Peu importe pour moi que le r\u00e9gime et ses souteneurs soient menac\u00e9s. De     toute les mani\u00e8res ils s\u2019enfichent pleinement, ils d\u00e9pensent sans compter     les \u00e9normes moyens financiers et humains pour se prot\u00e9ger et se r\u00e9fugier     derri\u00e8re leur sanctuaire.          Peu importe pour moi que c\u2019est une menace salafiste-jihadiste.     Peu importe pour moi que c\u2019est une menace de grand banditisme.     Peu importe pour moi que c\u2019est un complot contre ben ali.          De toute les mani\u00e8res dans une dictature tout est possible m\u00eame se faire     coloniser comme ce fut le cas pour l\u2019Irak en 2003. Car une dictature est     tr\u00e8s fragile, elle peut dispara\u00eetre d\u2019un clin d\u2019\u0153il.          Peu importe ceci ou cela, mais j\u2019ai besoin au moins de savoir pour sauver ma     peau. Moi qui circule sur les routes jonch\u00e9es de militaires et bien arm\u00e9s     qui peuvent rater leurs cibles et causer des d\u00e9g\u00e2ts collat\u00e9raux. Je me serai     cru dans un champ de bataille. Moi, qui prends, aussi,pour me d\u00e9placer les     transports publics et collectifs ; bus, train voitures de louages et que le     comble, je pourrai \u00eatre assis \u00e0 c\u00f4t\u00e9 d\u2019un Kamikaze qui peut \u00e0 tout moment se     faire sauter et moi avec.\u00a0           Peu importe ceci ou cela, mais au moins j\u2019ai besoin de savoir au vu du grand     d\u00e9ploiement des forces de zaba qui m\u2019ont jamais inspir\u00e9s aucune qui\u00e9tude et     aucune s\u00e9curit\u00e9, car depuis longtemps que je me suis \u00e0 l\u2019\u00e9vidence que ces     forces ne servent qu\u2019\u00e0 garantir et s\u00e9curiser le r\u00e9gime et surtout le     grand-petit manitou en la personne de ben ali.          Peu importe ceci ou cela, mais au moins j\u2019ai besoin de savoir pour qu\u2019enfin     je go\u00fbterai \u00e0 la vraie peur, \u00e0 la vraie terreur, pas celle que je subi     sournoisement tous les jours.          Vous les pr\u00e9tendus journalistes, vous les pr\u00e9tendus responsables de ma     s\u00e9curit\u00e9, j\u2019ai besoin de savoir, car je suis comme la majorit\u00e9 de mes     compatriotes un trouillard ou plut\u00f4t on a fait de moi une poule mouill\u00e9e     pour que pendant 19 ans la racaille puisse faire de moi tous ce qu\u2019elle     voulait.      A moins que toute cette mise en sc\u00e8ne s\u00e9curitaire et militaire, n\u2019est qu\u2019un     leurre. Juste pour justifier aux tunisiens et aux \u00e9trangers que zaba veille     bien aux grains et que tant qu\u2019il est aux commandes, vous dormiriez bien sur     vous deux oreilles.           A moins que toutes ces op\u00e9rations s\u00e9curitaires et militaires, se soient des     man\u0153uvres grandeur nature pour s\u00e9curiser et parer contre les menaces qui     peuvent \u00e9branler le r\u00e9gime. Et ce\u00a0 en analysant les failles, les     insuffisances et toutes autres choses.           Pas de probl\u00e8me ; zaba ne fait jamais de restriction sur les moyens pour     garder le pouvoir, sa s\u00e9curit\u00e9 et la s\u00e9curit\u00e9 de ses courtisans ne conna\u00eet     pas la crise et l\u2019aust\u00e9rit\u00e9 que subit le peuple tunisien .           <strong><font>O.F<\/font><\/strong><\/div>\n<div>\n<hr\/><\/div>\n<p> <\/font><font face=\"Arial\"> <\/p>\n<div>\n<div align=\"center\"> <strong><\/p>\n<h2 style=\"color: red;\"><font>Les prix de l\u2019ADSL vont-ils baisser ?<\/font><\/h2>\n<p><\/strong> <\/div>\n<p> <font face=\"Arial\" size=\"2\"> <\/p>\n<div>      \u00a0<\/div>\n<div align=\"justify\"> <font size=\"2\">Les prix de l\u2019ADSL vont-ils baisser ? Selon quelques       observateurs bien au fait des choses de l\u2019Internet en Tunisie, il est       difficile de pr\u00e9voir une baisse quelconque dans les mois, voire dans les       ann\u00e9es \u00e0 venir. Pire encore, selon cet observateur, l\u2019op\u00e9rateur serait       m\u00eame d\u00e9ficitaire au vu des prix actuels ! C\u2019est la meilleure ! Avoir le       monopole et se permettre d\u2019\u00eatre d\u00e9ficitaire alors que ses prix sont       nettement sup\u00e9rieurs \u00e0 ceux du Nord de la M\u00e9diterran\u00e9e ou encore \u00e0 ceux du       Maroc.<\/font> <\/div>\n<p align=\"justify\"><font size=\"2\">Notre interlocuteur     nous invite \u00e0 de simples r\u00e9flexions que nous allons partager avec vous.     Chacun analysera de son c\u00f4t\u00e9 et dans son coin ces r\u00e9flexions. <\/font><\/p>\n<p align=\"justify\"><font size=\"2\"><b>Premi\u00e8re r\u00e9flexion     :<\/b> Un internaute europ\u00e9en navigue dans des sites europ\u00e9ens,     essentiellement, et ne consomme pas la bande passante internationale     factur\u00e9e \u00e0 un prix hyper \u00e9lev\u00e9. Ce qui n\u2019est pas le cas des internautes     tunisiens qui, non seulement font l\u2019essentiel de leur navigation \u00e0     l\u2019international, mais en plus sont des champions du t\u00e9l\u00e9chargement. Et comme     chacun le sait, il n\u2019y a rien qui concurrence autant que le t\u00e9l\u00e9chargement     dans la consommation de bande passante. <\/font><\/p>\n<p align=\"justify\"><font size=\"2\"><b>Deuxi\u00e8me r\u00e9flexion     :<\/b> les Europ\u00e9ens paient leur bande passante en euros et se font payer par     leurs clients en euros. Chez nous, la bande passante est pay\u00e9e en euros,     mais le client final la paie en dinars ; dinar qui, comme chacun le sait     \u00e9galement, s\u2019est tr\u00e8s fortement d\u00e9pr\u00e9ci\u00e9 par rapport \u00e0 l\u2019euro, notamment ces     deux derni\u00e8res ann\u00e9es. D\u00e9savantag\u00e9s par le cours du change et par le niveau     du dinar, nous ne pourrions r\u00e9clamer une baisse comme celle dont profitent     les Europ\u00e9ens. <\/font><\/p>\n<p align=\"justify\"><font size=\"2\"><b>Troisi\u00e8me r\u00e9flexion     :<\/b> Les op\u00e9rateurs europ\u00e9ens et notre Tunisie T\u00e9l\u00e9com ach\u00e8tent leur     mat\u00e9riel chez les m\u00eames \u00e9quipementiers en g\u00e9n\u00e9ral (Nokia, Siemens, Alcatel,     Huawe\u00ef, ZTE, Ericsson, etc.). Or, au vu du parc d\u2019abonn\u00e9s en Tunisie et de     la superficie de notre pays, Tunisie T\u00e9l\u00e9com n\u2019ach\u00e8te pas ce mat\u00e9riel au     m\u00eame prix que l\u2019ach\u00e8terait France T\u00e9l\u00e9com, Telefonica ou encore T-Mobile et     Vodafone. Il est clair que plus on ach\u00e8te de mat\u00e9riel, plus les prix     baissent. Tunisie T\u00e9l\u00e9com se retrouve donc d\u00e9savantag\u00e9e \u00e0 la base par     rapport \u00e0 ses homologues europ\u00e9ens. Pire encore, les perspectives ne sont     m\u00eame pas roses puisqu\u2019il est inimaginable d\u2019avoir un parc d\u2019abonn\u00e9s ADSL     sup\u00e9rieur au parc d\u2019ordinateurs dans le pays (moins de 600.000) ou encore du     nombre de lignes fixes (1,2 million). Et comme le nouveau partenaire     strat\u00e9gique de notre op\u00e9rateur n\u2019a pas de filiales internationales     d\u2019envergure, il n\u2019est pas permis d\u2019esp\u00e9rer quelque chose de ce c\u00f4t\u00e9. <\/font> <\/p>\n<p align=\"justify\"><font size=\"2\"><b>Quatri\u00e8me r\u00e9flexion     :<\/b> pour faire face \u00e0 ses diff\u00e9rentes d\u00e9penses et amortir ses charges,     l\u2019op\u00e9rateur se doit de faire payer les 12 FSI tunisiens (priv\u00e9s et \u00e9tatiques)     des services qu\u2019ils re\u00e7oivent. Or, ces FSI ne seraient pas en train de payer     Tunisie T\u00e9l\u00e9com le prix r\u00e9el de ces services et ce pour des consid\u00e9rations     d\u2019ordre politique et social. En fait, ils b\u00e9n\u00e9ficient de prix fort     avantageux (on croit savoir que m\u00eame certains ne paient rien) qu\u2019ils font     r\u00e9percuter sur le client (\u00e9tablissements d\u2019enseignement sup\u00e9rieur,     \u00e9tablissements de sant\u00e9, \u00e9coles, particuliers, etc.). Avec un partenaire     priv\u00e9 qui n\u2019a pas les m\u00eames objectifs qu\u2019une entreprise \u00e9tatique, les enjeux     changent consid\u00e9rablement, et ces FSI se retrouvent, du coup, dans     l\u2019interrogation. Vont-ils continuer ou non \u00e0 pratiquer des prix somme toute     avantageux pour le client ? <\/font><\/p>\n<p align=\"justify\"><font size=\"2\"><b>Cinqui\u00e8me r\u00e9flexion     :<\/b> dans les coulisses de Tunisie T\u00e9l\u00e9com, on pr\u00e9pare actuellement des     packs incluant un abonnement ADSL et un forfait de consommation t\u00e9l\u00e9phonique     sur le fixe. Or, ce genre de packs est contraire au Code du commerce en     Tunisie puisqu\u2019il impose \u00e0 l\u2019acheteur un produit pour pouvoir acheter un     autre. C\u2019est comme si vous entreriez chez un \u00e9picier pour acheter des \u0153ufs,     mais qu\u2019il exige que vous achetiez avec du lait ! <\/font><\/p>\n<p align=\"justify\"><font size=\"2\">Avec ces r\u00e9flexions,     il est utile aussi de rappeler que l\u2019op\u00e9rateur national poss\u00e8de la bande     passante internationale et la bande passante nationale, qu\u2019il b\u00e9n\u00e9ficie du     monopole sur le r\u00e9seau fixe et qu\u2019il commande, en somme, toute     l\u2019infrastructure. De m\u00eame, il faut rappeler le changement de politique     commerciale observ\u00e9 chez l\u2019op\u00e9rateur lorsqu\u2019il a d\u00e9cid\u00e9, du jour au     lendemain, de stopper l\u2019ADSL pour les abonn\u00e9s du pr\u00e9pay\u00e9 (alors que c\u2019est     justement l\u00e0 que l\u2019on a observ\u00e9 le grand boom en mati\u00e8re d\u2019abonnements) et     de lancer une politique de migration du fixe pr\u00e9pay\u00e9 vers le fixe post-pay\u00e9     dont les Tunisiens ne veulent plus en entendre parler \u00e0 cause des frais     qu\u2019il engendre. <\/font><\/p>\n<p align=\"justify\"><font size=\"2\">Comment sera l\u2019avenir     de l\u2019ADSL en Tunisie ? Comment sera l\u2019avenir du fixe ? Comment seront les     prix ? B\u00e9n\u00e9ficiera-t-on de baisses \u00e0 l\u2019instar des consommateurs europ\u00e9ens ? L&rsquo;un d&rsquo;eux, affirma-t-elle, muni d&rsquo;une lame de rasoir,\u00a0 l&rsquo;obligea de se       donner \u00e0 lui par\u00a0 deux fois, pour laisser le tour \u00e0 son acolyte qui       proc\u00e9da\u00a0 de la m\u00eame.       Et ce, malgr\u00e9 ses cris et ses multiples appels\u00a0 au secours,\u00a0 que personne       n&rsquo;avait entendu, cependant, les rues\u00a0 de la ville de\u00a0 Grombalia \u00e9tait\u00a0       d\u00e9sertes \u00e0 l&rsquo;heure tardive \u00e0 laquelle l&rsquo;incident\u00a0 eut lieu.       Toutefois, les versions des deux accus\u00e9s\u00a0 devant la\u00a0 Chambre criminelle\u00a0       \u00e9taient tout \u00e0 fait autres.       Ils\u00a0 ne ni\u00e8rent pas, en effet, d&rsquo;avoir eu des relations avec la pr\u00e9tendue       victime, mais avec le\u00a0 propre gr\u00e9 de celle-ci et sans avoir\u00a0 eu \u00e0 proc\u00e9der       \u00e0 la violence ou \u00e0 la menace.       Leurs d\u00e9clarations\u00a0 \u00e9taient corrobor\u00e9es\u00a0\u00a0 par celles\u00a0 d&rsquo;un t\u00e9moin qui       affirma avoir vu la jeune\u00a0 fille en question avec les deux accus\u00e9s. Elle       \u00e9tait en train de fumer ajouta-t-il\u00a0 et de discuter tranquillement avec       eux. Il n&rsquo;y avait aucun indice indiquant qu&rsquo;elle \u00e9tait menac\u00e9e.       L&rsquo;avocat de la d\u00e9fense soutint que l&rsquo;accusation \u00e0 l&rsquo;encontre de ses       clients \u00e9tait d\u00e9nu\u00e9e de tout fondement.       En r\u00e9alit\u00e9,\u00a0 poursuit\u00a0 l&rsquo;avocat, une ronde de police avait interpell\u00e9\u00a0 les       deux jeunes en compagnie de la pr\u00e9tendue victime. Celle-ci\u00a0 prise de       panique, inventa\u00a0 cette histoire de toutes pi\u00e8ces, afin de\u00a0 justifier sa\u00a0       pr\u00e9sence \u00e0 pareille heure tardive, dans\u00a0 un endroit retranch\u00e9.       Il plaida, de ce fait,\u00a0 l&rsquo;absence\u00a0 de preuve et demanda\u00a0 l&rsquo;acquittement de       ses clients. One of the increasingly targeted groups appears to be \u201conline activists\u201d,     who use Internet blogs to express their views on religion, society, and     politics.      \u00a0     \u201cBloggers are being intimidated and targeted by state authorities because     they provide truthful accounts of events in contrast to state-owned media     and press outlets, which often distort the real story,\u201d Egyptian blogger and     journalist Hossam El-Hamalawy told The Daily Star Egypt.     On December 13, the Arabic Network for Human Rights Information released a     disturbing report entitled \u00ab\u00a0Implacable Adversaries: Arab Governments and the     Internet\u00a0\u00bb, which discusses blocking of websites and arrests of online     activists in 18 Arab countries.<\/font><\/div>\n<div align=\"justify\"> <font face=\"Arial\">While Tunisia is the leading Arab country in regards to     Internet restrictions, Saudi Arabia, Syria, and Egypt are not lagging far     behind according to the report.     Radhia, a well-known Tunisian blogger and activist, claims to be constantly     harassed by the Tunisian authorities for her online advocacy.     \u00ab\u00a0The authorities have tried to force me into exile numerous times, but I     refuse to leave.\u00a0 They have confiscated my computer equipment and prevented     me from visiting Internet cafes, she told The Daily Star Egypt during a     Cairo seminar.<\/font><\/div>\n<div align=\"justify\"> <font face=\"Arial\">\u00ab\u00a0I often find police cars following me on the street when     I am out with my friends. It&rsquo;s ridiculous,\u00a0\u00bb she continued.     Egypt&rsquo;s answer to Radhia may well be Hala Helmy Botros (also known as Hala     El Masry) a Coptic blogger who was forced to discontinue her online writings     about the alleged persecution of the Coptic Christian minority in Egypt on     her blog Aqbat Bela Hodood (Copts Without Borders).     Since the shutdown of her blog, the authorities have reportedly kept a     watchful eye on Botros&rsquo; activities.<\/font><\/div>\n<div align=\"justify\"> <font face=\"Arial\">In a November interview with The Daily Star Egypt, Botros     claimed that state security had confiscated all the computer equipment at a     cyber caf\u00e9 she had frequented in her home area.      As a result, the owners of nearby Internet cafes denied Botros access to     their facilities for fear of receiving an unannounced visit from state     security and having their expensive computer equipment taken. <\/font> <\/div>\n<div align=\"justify\"> <font face=\"Arial\">Botros has, since then, filed a lawsuit to have her name     removed from the government\u2019s \u201cblacklist\u201d. Her Dec. 24 hearing was postponed     till Jan. 30 2007.     Concurrently, Human Rights Watch is strongly denouncing repeated detention     and alleged torture of numerous bloggers in Iran.      \u201cThe Iranian judiciary is trying to prosecute government critics using vague     laws whose very terms restrict free expression,\u201d said Sarah Leah Whitson,     director of the Middle East division at Human Rights Watch. \u201cIran should be     prosecuting the officials accused of torture, not the bloggers accused of     holding opinions.\u201d\u00a0 <\/font> <\/div>\n<div align=\"justify\"> <font face=\"Arial\">On Dec. 3,\u00a0 Tehran\u2019s Judiciary commenced the trial     against bloggers Roozbeh Mirebrahimi, Shahram Rafizadeh, Omid Memarian, and     Javad Gholam Tamimi, on charges including\u00a0 \u201cparticipation in formation of     groups to disturb national security,\u201d \u201cpropaganda against the state,\u201d     \u201cdissemination of disinformation to disturb public opinion by writing     articles for newspapers and illegal Internet sites,\u201d and \u201cinterviews with     foreign radio broadcasts.\u201d      \u00a0     Held behind closed doors, the trial is expected to resume in late December.     \u00a0     The report, \u00ab\u00a0Implacable Adversaries: Arab Governments and the Internet\u00a0\u00bb     which was to be presented at a workshop on Dec. 23 at Cairo\u2019s Shepherd Hotel     does not appear to be popular with state security.     According to a press release issued by HRinfo on Dec. 20, the hotel     allegedly cancelled the agreement to host the seminar after State Security     Intelligence (SSI) officers reportedly threatened to close down its     facilities and arrest its officials if they held the workshop. <\/font> <\/div>\n<div align=\"justify\"> <font face=\"Arial\">\u00ab\u00a0The pressure to prevent our workshop on the freedom to     use the Internet from taking place is both ridiculous and outrageous. Have     the Egyptian government&rsquo;s fears reached that level? These pressures     significantly resemble the police-like practices of the government, and     clarify the extent to which SSI acts as a ghoul against freedoms in Egypt,     particularly freedom of speech,\u00a0\u00bb HRinfo Executive Director Gamal Eid     stressed.      Due to the incident, HRinfo has now decided to hold its workshop at the     Egyptian Journalists&rsquo; Syndicate instead.<\/font><\/div>\n<div align=\"justify\"> <font face=\"Arial\">Bloggers such as Botros, expressing their thoughts on     sectarian issues on the web, seem to have become a thorn on the side of the     authorities in past months.     On Nov. 7, Kareem Amer, a student blogger, was detained for his secular     online writings in which he criticizes Islam.     A former student at Al-Azhar University, Amer was reportedly expelled from     the school in March 2006 because of his secular thoughts.     Following interrogations between Amer and his professors at Al-Azhar, the     school filed a communiqu\u00e9 against Amer to the office of the public     prosecutor demanding he be tried for his online writings.<\/font><\/div>\n<div align=\"justify\"> <font face=\"Arial\">\u00ab\u00a0Freedom of expression is a basic human right. We believe     that Kareem Amer has the absolute right to express his personal views. This     case is a clear violation of universal human rights principles,\u00a0\u00bb Amer&rsquo;s     lawyer Rawda Ahmed, told The Daily Star Egypt.     Since the initial arrest, Amer\u2019s detention has been renewed four times.     Accused of \u00ab\u00a0Spreading data and malicious rumors that disrupt public     security\u00a0\u00bb, \u00ab\u00a0defaming the president of Egypt\u00a0\u00bb, \u00ab\u00a0incitement to overthrow the     regime upon hatred and contempt\u00a0\u00bb, and \u00ab\u00a0incitement to hate Islam\u201d, the     22-year old is currently awaiting prosecution in Al-Hadra prison in     Alexandria. <\/font> <\/div>\n<div align=\"justify\"> <font face=\"Arial\">On Dec. 19, Amer detention was renewed 45 days pending     investigation. According to his lawyer, Amer is held incommunicado and is     forbidden from receiving any family visits.<\/font><\/div>\n<div align=\"justify\"> <font face=\"Arial\">Moreover, activists and bloggers became subject to arrest     and systematic abuse when showing their support for the event known as the     \u201cJudges Sit-in\u201d in April 2006.     Demanding complete independence of the judiciary and an investigation into     the alleged rigging of parliamentary elections, activists had organized a     sit-in at the Judges Club.      On April 24, police reportedly assaulted a judge, a court president and     arrested bloggers Malek Mostafa, Mohammed Sharkawy, Kareem El Sha&rsquo;er, and     Mohammed Adel along with 50 other activists who joined the demonstration.         El-Sharkawi was reportedly tortured and severely abused by police officers     at Qasr El Nil police station before his release.<\/font><\/div>\n<div align=\"justify\"> <font face=\"Arial\">\u00ab\u00a0His lips were cut, his eyes were swollen, his clothes     were torn, his chest was full of shoe marks, his neck was bruised, and his     underwear was missing,\u00a0\u00bb Eid wrote in a report published by HRinfo.     Approximately two weeks later, Alaa Abd El-Fatah, one of the first political     activist bloggers in Egypt and winner of the \u201cDW Best of Blogs award\u201d by     Reporters Without Borders in 2005, was arrested by state security with ten     fellow activists at another protest during the judges sit-in.     Wael Abbas, Egyptian photojournalist and blogger (misrdigital.blogspirit.com),     claims to have shot one of the few videos of the event.<\/font><\/div>\n<div align=\"justify\"> <font face=\"Arial\">\u00ab\u00a0A lot of the videos that were shot of the clash were     confiscated by police from the activists, but I managed to film the whole     event from inside the judges club. Then I hid my camera. I was even able to     document the assault of a judge by police on tape. I hid my camera from the     police and ran to the nearest Internet caf\u00e9 and uploaded the video to my     blog immediately,\u00a0\u00bb Abbas told The Daily Star Egypt.     Most recently, blogger Rami Siyam and a number of activists were stopped and     rounded up by state security on Nov. 19, after leaving a party at Mohamed     El-Sharkawy&rsquo;s place in Downtown Cairo.<\/font><\/div>\n<div align=\"justify\"> <font face=\"Arial\">\u201cThey were leaving my house when they were randomly     stopped by police in the street. There was no obvious reason for their     arrest,\u00a0\u00bb Mohamed El-Sharkawy said in an interview with The Daily Star Egypt.     All the activists were released following questioning at the notorious Qasr     El-Nil police station except for Siyam who was transferred to the Belbeis     prosecutor\u2019s office in the Sharqeya governorate due to instructions from     \u201chigher orders\u201d.     After more than five days in custody, Siyam was released. The exact reason     for his arrest and detainment still seems to be unknown.<\/font><\/div>\n<div align=\"justify\"> <font face=\"Arial\">\u00ab\u00a0Nobody should step down. This is a game we are playing     with the authorities. Sometimes we win and sometimes we lose. But we will     never give in and we will continue to expose the truth on our blogs,\u00a0\u00bb Abbas     stresses.     Eid adds: \u201cArab government&rsquo;s war on the Internet is merely part of their war     on freedom of expression. Here we do not stand impartial.
