Le mot \u00ab berb\u00e8re \u00bb vient du latin barbarus, terme utilis\u00e9 par les romains     lors de la conqu\u00eate d\u2019Afrique du Nord pour d\u00e9signer les peuples qui leurs     \u00e9taient \u00e9trangers.     Population originelles du Maghreb, les berb\u00e8res se d\u00e9signent eux-m\u00eames par     le terme imazighen (hommes libres) et parlent le tamazight (compos\u00e9 de     plusieurs dialectes tels le chleuh, le tamashek\u2026). Les Kabyles sont des     berb\u00e8res vivant dans la r\u00e9gion alg\u00e9rienne de Kabylie.  <\/font><\/p>\n<\/div>\n<div>\n<hr align=\"justify\"\/> <\/div>\n<div>\n<p align=\"justify\">     \u00a0<font>Alg\u00e9rie :<\/font> Maintenir le r\u00e9gime \u00e0 tout     prix\u2026par Madjid Laribi Le retour en Alg\u00e9rie de Rabah K\u00e9bir, ancien dirigeant     du FIS (Front Islamique du Salut), soul\u00e8ve moult interrogations et confirme     si besoin est, la gestion opaque par les d\u00e9cideurs du dossier de l\u2019islamisme     en Alg\u00e9rie. Dans quel cadre est revenu au pays le responsable du FIS \u00e0     l\u2019\u00e9tranger qui, faut-il le rappeler, a \u00e9t\u00e9 d\u00e9j\u00e0\u00a0 condamn\u00e9 \u00e0 vingt ans de     prison par la justice alg\u00e9rienne ? Si son retour s\u2019inscrit dans le cadre de     la charte pour la r\u00e9conciliation nationale, les d\u00e9lais fix\u00e9s par celle-ci     sont expir\u00e9s le 31 ao\u00fbt dernier et le chef de l\u2019Etat, seul habilit\u00e9 \u00e0 le     faire, ne les a pas prolong\u00e9s.  <\/p>\n<\/div>\n<div>\n<hr align=\"justify\"\/> <\/div>\n<div>\n<p align=\"justify\"> <font>Maroc :<\/font> le parti islamiste PJD a-t-il perdu ?     Que s\u2019est-il pass\u00e9 pour qu\u2019un parti comme le PJD n\u2019obtienne aucun si\u00e8ge lors     du renouvellement du tiers de la Chambre des conseillers ? C\u2019est la question     que l\u2019on continue \u00e0 se poser apr\u00e8s la publication des r\u00e9sultats \u00e0 ce scrutin.     Un scrutin tr\u00e8s controvers\u00e9 en raison d\u2019un aspect qui l\u2019a fortement marqu\u00e9 :     l\u2019utilisation massive de l\u2019argent. Les principaux \u201cgagnants\u201d sont des partis     traditionnels : l\u2019Istiqlal, l\u2019USFP et l\u2019UMP. Mais au-del\u00e0 de ces constats     apparents qui d\u00e9cr\u00e9dibilisent davantage l\u2019image du politique, les     observateurs s\u2019interrogent : L\u2019Etat a-t-il les moyens de mettre un terme \u00e0     ces pratiques qui risquent par ailleurs d\u2019affaiblir le syst\u00e8me politique sur     les plans \u00e9thique et moral ? L\u2019Etat en a-t-il la volont\u00e9 ?  <\/p>\n<\/div>\n<div>\n<hr align=\"justify\"\/> <\/div>\n<div>\n<p align=\"justify\"> <font>Tunisie :<\/font> le dirigeant islamiste Hamadi Jebali     avance ses pions\u2026par Fatima Kabba Depuis sa sortie de prison, il y a moins     d\u2019une ann\u00e9e, Mr Hamadi Jebali, une figure de proue du mouvement islamiste     tunisien Nahdha et l\u2019un de ceux qui ont assum\u00e9 l\u2019int\u00e9rim de sa pr\u00e9sidence,     fait r\u00e9guli\u00e8rement\u00a0 des apparitions m\u00e9diatiques qui ne laissent pas     d\u2019attirer l\u2019attention. De par leur contenu, de par leur fr\u00e9quence et de par     leur ton. Chacun mijote son petit plat sur le feu doux de la     phras\u00e9ologie qui, comme chacun la sait, ne mange pas de pain. Mais de toutes     les recettes la mixtion servie par les gamelles gauchistes demeure     certainement la plus d\u00e9pourvue de go\u00fbt.          La grande famille de notre gauche nationale croit dur comme fer que la     solution miracle \u00e0 tous les maux de la soci\u00e9t\u00e9 tunisienne, qu\u2019ils soient     politiques, \u00e9conomiques ou soci\u00e9taux, consiste \u00e0 s\u2019attaquer directement \u00e0la     t\u00eate du r\u00e9gime. Un soul\u00e8vement populaire g\u00e9n\u00e9ralis\u00e9, \u00ab une r\u00e9volution\u00bb, pour     utiliser un terme \u00e0 la mode, qui \u00e9branlerait le pays et d\u00e9capiterait d\u2019un     seul coup le pouvoir en place. Toujours selon les m\u00eames, sans t\u00eate, le     r\u00e9gime est sens\u00e9 s\u2019effondrer comme un ch\u00e2teau de carte.      Le pays se d\u00e9barrasserait alors, comme par magie, de ce qui fait notre     malheur depuis des d\u00e9cennies. Nos institutions joueraient pleinement\u00a0leurs     r\u00f4les et un vent de pluralisme et de d\u00e9mocratie soufflerait sur notre belle     Tunisie !          Bien \u00e9videment, \u00e0 premi\u00e8re vue cette croyance peut para\u00eetre s\u00e9duisante,     surtout pour les partisans du moindre effort et tous ceux qui esp\u00e8rent, le     moment venu, \u00eatre port\u00e9s par la vague. Cette id\u00e9e l\u2019aurait \u00e9t\u00e9 encore plus     si les \u00e9lans r\u00e9volutionnaires de notre \u00ab \u00e9lite \u00bb bien pensante seraient\u00a0le     fruit d\u2019une profonde r\u00e9flexion nourrie par les sp\u00e9cificit\u00e9s tunisiennes et     non mue par les r\u00e9sidus poussi\u00e9reux des id\u00e9ologies par lesquelles ils     justifient leurs existences. On aurait certainement\u00a0 adh\u00e9r\u00e9 \u00e0 cette \u00abvision     \u00bb si on ne connaissait pas, depuis le temps qu\u2019on le subit, la nature     profonde du syst\u00e8me en place qui, justement, pour se pr\u00e9server donne     l\u2019illusion de tirer sa force de sa t\u00eate alors que ce qui fait sa p\u00e9rennit\u00e9     se sont ses rouages. Enfin, et c\u2019est de loin le facteur le\u00a0plus d\u00e9terminant,     cette id\u00e9e aurait gagn\u00e9 en cr\u00e9dibilit\u00e9 si elle aurait\u00a0 acquis, depuis le     temps qu\u2019ils l\u2019a professent, une once de cr\u00e9dit aux yeux des tunisiens,     premiers concern\u00e9s par \u00ab un soul\u00e8vement \u00bb dont ils sont      cens\u00e9e \u00eatre la composante principale.          Pour ce \u00ab combat \u00bb, pour le moins ambitieux pour de si minuscules formations     politiques, aucun mode d\u2019emploi n\u2019est fourni. Pire encore, rien de se qui     pr\u00e9pare un tel \u00e9v\u00e9nement, \u00e0 savoir des objectifs clairs      \u00e9labor\u00e9s aux seins de structures cr\u00e9dibles et en interaction avec les     citoyens et leurs r\u00e9alit\u00e9s\u2026, n\u2019a \u00e9t\u00e9 jusqu\u2019alors entrepris. Ils crient \u00e0     tous ceux qui veulent l\u2019entendre qu\u2019il faut\u00a0 couper la t\u00eate mais ils ne     savent toujours pas comment ! Quant au pourquoi\u2026\u00e9vitant les sujets sensibles     ! Alors devant l\u2019impuissance de ces \u00ab guides r\u00e9volutionnaires \u00bb et de leurs     camarades \u00e0 faire \u00e9merger une prise de conscience g\u00e9n\u00e9ralis\u00e9e de cette     n\u00e9cessit\u00e9 et compte tenu de l\u2019\u00e9chec cuisant des actions jusqu\u2019alors     entreprises \u00e0 ce titre, il leur est n\u00e9cessaire de revoir leurs\u00a0 pompeuses     pr\u00e9tentions \u00e0 la baisse.          Alors pour exorciser, ne serait-ce qu\u2019un moment, cette obsession de la     d\u00e9capitation, et \u00e0 d\u00e9faut de pouvoir atteindre la t\u00eate, ils pourraient bien     commencer par se poser la question de savoir \u00e0 quoi pourrait bien servir le     petit orteil ? La question est essentielle en elle-m\u00eame ! A rien,\u00a0 me     direz-vous et vous auriez sans doute raison dans le cas o\u00f9 celui-ci se porte     bien et ne soufre d\u2019aucune anomalie. Supposant     maintenant que sur ce petit orteil si m\u00e9pris\u00e9, une grosse ampoule c\u2019est     form\u00e9e. Une de celles qu\u2019on d\u00e9veloppe apr\u00e8s une semaine de marche avec\u00a0 des     chaussures de fabrication tunisienne, surtout celles qui portent des\u00a0 noms \u00e0     consonances italiennes. Les atroces souffrances que vous inflige le\u00a0 mal qui     affecte cet orteil vous obligent \u00e0 marcher en vous appuyant sur la partie     gauche du pied. Du coup vous attrapez mal sous le gros orteil et sous son     coussinet, qui supportent tout le poids du corps au moment de l&rsquo;appui pour     lancer le pas.          Cons\u00e9quences, terribles mais in\u00e9vitables, de ce qui pr\u00e9c\u00e8de, vous vous     collez une tendinite \u00e0 la vo\u00fbte plantaire et une autre au tendon\u00a0 d&rsquo;Achille     en essayant de soulager l&rsquo;avant du pied. Cela fait si vite si mal que votre     cheville en est toute endolorie, tout comme l&rsquo;ext\u00e9rieur du mollet qui ne     tardera pas \u00e0 souffrir de crampes. Ce qui vous incite \u00e0 mois appuyer sur la     jambe endolorie et vous oblige \u00e0 marcher en vous      d\u00e9hanchant! Evidemment vous le ressentez au niveau des genoux et des reins.     Aussi t\u00f4t se sont les c\u00f4tes et en suite la nuque qui en souffrent. C\u2019est     forc\u00e9ment le moral qui en prend un coup et vous cessez, alors, d\u2019avancer !          Vous l\u2019aurez sans doute compris, loin de vouloir dissuader les amateurs de     randonn\u00e9e p\u00e9destre ni ceux des chaussures de fabrication tunisienne aux noms     \u00e0 consonances italiennes, il serait utile et m\u00eame salutaire pour cette     opposition d\u2019admettre que faire la r\u00e9volution c\u2019est avant tout r\u00e9volutionner     leurs approches du probl\u00e8me. Sur ce sujet malheureusement ils leurs restent     beaucoup \u00e0 apprendre. D\u2019autres, par contre, l\u2019ont\u00a0 d\u00e9j\u00e0 compris et se     retrouvent par cons\u00e9quence aux premiers rangs pour\u00a0 r\u00e9colter, le moment venu,     les fruits de leur longanimit\u00e9\u2026          Pour des raisons d\u2019organisation au sein de la r\u00e9daction du Libre\u00a0 Tunisien,     la publication de votre mensuel se fera d\u00e9sormais chaque premier Lundi du     mois. Titled \u201cTrends in Global Terrorism: Implications for the United   States,\u2019\u2019 it asserts that Islamic radicalism, rather than being in retreat,   has metastasized and spread across the globe.   \u00a0   An opening section of the report, \u201cIndicators of the Spread of the Global   Jihadist Movement,\u201d cites the Iraq war as a reason for the diffusion of jihad   ideology.    \u00a0   The report \u201csays that the Iraq war has made the overall terrorism problem   worse,\u201d said one American intelligence official.    \u00a0   More than a dozen United States government officials and outside experts were   interviewed for this article, and all spoke only on condition of anonymity   because they were discussing a classified intelligence document. The officials   included employees of several government agencies, and both supporters and   critics of the Bush administration. All of those interviewed had either seen   the final version of the document or participated in the creation of earlier   drafts. These officials discussed some of the document\u2019s general conclusions   but not details, which remain highly classified.    \u00a0   Officials with knowledge of the intelligence estimate said it avoided specific   judgments about the likelihood that terrorists would once again strike on   United States soil. The relationship between the Iraq war and terrorism, and   the question of whether the United States is safer, have been subjects of   persistent debate since the war began in 2003.   \u00a0   National Intelligence Estimates are the most authoritative documents that the   intelligence community produces on a specific national security issue, and are   approved by John D. Negroponte, director of national intelligence. Their   conclusions are based on analysis of raw intelligence collected by all of the   spy agencies.    \u00a0   Analysts began working on the estimate in 2004, but it was not finalized until   this year. Part of the reason was that some government officials were unhappy   with the structure and focus of earlier versions of the document, according to   officials involved in the discussion.   \u00a0   Previous drafts described actions by the United States government that were   determined to have stoked the jihad movement, like the indefinite detention of   prisoners at Guant\u00e1namo Bay and the Abu Ghraib prison abuse scandal, and some   policy makers argued that the intelligence estimate should be more focused on   specific steps to mitigate the terror threat. It is unclear whether the final   draft of the intelligence estimate criticizes individual policies of the   United States, but intelligence officials involved in preparing the document   said its conclusions were not softened or massaged for political purposes.   \u00a0   \u00a0   Frederick Jones, a White House spokesman, said the White House \u201cplayed no role   in drafting or reviewing the judgments expressed in the National Intelligence   Estimate on terrorism.\u201d The estimate\u2019s judgments confirm some predictions of a   National Intelligence Council report completed in January 2003, two months   before the Iraq invasion. That report stated that the approaching war had the   potential to increase support for political Islam worldwide and could increase   support for some terrorist objectives.   \u00a0   Documents released by the White House timed to coincide with the fifth   anniversary of the Sept. 11 attacks emphasized the successes that the United   States had made in dismantling the top tier of Al Qaeda.   \u00a0   \u201cSince the Sept. 11 attacks, America and its allies are safer, but we are not   yet safe,\u201d concludes one, a report titled \u201c9\/11 Five Years Later: Success and   Challenges.\u201d \u201cWe have done much to degrade Al Qaeda and its affiliates and to   undercut the perceived legitimacy of terrorism.\u201d    \u00a0   That document makes only passing mention of the impact the Iraq war has had on   the global jihad movement. \u201cThe ongoing fight for freedom in Iraq has been   twisted by terrorist propaganda as a rallying cry,\u201d it states.   \u00a0   The report mentions the possibility that Islamic militants who fought in Iraq   could return to their home countries, \u201cexacerbating domestic conflicts or   fomenting radical ideologies.\u201d   \u00a0   On Wednesday, the Republican-controlled House Intelligence Committee released   a more ominous report about the terrorist threat. That assessment, based   entirely on unclassified documents, details a growing jihad movement and says,   \u201cAl Qaeda leaders wait patiently for the right opportunity to attack.\u201d   \u00a0   The new National Intelligence Estimate was overseen by David B. Low, the   national intelligence officer for transnational threats, who commissioned it   in 2004 after he took up his post at the National Intelligence Council. Mr.   Low declined to be interviewed for this article.   \u00a0   The estimate concludes that the radical Islamic movement has expanded from a   core of Qaeda operatives and affiliated groups to include a new class of   \u201cself-generating\u201d cells inspired by Al Qaeda\u2019s leadership but without any   direct connection to Osama bin Laden or his top lieutenants.   \u00a0   It also examines how the Internet has helped spread jihadist ideology, and how   cyberspace has become a haven for terrorist operatives who no longer have   geographical refuges in countries like Afghanistan.   \u00a0   In early 2005, the National Intelligence Council released a study concluding   that Iraq had become the primary training ground for the next generation of   terrorists, and that veterans of the Iraq war might ultimately overtake Al   Qaeda\u2019s current leadership in the constellation of the global jihad leadership.   But the new intelligence estimate is the first report since the war began to   present a comprehensive picture about the trends in global terrorism.   \u00a0   In recent months, some senior American intelligence officials have offered   glimpses into the estimate\u2019s conclusions in public speeches.   \u00a0   \u201cNew jihadist networks and cells, sometimes united by little more than their   anti-Western agendas, are increasingly likely to emerge,\u201d said Gen. Michael V.   Hayden, during a speech in San Antonio in April, the month that the new   estimate was completed. \u201cIf this trend continues, threats to the U.S. at home   and abroad will become more diverse and that could lead to increasing attacks   worldwide,\u201d said the general, who was then Mr. Negroponte\u2019s top deputy and is   now director of the Central Intelligence Agency.   \u00a0   For more than two years, there has been tension between the Bush   administration and American spy agencies over the violence in Iraq and the   prospects for a stable democracy in the country. Some intelligence officials   have said the White House has consistently presented a more optimistic picture   of the situation in Iraq than justified by intelligence reports from the field.   \u00a0   Spy agencies usually produce several national intelligence estimates each year   on a variety of subjects. The most controversial of these in recent years was   an October 2002 document assessing Iraq\u2019s illicit weapons programs. Several   government investigations have discredited that report, and the intelligence   community is overhauling how it analyzes data, largely as a result of those   investigations.   \u00a0   The broad judgments of the new intelligence estimate are consistent with   assessments of global terrorist threats by American allies and independent   terrorism experts.   \u00a0   The panel investigating the London terrorist bombings of July 2005 reported in   May that the leaders of Britain\u2019s domestic and international intelligence   services, MI5 and MI6, \u201cemphasized to the committee the growing scale of the   Islamist terrorist threat.\u201d   \u00a0   More recently, the Council on Global Terrorism, an independent research group   of respected terrorism experts, assigned a grade of \u201cD+\u201d to United States   efforts over the past five years to combat Islamic extremism.
