"2\"><strong>http:\/\/www.independent.co.uk\/news\/world\/middle-east\/egyptians-prepare-for-life-after-mubarak-2060150.html<\/strong><\/font><\/a><\/p>\n<\/div>\n<div>\n<hr\/>\n<\/div>\n<div align=\"center\"><strong><\/p>\n<h3 style=\"color: blue;\"><font size=\"3\">Reconciling Islamic values and democracy<\/font><\/h3>\n<p><\/strong><\/div>\n<div align=\"center\">\n<hr\/>\n<\/div>\n<div align=\"justify\">24\/08\/2010 \u00a0 <strong><font>\u00a0By Inayat Bunglawala<\/font><\/strong> \u00a0 Writing on Cif recently, Brian Whitaker argued that the main problem with Islamic political movements in the Muslim world was their belief in the \u00ab\u00a0sovereignty of God\u00a0\u00bb (hakimiyyah) and that this has brought them into conflict with democratic ideas of the sovereignty of the people. The facts are undeniable. Wherever modern Islamic movements have come to power, whether through a popular revolution (Iran), military coup (Sudan) or civil war (Taliban in Afghanistan), they have invariably sought to drastically restrict personal freedoms and civil rights in the name of upholding the rule of God. For example, article six of the Iranian constitution says that \u00ab\u00a0the affairs of the country must be administered on the basis of public opinion expressed by the means of elections\u00a0\u00bb. That certainly sounds promising and democratically minded but article two of the same constitution states that God has \u00ab\u00a0exclusive sovereignty and the right to legislate\u00a0\u00bb. How are these two articles to be reconciled? Well, in lieu of God \u2013 who it would appear has declined to take part personally in Iran&rsquo;s parliamentary debates \u2013 this has, in practice, resulted in the unelected guardian council becoming the single most influential body in Iranian politics. All those individuals who stand as parliamentary candidates have first to be vetted and approved by the Guardian Council and it is certainly not shy in disqualifying candidates if it deems them to be insufficiently committed to \u00ab\u00a0revolutionary values\u00a0\u00bb. The Guardian Council also has the power \u2013 which it exercises frequently \u2013 to veto any bill passed by the elected members of the Iranian parliament if it deems that it contravenes Islamic teachings. It is an inherently unhappy and unstable state of affairs. But need it necessarily be this way? The Qur&rsquo;an itself insists on the principle of shura (consultation) and Islamic law has long recognised ijma&rsquo; (consensus) as a source of legislation. Some Muslim thinkers have begun to argue that these principles can and should be reformulated to ensure that power is not allowed to be monopolised by the few. Professor Ahmad Moussalli \u2013 whose studies have concentrated on contemporary Islamic movements \u2013 argues that: \u00ab\u00a0Shura and ijma&rsquo; are two key doctrines that Muslims can use today for the religious development of democratic notions of government and politics as well as human rights \u2026 If charged with the interpretation of the divine word, then the community enjoys the only legitimate power; other powers and authorities are only derivative and subject to the approval of the community.\u00a0\u00bb How far could this go? I recall listening in London in the mid-1990s to Rashid al-Ghannushi, the exiled leader of the Tunisian Islamic movement, an-Nahda, saying that if the people of Tunisia freely voted to open nudist beaches in his homeland it would be incumbent on all to respect their wishes (though not necessarily to agree with the action). In Turkey, members of the ruling Justice and Development (AK) party \u2013 many of whose senior figures have their roots in Islamic political activism \u2013 have sought to resolve the sovereignty of God\/people issue by declaring that the notion of God&rsquo;s \u00ab\u00a0ontological sovereignty\u00a0\u00bb was quite compatible with the political sovereignty of the people. The Turkish example is especially noteworthy as the progress of the AK party in an avowedly secular state is being carefully watched by other Islamic movements in the region. Professor Ahmet Kuru, who has specialised in the relationship between Islamic groups and the secular state in Turkey, says: \u00ab\u00a0Islamic groups do not have monolithic and frozen relationships with secularism and democracy. Instead, these groups may and do reinterpret their political views and revise their attitudes towards secularism and democracy in a dynamic manner.  \u00ab\u00a0The democratic process helps [in the] moderation of Islamic actors&rsquo; perspectives and discourses. Free, fair, and frequent elections are especially important to marginalise radical discourses and to empower realistic, pragmatic, and moderate voices.\u00a0\u00bb That seems to be an encouraging observation, while also providing an insight into how to help reduce the influence of extremist groups. Across the Islamic world, polls have repeatedly found widespread support in favour of the implementation of both democracy and Islamic values.
